MOTION TO APPROVE A PROPOSAL FROM BLACKBOARD, INCORPORATED, WASHINGTON DC, TO RENEW THE BLACKBOARD CONNECT FOR GOVERNMENT SERVICES AND PRIORITY COMMUNICATIONS TO RESIDENTS IN AN AMOUNT NOT TO EXCEED $5,457.13, TO ENSURE THE HEALTH, SAFETY AND WELFARE OF THE RESIDENTS AND AUTHORIZE THE FIRE CHIEF TO EXECUTE SAME
