5) Public Comments and Questions

Tracy Markie came up to ask about the change to the schedule for the front office and why it was open on Saturdays and it is not any longer. Changes to court adjudication hearing dates was cited as the reason for the change. Trustee Perry asked for notification on changes such as these in the future.

Danny Sourbis came up to speak about an item, President Gattuso advised that he is aware that he is on the Committee of the Whole agenda and should wait until then to speak.

Cathy Kuratko came up to ask about processes for notifying residents regarding water main breaks or other emergencies. She also asked if residents could obtain a copy of the financials when they are ready.

Cathy Panek came up to request an update and an explanation of the ongoing court case involving her father and a recent dog bite. Chief Stelter advised that he would speak with Ms. Panek in greater detail after she is done speaking.

      President Gattuso advised that Bill Ernst was ill and not present but that a formal event would be later. Trustee Perry advised that he is deserving of this honor.

      7.D A resolution authorizing the execution of a release and assignment of claim on surety bond with Western Surety Company.

President Gattuso advised that a contractor a resident used for work on their property was not in compliance with Village Code from 11113 Boeger Court. The passage of this resolution is to provide the withheld bond to the homeowner.

8) Manager’s Report

Village Manager David Plyman advised that there are a few options to discuss the budget in any way the board wishes. The board can choose Committee's or Committee of the Whole process for meeting during the budget process. President Gattuso stated that Committee of the Whole is the best option for this year.

David also that Carl Muell, public works supervisor, is taking a position in Brookfield. Arrangements are being made to handle after hours overtime and callouts. Trustee Yurkovich raised concern of union issues. Attorney Durkin advised he will speaking with the union about the functions being performed by union members related to supervisory functions.

David also advised that we would be reverting to manual timecards in public works to resolve some errors regarding inaccuracies in their paychecks.

10) Board Member Reports and New Business

Trustee Celestino advised that he attended the West Central Municipal Conference Breakfast.

Trustee Perry why the asked about the contract of the Village Manager and wanted to know why this has not yet been discussed as per the contract. Trustee Perry explained that due to the timing we would be responsible for David Plyman’s severance. Attorney Durkin provided information related to the contract and explained what would or would not make David eligible for severance. Attorney Durkin that David would be considered an officer of the village and will continue to be employed upon the expiration of his contract until the relationship is terminated.

Trustee Steker provided praise to Chief Adams for thinking ahead, regarding hiring back extra staff, due to the recent extreme weather in which a house fire occurred.

Trustee Steker also advised that he recently made contact with the first district commissioner and was advised of a program “Connecting Cook County” which provide grants for various programs.

9) Attorney’s Report

Attorney Michael Durkin advised that the entire board of the EDC expires April 30, 2019 and that re-appointment is needed of all appointed members.

11) President’s Report

President Gattuso provided praise to public works staff for how they handled the snow and ice removal lately. Additionally he praised the fire department for their work on the recent fire.
