Village of Hillside President and Board of Trustees met March 11.

Here is the minutes as provided by the board:

The following members responded as present at roll call:

Also present were: Russell Wajda, Village Administrator; John Flood, Treasurer and Assistant Administrator; Joseph Lukaszek, Police Chief; Jeffrey Pilz, Fire Chief; Joseph Pisano, Public Works Director; Patrick Deady, Village Attorney; Anthony Faragia, EMA Director; William O'Connor, Roger Romanelli, residents

VILLAGE CLERK:

Clerk Gould also reported Mail in ballot application requests for the April 2, 2019 Election are available at the Village Hall and online at cookcountyclerk.com. Completed forms must be received at the County Clerk's Office by Thursday, March 28, 2019.

Clerk Gould reminded Early voting is March 18 to April 1, 2019. Nearest polling places to Hillside are the Villages of Bellwood, 3200 Washington; or Melrose Park, 1000 N. 25th Avenue.

DEPARTMENT HEAD OPERATING REPORTS:

Treasurer/Director of Economic Development: (John Flood)

Public Works and Building Services Director: (Joseph Pisano)

Director Pisano reported water main replacement on Lee Boulevard will begin next week. Some preliminary work to be completed this week.

Director Pisano also reported for the Regular Board Meeting on March 25, 2019 will be the bids for the demolition of two houses located at 301 Oak Ridge and 305 Oak Ridge which are in the TIF District. Bid opening is March 20, 2019.

VILLAGE ENGINEER:

No report

Trustee Watson inquired on update on Railroad Quiet Zone. Engineer Peters said he is waiting to hear from IDOT about coordinating a meeting.

VILLAGE ADMINISTRATOR:

COMMITTEE REPORTS

Finance and Administration Committee: (Trustee Kramer)

Trustee Kramer asked Attorney Deady to report on resident's request from previous meeting to have the Village adopt an ordinance limiting campaign contributions.

Attorney Deady reported the State of Illinois already regulates the area of campaign finance, disclosure and limitations. The issue is whether a home rule community can adopt stricter requirements. The campaign finance provisions and the election law provisions would need to be changed. The Village of Hillside ordinances adopt the State of Illinois requirements with respect for elections. Election law is difficult to change. This can't be changed by a simple ordinance and would have to be brought to referendum.

To change campaign finance issues would need to adopt some type of enforcement provisions that would regulate an area already regulated by state.

Attorney Deady further reported it would be expensive for the Village of Hillside to have separate enforcement regulations and adjudication mechanisms in place to monitor campaign finance contributions by individual candidates.

Mayor Tamburino stated money raised for the Hillside Independent Platform or Party is spent here in the Village for various different groups such as youth football, baseball, basketball also the summer concert series. Everything is reported. No one on the Board is collecting insurance or pensions. Board salaries have not been increased in forty years and he recommends keeping things the way they are and continuing to donate to the various groups as we currently do.

Mr. Romanelli asked if there was Public Comment Mayor Tamburino said no, there is no Public Comment at the Board of a Whole. Mr. Romanelli then asked why and Mayor said there never has been and that is how it is He then told Mr. Romanelli he can speak at the next meeting. Mayor Tamburino continued with the agenda.

Trustee Kramer reported the following are to be on the agenda for action at the Regular Board Meeting of March 25, 2019.

      A. Approval of gross payroll for period February 16, through March 1, 2019, in the amount of $278,937.96.

      B. Approval of bills for the month of March, 2019.

Public Services Committee: (Trustee Walter)

Trustee Walter reported the following are to be on the agenda for action at the Regular Board Meeting of March 25, 2019.

      A. Approval of payment for $297,406.70 to Cerniglia Co., 3421 Lake Street, Melrose Park, IL 60160, for work performed on the Water Main Replacement Project for Lee Boulevard and Darmstadt Road.

Public Safety and Education Committee: (Trustee Watson)

Trustee Watson reported the following are to be on the agenda for action at the Regular Board Meeting of March 25, 2019.

      A. Proposed Intergovernmental Agreement with the Village of Berkeley providing for prisoner detention services.

      B. Approval of Ordinance 19-06 amending Sec. 90-138, School Speed Zones, establishing a school speed zone on Wolf Road and Harrison Street, covering both Hillside School and Proviso West High School.

      C. Approval of Ordinance 19-07 amending Sec. 90-137, Speed Limitation on Specified Streets, limiting the speed limit on Harrison Street from Roosevelt Road to Wolf Road to 30 mph.

