City of Countryside Flagg Creek Golf Course Administrative Board met February 20. 

Here is the minutes as provided by the board:

I. CALL TO ORDER.


     The Flagg Creek Administrative Board Meeting was called to order at 7:00 p.m.

II. ROLL CALL.

          Present:

          John Von Drasek, Chairman

          Todd Davis, Board Member

          John Finn, Board Member

          Michael Natale, Board Member

          Jerry Welch, Board Member

          Also present:

          Billy Rosinia, Golf Course General Manager

          Dave Schutter, Finance Director

          Matt Russian, Pleasant Dale Park District Executive Director

          Doug Davis, Golf Course Superintendent

III. ADDITIONS/CORRECTIONS TO THE AGENDA.

     None.

IV. COMMENTS FROM THE PUBLIC.

     None.

V. CONSENT AGENDA.

          A. Approval of the Regular Meeting Minutes from January 16, 2019.

          B. Review of the Paid Bills Report for the Period of January 1 – January 31, 2019.

     Member Davis had a question regarding line item Operating Capital (53-01-481-8010) for a payment in the amount of $14,400 to E-Z Go Inc. for the trade-in and purchase of 4 golf carts. Member Davis stated that he thought this was paid in 2018. Dave Schutter stated that the company was contacted many times to send the invoice. The invoice was finally received and payment was made in January.

     Member Davis made a motion, seconded by Member Finn to approve the Regular Meeting minutes from January 16, 2019 and the Paid Bills Report for the period of January 1 – January 31, 2019 under the consent agenda. The motion carried by the following vote:

          Aye: 5 Chairman Von Drasek, Member Davis, Member Finn, Member Natale, Member Welch

          Nay: 0

VI. NEW BUSINESS.

          A. Winter Fest 2019 Recap.

     Chairman Von Drasek reviewed the activities offered at the 2019 Winter Fest with the Board. Dave Schutter stated that we received $9,250 in sponsorship revenues and had budgeted $11,084 for the event, which was budgeted out of the City’s Hotel Motel Fund. The expenses for the event totaled $18,249.41. The golf course profited approximately $1,400 from the event. The golf course received a lot of positive feedback and was very well attended. For next year’s event, we are proposing a 3-day event, January 17-19, with Friday night being geared towards the adults, Saturday would be the family day, and Sunday would cater towards the seniors.

     Matt Russian asked a question that came from the Pleasant Dale Park District Board in regards to the $200 rental fee for the use of the golf course by the City or the Park District. Should the City pay the rental fee for the Winter Fest Event at the golf course? For example, the Park District is having their “Daddy/Daughter Dance at Flagg Creek Golf Course and they are paying the rental fee. Matt made this statement in keeping things equal between the Park District and the City. Billy Rosinia stated the rental fee is charged when an entity is charging people to attend the event. The Winter Fest was a promotional event for the golf course and the City did not charge people to attend the event. Therefore, the City would not be charged the rental fee.

          B. Consideration of $500.00 Sponsorship to the 2019 St. Patrick’s Day Parade.

     The City will be hosting its Annual St. Patrick’s Day Parade on Saturday, March 9th. The golf course would be an after-party location to host a family friendly party. A $500 level sponsor will have their name on all t-shirts, banners and website advertising.

     Member Davis made a motion, seconded by Member Natale to approve the $500.00 Sponsorship to the 2019 St. Patrick’s Day Parade. The motion carried by the following vote:

          Aye: 5 Chairman Von Drasek, Member Davis, Member Finn, Member Natale, Member Welch

          Nay: 0

          C. Discussion on the Preliminary Budget for FY’19.

     Dave Schutter presented the budget for Flagg Creek Golf Course for the fiscal year ended April 30, 2020. This initial budget is shown as balanced with the inclusion of a profit sharing goal/projection of approximately $75K (or $37.5K each to the City and the Park District). The budget also incorporates total capital investment of approximately $49K for the following items: $15K for sidewalk improvements, $8.5K to complete improvements to the golf pro structure, $7K in software/hardware upgrades to the automated range ball machine, $10.5K for a new ice machine and primary bar cooler, and $8K for a new greens mower in the maintenance department.

          D. Presentation of Revenue Share Statement for Video Gaming for the Period Ended January 31, 2019.

     Dave Schutter presented the revenue share statement for the period ended January 31, 2019. There was a profit of $100.75.

          E. Presentation of Financial Report for the Period Ended January 31, 2019.

     Dave Schutter presented the financial report for the period ended January 31, 2019.

          F. Rounds Report for January.

     Billy Rosinia reviewed the Rounds Report for January with the Board. There were a total of 295 rounds played, and 2% were residents.

          G. Donation Requests.

                 The Well Spirituality Center, St. Patrick’s Day Brunch and Annual Benefit

                 The LeaderShop, Annual Fundraiser

                 Divine Providence Catholic School, Spring Fling Dinner Dance

                 District 107 Pleasantdale PTO, Semi-Annual Trivia Night and Raffle Fundraiser

     Member Natale made a motion, seconded by Member Welch to approve the donation requests. The motion carried by the following vote:

          Aye: 4 Chairman Von Drasek, Member Finn, Member Natale, Member Welch

          Abstain: 1 Member Davis (District 107)

          H. Staff Reports.

     Billy Rosinia stated that the facility is in a dormant stage. There are a few meetings and a few parties scheduled. There are 2-3 employees working on maintenance projects inside the club house.

          I. Other.

     None.

          J. Next Meeting Date.

     The next meeting date will be Wednesday, March 20, 2019 at Flagg Creek Golf Course at 7 p.m.

VII. ADDITIONAL ITEMS.

     None.

VIII. ADJOURNMENT.

     A motion was made to adjourn by Member Davis, seconded by Member Natale that this meeting be adjourned. The motion carried by the following vote:

          Aye: 5 Chairman Von Drasek, Member Davis, Member Finn, Member Natale, Member Welch

          Nay: 0

     Chairman Von Drasek declared the meeting adjourned at 7:55 p.m.
