City of Northlake Finance & Rules Committee of the Whole met July 16.

Here is the minutes provided by the Committee:

Roll Call:

Present: Alderman Straube

Alderman Feldmann

Alderman Contreras

Alderman Padilla

Alderman Werba

Alderman Patti

Others Present: Nancy Pauletto, City Clerk Carol Lampard, Finance Director Jay Militello, Deputy Chief Of Police Dale Roberts, Superintendent Public Works

The committee reviewed the minutes of the June 11, 2018 meeting. Alderman Patti made a motion to approve the minutes of the June 11, 2018 meeting; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The minutes were approved.

Mayor Sherwin presented the Expenditures Over One Thousand Dollars. Alderman Patti made a motion to pay the Expenditures Over One Thousand Dollars; seconded by Alderman Feldmann.

Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented the Warrants and Vouchers. Alderman Patti made a motion to pay thevWarrants and Vouchers; seconded by Alderman Padilla. Questions were asked and answered respectively. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented the Commission Expenditures. Alderman Patti made a motion to pay the Commission Expenditures; seconded by Alderman Padilla. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Under New Business:

Mayor Sherwin presented Ordinance O-15-2018; An Ordinance Providing for the Submission to the Electors the Question of Whether the Office of City Treasurer Should be Abolished. This would go on the ballot this November. Alderman Patti made a motion to approve Ordinance O-15-2018; seconded by Alderman Padilla. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented a motion to approve a donation of $1,500.00 to U-Turn Covenant Church for their Back to School Hope Fest. Alderman Patti made a motion to approve the donation of $1,500.00; seconded by Alderman Gonzalez. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented a motion to approve ADA Compliant Railings for the Morse Drive Pedestrian Bridge. Alderman Padilla made a motion to approve the ADA Compliant Railings; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented Resolution R-10-2018; A Resolution Approving a Sales Tax Sharing Agreement with Aldi Inc. Alderman Patti made a motion to approve Resolution R-10-2018; seconded by Alderman Contreras. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin talked about a buyer who wants to purchase the City’s six lots on 46th Street; T-Mobile would like a $1,500/year lease for the cell tower; the Microsoft build-out is ongoing and they would like to extend the rental of our parking lot; and the requirement by the State of Illinois to pass an ordinance regarding small cell wireless facilities.

Mayor Sherwin tabled the discussion regarding ground lease and related agreements for the Wisdom Village II Senior Citizen Building. Alderman Straube made a motion to go into Executive Session at 6:42 p.m.; seconded by Alderman Patti.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.
