City of Northlake Finance and Rules Committee of the Whole met Oct. 1.

Here is the minutes provided by the committee:

Clerk Pauletto called for the roll.

Roll Call:

Present: Alderman Straube

Alderman Feldmann

Alderman Contreras

Alderman Padilla

Alderman Werba

Alderman Gonzalez

Alderman Grochowski

Alderman Patti

Absent: Mayor Sherwin

Dale Roberts, Superintendent Public Works

Others Present: Nancy Pauletto, City Clerk

Carol Lampard, Finance Director

Norm Nissen, Chief Of Police

Mark Rail, Public Works

Alderman Patti made a motion to nominate Alderman Straube as Mayor Pro Tem, seconded by Alderman Feldmann. All were in favor.

The committee reviewed the minutes of the September 10, 2018 meeting. Alderman Patti made a motion to approve the minutes of the September 10, 2018 meeting; seconded by Alderman Grochowski. Alderman Straube called for a voice vote. All were in favor; Alderman Gonzalez abstained. The minutes were approved.

Alderman Straube presented the Warrants and Vouchers. Alderman Patti made a motion to pay the Warrants and Vouchers; seconded by Alderman Werba. Questions were asked and answered respectively. Alderman Straube called for a voice vote. All were in favor. The motion carried.

Under New Business:

Alderman Straube opened a discussion regarding the Collective Bargaining Agreement between City of Northlake and Metropolitan Alliance of Police. Alderman Patti made a motion to approve the Collective Bargaining Agreement; seconded by Alderman Feldmann. Alderman Straube called for a voice vote. All were in favor. The motion carried.

Alderman Straube presented Ordinance O-21-2018; An Ordinance Prohibiting Parking in the Turnaround Area at the North Terminus of Sandra Avenue and Amending Section 6-4-4 of the Northlake City Code. Alderman Grochowski made a motion to approve Ordinance O-21-2018; seconded by Alderman Patti. Alderman Straube called for a voice vote. All were in favor. The motion carried.

Alderman Straube opened a discussion regarding approval of the Centerpoint Parking Lease. Alderman Patti made a motion to approve the Centerpoint Parking Lease; seconded by Alderman Contreras. Alderman Straube called for a voice vote. All were in favor. The motion carried.

Alderman Padilla said he received an anonymous note on his residence door regarding repairs needing to be done at the frontage road/intersection of 46th Avenue and North Avenue. He stated there was previously a discussion regarding a construction bid for this work at the September 10th city council meeting and that the motion carried. Work is to begin in about a week.

There being no further business, Alderman Feldmann made a motion to adjourn; seconded by Alderman Grochowski. Alderman Straube called for a voice vote. All were in favor. The motion carried.