      D. Approval for Fire Chief Pilz to attend Fire Service Legislative Day, April 10, 2019, in Springfield, at a cost of $328.94.

Trustee Watson reported during a resident assist call, Hillside Firefighter/Paramedic David Buie noticed an elderly resident's shoes had holes that could be a fall risk. David organized support by going to his shift where they raised money and bought new shoes. Firefighter/ Paramedics Buie and Pudlo delivered the shoes. David Buie once again showed great compassion to one of our residents in need of assistance. Dave, Kat and Captain Partyka's Gold Shift are to be commended.

Trustee Watson also reported Community Awareness Meeting is Wednesday, March 27, 2019 at 7:00 p.m. in the Board Room.

Zoning Committee: (Trustee Lomeli)

Discussion on a resident's request to look at the parking situation for the apartment building on Butterfield and Warren, between Forest and Broadview.

Mayor Tamburino asked Administrator Wajda if he was correct that there was no parking on the east side of Warren. Administration Wajda said there is no parking on either side of the street. Mayor Tamburino suggested we look at parking at night or parking by permit on both sides of the street for the apartments, Mayor Tamburino asked the Police Department for recommendations for this situation.

Trustee Lomeli also reported Zoning Board to conduct a Public Hearing at 7:00 p.m. on Tuesday, March 26, 2019, in the Board Room of the Hillside Municipal Complex, 425 Hillside Avenue, Hillside, IL, to consider a petition submitted by Jerry Shea, 4302 Warren Avenue, Hillside, IL, on the consideration for a Variation in M-1 Zoning District, to create indoor storage, reducing front yard requirements by 8 feet, reduce rear yard requirements by 13.8 feet (matches existing), and reduce west side requirements by 15 feet, at 4302 Warren Avenue, Hillside, IL, 60162. Administrator Wajda reported the Sheet Metal Company is proposing an indoor storage for their product

Mayor Tamburino then asked about the recent fire on Warren Avenue. Director Pisano said the owner is currently working with the insurance company.

Technology Committee: (Trustee Delgado)

Trustee Delgado reported the following to be on the agenda for action at the Regular Board Meeting of March 25, 2019.

      A. Approval to renew license agreement between the Village of Hillside and Norcomm, 395 W. Lake Street, Elmhurst, IL 60126, for wireless transceivers and alarm monitoring services.

      B. Approval to renew MSI contract with Harris Computer Systems, P.O. Box 74007258, Chicago, IL 60674-7259 for the amount of $11,709.81. This is an increase of $557.59 from 2018.

Trustee Delgado reminded Hillside is sponsoring the Secretary of State Drivers Services mobile unit, Monday, March 25, 2019 from 10:00 a.m. to 2:00 p.m. for all interested in renewing a drivers license, obtaining a state ID or license plate sticker,

Community Services Committee: (Trustee Farries)

Trustee Farries reported the Hillside Youth Commission sponsored Family Bowling on Saturday, March 9, 2019 went well, Sixty-one attended.

VILLAGE PRESIDENT:

Mayor Tamburino read Proclamation in observance of National Earth Hour, March 29, 2019.

ANNOUNCEMENTS :

Mayor Tamburino announced the next Regular Meeting of the Village Board is scheduled for 7:30 P.M. Monday March 25, 2019, in the Board Room of the Municipal Complex, 425 Hillside Avenue, Hillside, IL 60162.

Mayor Tamburino extended the sympathy of the Village Board and the Village of Hillside to Karen Bimler on the recent loss of her husband, Don. Don lived in Hillside his entire life. He was a retired Technical Arts teacher and taught at both Proviso East and Proviso West High Schools. Don will be missed.

Mayor Tamburino encouraged all Trustees to drive the streets of Hillside and look for streets that need repair. He also asked that Trustees note any areas that may need to be coordinated with the Youth Village Clean Up Day.

Trustee Watson asked Mayor Tamburino about a coordination meeting between Police, Fire, and Emergency Management all can be prepared in case of emergency. Mayor Tamburino thanked EMA Director Faragia for all that his group do in helping when needed. Administrator Wajda will schedule the meeting.

As there was no further business before the Board, Mayor Tamburino entertained a motion to adjourn.

So moved by Trustee Kramer, seconded by Trustee Delgado.

      All voting aye, motion carried.
