City of Northlake City Council met Aug. 22.

Here is the minutes provided by the council:

The regular meeting was called to order at 7:00 p.m. Mayor Sherwin asked everyone to stand for the pledge of allegiance.

Mayor Sherwin called for the roll.

ROLL CALL:

PRESENT: ALDERMEN STRAUBE, FELDMANN, CONTRERAS, GARCIA, JOHNSON, GONZALEZ, GROCHOWSKI AND PATTI

OTHERS PRESENT: NANCY PAULETTO, CITY CLERK CAROL LAMPARD, FINANCE DIRECTOR MARK STERK, ATTORNEY NORM NISSEN, CHIEF OF POLICE DALE ROBERTS, SUPERINTENDENT PUBLIC WORKS

Mayor Sherwin presented the minutes of the regular meeting held on July 15, 2019. Alderman Patti made a motion to accept the minutes of the regular meeting held on July 15, 2019; seconded by Alderman Grochowski. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. Alderman Contreras abstained. All were in favor. The motion carried.

MOTION TO ACCEPT THE MINUTES OF THE JULY 15, 2019 CITY COUNCIL MEETING CARRIED

Alderman Grochowski made a motion to reappoint Paul Feldmann to the Zoning Board of Appeals, Planning and Economic Development Commission; seconded by Alderman Patti. Mayor Sherwin called for the roll.

ROLL CALL: ALDERMEN STRAUBE, CONTRERAS, GARCIA, JOHNSON, GONZALEZ, GROCHOWSKI AND PATTI

ABSTAIN: ALDERMAN FELDMANN

NAYS: NONE

MOTION TO REAPPOINT PAUL FELDMANN TO THE ZONING BOARD OF APPEALS, PLANNING AND ECONOMIC DEVELOPMENT COMMISSION CARRIED

Mayor Sherwin noted that today is National Payroll Preparer Day.

Alderman Patti made a motion to pay the warrants and vouchers if and when the funds become available; seconded by Alderman Contreras. Mayor Sherwin called for the roll.

ROLL CALL: ALDERMEN STRAUBE, FELDMANN, CONTRERAS, GARCIA, JOHNSON, GONZALEZ, GROCHOWSKI AND PATTI

NAYS: NONE

MOTION TO PAY THE WARRANTS AND VOUCHERS CARRIED

Mayor Sherwin noted the next council meeting is on September 16; that the spot vacated by Office Depot has been rented out; that the railroad bridge work on North Avenue and Lake Street has completed; that new home construction is continuing in several spots in town; and that the city is working on having concerts in the band shelter next year. There was a discussion regarding the Dog Park; possible expansion and issues that are being addressed in order to improve it.

Alderman Patti made a motion to approve the 3-year Contract with Melrose Pyrotechnics Inc.; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

MOTION TO APPROVE THE 3-YEAR CONTRACT WITH MELROSE PYROTECHNICS, INC. CARRIED

Alderman Patti made a motion to approve Ordinance O-11-2019; An Ordinance Authorizing the Acquisition of Certain Real Property by Eminent Domain (Located South of Creekside Apartments); seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

ROLL CALL: ALDERMEN STRAUBE, FELDMANN, CONTRERAS, GARCIA, JOHNSON, GONZALEZ, GROCHOWSKI AND PATTI

NAYS: NONE

MOTION TO APPROVE ORDINANCE O-11-2019; AN ORDINANCE AUTHORIZING THE ACQUISITION OF CERTAIN REAL PROPERTY BY EMINENT DOMAIN (LOCATED SOUTH OF CREEKSIDE APARTMENTS) CARRIED

Alderman Patti made a motion to approve Ordinance O-12-2019; An Ordinance Establishing Refuse Disposal Fees for Condominium Buildings; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-12-2019; AN ORDINANCE ESTABLISHING REFUSE DISPOSAL FEES FOR CONDOMINIUM BUILDINGS CARRIED

Alderman Feldmann made a motion to approve Ordinance O-13-2019; An Ordinance Granting a Variance for the Property Commonly Known as 46 Bernice Avenue, Northlake, Illinois; seconded by Alderman Contreras. Mayor Sherwin called for the roll.

NAYS: NONE

MOTION TO APPROVE ORDINANCE O-13-2019; AN ORDINANCE GRANTING A VARIANCE FOR THE PROPERTY COMMONLY KNOWN AS 46 BERNICE AVENUE, NORTHLAKE, ILLINOIS CARRIED

Alderman Patti made a motion to approve Ordinance O-14-2019; An Ordinance Authorizing the Sale of Real Estate Commonly Known as 564 Sandra Avenue in the City of Northlake, Cook County, Illinois; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

ROLL CALL: ALDERMEN STRAUBE, FELDMANN, CONTRERAS, GARCIA, JOHNSON, GONZALEZ, GROCHOWSKI AND PATTI

NAYS: NONE

MOTION TO APPROVE ORDINANCE O-14-2019; AN ORDINANCE AUTHORIZING THE SALE OF REAL ESTATE COMMONLY KNOWN AS 564 SANDRA AVENUE IN THE CITY OF NORTHLAKE, COOK COUNTY, ILLINOIS CARRIED

Alderman Straube made a motion to approve a $5,000.00 Donation to Leyden Family Services; seconded by Alderman Patti. Mayor Sherwin called for the roll.

ROLL CALL: ALDERMEN STRAUBE, FELDMANN, CONTRERAS, GARCIA, JOHNSON, GONZALEZ, GROCHOWSKI AND PATTI

NAYS: NONE

MOTION TO APPROVE A $5,000.00 DONATION TO LEYDEN FAMILY SERVICES CARRIED

Police Chief Norm Nissen noted the police department survey previously sent out received a 20% response and the average score was in the high 90’s.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.
