Village of Broadview Board of Trustees Board met July 15.

Here is the minutes provided by the board:

I. CALL TO ORDER

The Regular Board Meeting of Monday, July 15th, 2019 was called to order by Mayor Thompson at 7:35 p.m., in the Council Chambers at 2350 South 25th Avenue, Broadview, IL 60155.

ROLL CALL

Upon roll call by Kevin McGrier, Village Clerk, the following answered Present: Trustee(s) J. Miller, V. Horne J. Tierney, A. Senior, Mayor Thompson, Absent: S. Jones, (Jones arrived at 8:02pm)

There being a quorum the meeting was called to order.

PLEDGE OF ALLEGIANCE TO FLAG

Everyone remained standing and recited the Pledge of Allegiance to the Flag of the United States of America.

MOMENT OF SILENCE

Everyone joined in a moment of silence.

II. PUBLIC COMMENT(s)

Residents Eric Cummings, Shirley Redmond and Freda Dubois gave comments.

III. COMMUNICATION(S) ANNOUNCED BY CLERK MCGRIER:

Clerk McGrier mentioned Robocall form for residents to add their information to receive Community wide Yard sale Aug 3, 2019 8:30am – 1:00pm

Clerk McGrier and Commissioner Turner swore in new Police Officer Alex Dinef

Clerk McGrier mentioned that on the Village website is the Proviso Handyman flier

Village Officers gave summary reports for their Departments

VIII. NEW BUSINESS:

A. A RESOLUTION AUTHORIZING AND APPROVING A CERTAIN LOBBYING SERVICES AGREEMENT WITH ALFRED G. RONAN, LTD. FOR LOBBYING SERVICES FOR THE VILLAGE OF BROADVIEW, COUNTY OF COOK, STATE OF ILLINOIS.

Motion to approve by Trustee Abraham and Seconded by Trustee Tierney

Discussion: Mayor Thompson clarified reason for resolution and gave examples of value that Lobbyist has brought to Broadview. Trustee Miller questioned a portion of the contract which mentioned “school” as opposed to “Village”. Trustee Jones is not comfortable with the information that Ronan provides the Village for the amount of money we pay him. Wants more specifics. Trustee Horne shared Jones’ sentiments but did meet with the Mayor previously to discuss the reports that Ronan has provided with the monthly invoicing. Mayor Thompson further confirmed that the detailed reports are attached with each monthly invoice that is provided and that it is up to the elected body to perform their duty and review the invoices and reports that are provided.

B. A RESOLUTION AUTHORIZING AND APPROVING AN AMENDMENT TO THE INTERGOVERNMENTAL AGREEMENT BETWEEN THE VILLAGE OF BROADVIEW AND LINDOP SCHOOL DISTRICT NO. 92 RELATED TO CROSSING GUARD SERVICES IN THE VILLAGE OF BROADVIEW, COUNTY OF COOK, STATE OF ILLINOIS.

Motion by Trustee Horne and Seconded by Trustee Tierney

Discussion: Per the Mayors request, Atty. Vasselli gave briefing of memo regarding the resolution before the Board. Trustee Miller asked for confirmation about the settlement agreement amount. had concerns about possibly not having notify 100% of the affected residents. Trustee Jones gave a dissertation of what he was and was not aware of.

A RESOLUTION AWARDING THE BID FOR CERTAIN CONSTRUCTION SERVICES RELATED TO THE METROPOLITAN WATER RECLAMATION DISTRICT OF GREATER CHICAGO GREEN INFRASTRUCTURE ALLEY PROGRAM TO THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER, MQ CONSTRUCTION COMPANY, INC., FOR THE VILLAGE OF BROADVIEW, COUNTY OF COOK, STATE OF ILLINOIS.

Discussion: Mayor Thompson requested Chris Baker from Hancock Engineering to speak about the three alleys to be improved. Trustee Miller asked for clarification on the date of start.

G. CONSIDERATION OF AN APPLICATION FOR A BUSINESS LICENSE REQUESTED BY NICK TZOUMAS OF BROADVIEW SUBS, INC. DBA MR SUBMARINE, LOCATED AT 1801 W. CERMAK RD., FOR THE VILLAGE OF BROADVIEW, COUNTY OF COOK, STATE OF ILLINOIS.

Motion by Trustee Tierney and Seconded by Trustee Abraham

Discussion: Mayor Thompson requested Commissioner David Upshaw to speak about the new business Mr. Submarine. The owner Nick also came and said a few words. Trustee Miller asked for clarification on the number of gaming machines that they would house. Trustee Horne asked about how they would honor the Veterans.

XI. VILLAGE PRESIDENT Katrina Thompson

• Mayor Thompson asked everyone to wish Trustee Horne a Happy Birthday.

• Mayor mentioned that we would be talking a lot more about the upcoming 2020 Census.

• Mayor also mentioned the deadline to register for the annual Senior Safari on *July 26th *

• Representative Welch will have annual back to school celebration July 27th

• Senator Lightford will have annual back to school celebration July 28th

• Tentative Aug 7, 2019 Finance Committee meeting

• Mayor Thompson addressed Public comments from earlier in the meeting.
