Village of Schiller Park Fire & Police Commission met Nov. 20.

Here is the minutes provided by the commission:

I. CALL TO ORDER | ROLL CALL:

The meeting was called to order by Chairman Rawski at 7:30PM Upon call ofthe roll, the following were: Present: Commissioner Bauer, Commissioner Fritz, and

Chairman Rawski Absent: None Others Present: Secretary Botti, Chief Chiodo and Director Fragakis

II. PLEDGE OF ALLEGIANCE: All present.

III. REVIEW AND VOTE TO ADOPT THE MINUTES OF THE LAST MEETING:

Motion by Commissioner Bauer to adopt the minutes of the last meeting and second by Commissioner Fritz. Upon call ofthe roll, the following voted: Yes: Commissioner Bauer, Commissioner Fritz, and Chairman

Rawski Abstained: None No: None The Chairman declared the motion carried

IV. REVIEW CORRESPONDENCE AND BILLS:

• Invoices

• Xfinity re: Secretary's internet bill for August, September and October

• Illinois Fire and Police Commissioners Association: Yearly Membership

• Correspondence - Personnel

• Evaluation from Lieutenant Jeffery Leiser re: Daniel Linehan

• Six (6) Letters from Director Fragakis re: Police Sergeant promotional testing and one (1) for Police Lieutenant promotional testing

• Letter from Director Fragakis re: probationary period for Conner Emmett

v. DISCUSS PROGRESS OF ALL PROBATIONARY EMPLOYEES IN THE LAST TWO MONTHS OF THEIR PROBATIONARY PERIOD. THIS DISCUSSION MAY BE IN EXECUTIVE SESSION:

• Connor P. Emmett has successfully completed his probationary period and is being considered for appointment as a permanent Police Officer for the police department.

Motion by Commissioner Fritz and second by Commissioner Bauer to concur with the recommendation of Director Fragakis to conditionally appoint Connor P. Emmett to the permanent rank ofPolice Officer for the police department, as of December 8,2018. Upon a call ofthe roll, the following voted: Yes: Commissioner Bauer, Commissioner Fritz and Chairman

Rawski No: None The Chairman declared the motion carried.

VI. DISCUSS AMEND RULE 3-2-A.2:

• Commissioner Bauer will work with Attorney Sara Gallagher on the amended rule and presenting it to the Village Board.

• Discussed and tabled for now.

VII. DISCUSS STATUS OF OPEN POSITIONS FOR BOTH FIRE AND POLICE DEPARTMENTS:

• Police Department: is at full complement

• Fire Department: has one (1) opening, but it may not be filled this fiscal year: as the Village Board may not approve the hiring in their new budget.

VIII. STATUS OF NEWPOLICE LIST (Original Appointment),

ORIENTATION AND WRITTEN TO BE HELD ON JANUARY 12, 2019, AGILITY TO BE HELD ON FEBRUARY 17,2019:

Police Testing Schedule

• Begin advertising on November 28,2018 thrugh December 27,2018;

• Begin issuing applications on Wednesday, November 28,2018;

• Accept applications until Thursday, December 27, 2018, with a cutoff time of4 PM;

• Orientation & written examination will be held on Saturday, January 12, 2019 at the East Leyden High School cafeteria: Registration will begin at 8:30AM by C.O.P.S.;

o Orientation will begin at 9 AM; o Written examination will begin at 10 AM;

• Agility test will be held on Sunday, February 17, 2018 at the West Leyden High School Field House;

o Registration will begin at 8:30AM by C.O.P.S o Agility test will begin at 9 AM;

• Oral examinations will begin the week of March 11, 2019 and estimated to be completed the week of April 26, 2019. (Note: need to hire help for oral examinations) (Commissioner Bauer will be out of town the last 2 weeks of March) (Secretary Botti will be out of town from April 26, 2019 thru May 5, 2019):

• Final Eligibility list to be tentatively completed and posted by May 1, 2019.

IX. STATUS OF PROMOTIONAL TESTING:

A. Police Lieutenant List

• Reading list was posted on September 21,2018;

• Written examination will be held on February 19,2019 after our regular meeting at 8PM;

• Oral examination dates to be determined at a later date;

• We have received one (1), letter ofinterest as oftoday.

B. Police Sergeant List

• Reading list was posted on September 21, 2018;

• Written examination will be held on January 15, 2019 after our regular meeting at 8PM;

• Orals examination dates to be determined at a later date;

• We have received six (6), letters of interest as oftoday.

C. Fire Lieutenant List

• Reading list was posted on September 21,2018;

• Written examination will be held on February 19,2019 after our regular meeting at 8PM;

• Oral examination dates to be determined at a later date;

• We have received five (5), letters of interest as oftoday.

X. DISCUSS AND REVIEW TESTING PROCEDURES FOR C.O.P.S.

TESTING SERVICES:

• Commission reviewed the packet for the last time for police testing (Original appointment);

• Secretary Botti to call C.O.P.S. with the changes.

XI. OTHER BUSINESS:

• Secretary to call C.O.P.S. Personnel Testing Service & Stanard and Associates about pricing on promotional oral testing questions.

XII. PUBLIC COMMENT:

• No Comment

• The next regular meeting is scheduled for Tuesday, December 18, 2018

XIV. ADJOURNMENT:

Motion made by Commissioner Fritz and second by Commissioner Bauer to adjourn.

Upon a call of the roll, the following voted: Yes: Commissioner Bauer, Commissioner Fritz, and Chairman Rawski No: None The Chairman declared the motion carried; meeting adjourned at 9 PM.
