Village of Hillside President and Board of Trustees met February 25.

Here is the minutes as provided by the board:

The meeting was called to order at 7:30 P.M. by Mayor Joseph T. members and those present recited the pledge of Allegiance to the Flag. The following members responded as present at roll call:


Mayor       - Joseph T. Tamburino 

Clerk         - Linda L. Gould

Trustees    - Herman L. Walter, Jr. 

                  - Frank J. Lomeli, Sr.

                  - David V. Delgado 

                  - John N. Kramer 

                  - Valerie J. Farries 

                  - Marvin A. Watson 

Absent       - None

Also present were: Russell Wajda, Village Administrator; John Flood, Treasurer, Assistant Administrator; Joseph Lukaszek, Police Chief; Howard Murray Fire Captain; Joseph Pisano, Public Works Director; Anthony Faragia, EMA Director; George Gourley, William O'Connor, Roger Romanelli, Pia Davis, Ellis Funchess, residents

TOWN HALL MEETING:

Mayor Tamburino opened the Town Hall section of the meeting.

George Gourley, 1629 S. Wolf Road, thanked the Fire and Police Departments for the professional way they treated his wife with getting her to the hospital.

Mr. Gourley reported a Post Office vehicle blocks the sidewalk and handicapped parking spot at Walgreen's. He has complained of this before to the Board and the vehicle stopped parking at that spot, but now doing it again. Mayor Tamburino said he will look into this.

Roger Romanelli, 4406 Madison, asked that the Village enact Campaign Finance Reform by having an immediate ban on contributions by any Village contractor or consultant to any Hillside candidate or political party. He asked that this ban take effect immediately.

Mayor Tamburino asked if there were any further comments from the floor.

As there were no further comments from the floor, Mayor Tamburino entertained a motion to close the Town Hall Meeting.

So moved by Trustee Kramer, seconded by Trustee Delgado. All voting aye, motion carried.

Mayor Tamburino said the comments would be taken under consideration and will be placed on the agenda at the next Board of a Whole Meeting. Mr. Romanelli asked why the ban could not happen tonight? Mayor Tamburino explained items had to be on the Board of a whole Agenda for discussion before items can be moved to the Regular Board Meeting.

APPROVAL OF MINUTES:

Mayor Tamburino entertained a motion that there being no additions or corrections to the minutes for Regular Meeting of January 28, 2018, the minutes be accepted and approved.

Motion made by Trustee Kramer, seconded by Trustee Delgado. All voting aye, motion carried.

VILLAGE CLERK ;

Clerk Gould reminded: Mail in ballot application requests for the April 2, 2019 Election are available at the Village Hall and online at cookcountyclerk.com. Completed forms must be received at the County Clerk's Office by Thursday, March 28, 2019.

Clerk Gould also reminded Early Voting is March 18 to April 1, 2019. The nearest polling places to Hillside are the Villages of Bellwood, 3200 Washington; or Melrose Park, 1000 N. 25th Avenue.

Clerk Gould reported the last day to register to vote in person at the Village Hall is Tuesday, March 5, 2019.

Clerk Gould presented the consent Agenda.

All items on the consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Board member so requests, in which event, the item will be removed from the Consent Agenda and considered a part of the Board Member's committee business.

Illinois Department of Revenue: Sales tax returns for month of December, 2018, in the amount of $394,452.78. Amount received for December, 2017, in the amount of $383,798.37.

Illinois Department of Transportation: Motor Fuel Tax allotment for the month of January, 2019, in the amount of $17,697.19.

Approval of gross payroll for periods January 19 through February 1, 2019, in the amount of $277,839.83; and February 2 through February 15, 2019, in the amount of $428,536.97.

Payment of bills for the month of February, 2019, in the amount of $577,509.02.

Com Ed: Utility tax for the month of November, 2018, in the amount of $28,583.00.

NiCor Gas: Utility Tax for the month of December, 2018, reported in January, 2019.

Excise Tax for the month of December, 2018, in the amount of $21,356.90.

Code Enforcement Officer's Reports (January, 2019).

Police Department Report (January, 2019).

Fire Department Report (January, 2019).

Motion made by Trustee Kramer, seconded by Trustee Watson, to accept and approve Consent Agenda.

Motion made by Trustee Watson, seconded by Trustee Kramer, to approve 7G Agreement with Firefighter/Paramedic Katie Boeke to serve in the Fire Prevention Bureau as a part-time inspector.

Trustee Watson reported Community Awareness Meeting is Wednesday, February 27, 2019 at 7:00 p.m. in the Board Room.

Zoning Committee: (Trustee Lomeli)

Motion made by Trustee Lomeli, seconded by Trustee Watson, to accept and place on file the minutes and findings of the Zoning Board granting Toan B. Truong, 4100 Odell Avenue, Norridge, IL 60706, a Special Use Permit in a B-2 Zoning District, for the operation of a Nail Salon at the Hillside Town Center, 100 S. Mannheim Road.

Roll call vote resulted as follows:

      Ayes:     Trustees Walter, Lomeli, Delgado, Kramer, Farries, Watson 

      Nays:     None

      Motion declared carried

Motion made by Trustee Lomeli, seconded by Trustee Kramer, to Motion to grant the Special Use Permit submitted by Toan B. Truong, 4100 Odell Avenue, Norridge, IL 60706, seeking a Special Use Permit in a B-2 District for the operation of a Nail Salon at the Hillside Town Center, 100 S. Mannheim Road.

Technology Committee: (Trustee Delgado)

Motion made by Trustee Delgado, seconded by Trustee Kramer, to approve a one year fire policy manual annual subscription with Lexipol, LLC, 2801 Network Blvd., Suite 500, Frisco, TX 75034, in the amount of $6,419.00. This includes access to Knowledge Management System for updates and editing. This is an increase of $187.00 from 2018.

Trustee Delgado reported Village of Hillside is sponsoring the Secretary of State Drivers Services mobile unit, Monday March 25, 2019 from 10:00 a.m. to 2:00 p.m., in the Board Room for all interested in renewing or obtaining a drivers license, state ID or license plate sticker.

Community Services Committee: (Trustee Farries)

Trustee Farries reported Hillside Youth Commission sponsoring Family Bowling on Saturday, March 9, 2019 from 12:00 to 2:00 p.m. at the Hillside Bowl, 4545 Harrison Street. Bowl for 2 hours for $5.00 per person with free shoe rental.

NEW BUSINESS:

Public Services Committee: (Trustee Walter)

Motion made by Trustee Walter, seconded by Trustee Lomeli, to approve Resolution 19-02 for Motor Fuel Tax paving for 2019, and authorizing Clerk to sign and execute same.

Next Board-of-a-Whole Meeting to be held at 7:30 P.M. on Monday, March 11, 2019, in the Board Room of the Municipal Complex, 425 Hillside Avenue, Hillside, IL, 60162.

As there was no further business before the Board, Mayor Tamburino entertained a motion to adjourn.

So moved by Trustee Watson, seconded by Trustee Kramer. All voting aye, motion carried.
