City of Berwyn City Council met June 12.

Here is the minutes as provided by the council:

1. The Regular Meeting of the Berwyn City Council was called to order by Mayor Lovero at 8:00 p.m. The following Aldermen responded present upon the call of the roll: Lennon, Ramirez, Reardon, Fejt, Santoy, Ruiz and Garcia. Absent: Avila. Garcia made a motion, seconded by Ruiz, to excuse Alderman Avila. Motion carried.


2. The Pledge of Allegiance was recited. A moment of silence was given for the family of: Donald Garrity, the safety of the men and women protecting us on the streets of Berwyn, for those who are in the Armed  Forces, and for all Veterans who have served.

3. The Open Forum portion of the meeting was announced. BDC President Andy Sotiropolous gave a presentation about the background and purpose of the Commercial & Micro Loan Programs available through the BDC and submitted a letter dated May 22, 2018 summarizing his remarks. Ald. Ramirez spoke thanking Berwyn residents on behalf of LGBT elected officials, and LGBT volunteers serving on boards, commissions, for helping to make Berwyn a diverse welcoming home for all. Ald. Ramirez offered Pride flags to people attending the meeting. Ald. Lennon announced Berwyn's 2nd Annual Pride Walk on June  23rd at 2pm starting from the James Joyce Tavern at Harlem and Windsor, with a program at Karasek  Park, and then to Lavergne’s Tavern on East and Windsor Avenues.

4. Minutes for the following meetings were submitted: Committee of the Whole of May 22, 2018 and Regular Berwyn City Council of May 22, 2018. Fejt made a motion, seconded by Lennon, to approve the minutes as submitted and place same on file for audit. The motion carried by a voice vote.

5. Mayor Lovero submitted a Proclamation declaring June, 2018 “Immigrant Heritage Month” in the support of cultural and ethnic diversity in the City of Berwyn. Thereafter, Fejt made a motion, seconded by Santoy, to adopt the proclamation as presented and authorize the corporate authorities to affix their signatures thereto. The motion carried by a voice vote.

6. Mayor Lovero submitted a Proclamation declaring June, 2018 as “LGBT Pride Month” in the support of cultural and ethnic diversity in the City of Berwyn. Thereafter, Lennon made a motion, seconded by Reardon, to adopt the proclamation as presented and authorize the corporate authorities to affix their signatures thereto. The motion carried by a voice vote.

7. City Clerk Margaret Paul submitted an ordinance entitled: An Ordinance Adopting the Prevailing Wage Standards for the City of Berwyn. Thereafter, Garcia made a motion, seconded by Lennon, to concur, adopt the ordinance as presented and authorize the corporate authorities to affix their signatures thereto. The motion carried by a unanimous roll call vote.

8. City Administrator Brian Pabst submitted a communication requesting to seek proposals for the Library Carpet Installation and Furniture Moving Services. Thereafter, Lennon made a motion a motion, seconded by Garcia, to concur, authorize Mr. Pabst to publish same, review the bids and bring back a recommendation to a future council meeting for approval. The motion carried by a voice vote.

9. City Administrator Brian Pabst submitted a communication regarding Repair of the Library Light Pole Bases with a request to award the bid to Grove Masonry Maintenance. Thereafter, Lennon made a motion, seconded by Fejt, to concur and approve for payment in the amount not to exceed $10,800.00. The motion carried by unanimous roll call vote.

10. Police Chief Michael Cimaglia submitted a communication requesting Council to waive the seal bid  process and approve the Purchase of three 2018 Ford Explorers and one 2018 Ford Transit-250 under the  Suburban Purchasing Cooperative sponsored by the Northwest Municipal Conference. Thereafter, Fejt  made a motion, seconded by Santoy, to concur, waive the sealed bid process, accept the proposal from  Currie Motors and approve for payment in the amount not to exceed $31,491.00 for each 2018 Ford  Explorer and $25,641.00 for the 2018 Ford Transit-250 for a total amount not to exceed $120,114.00. The  motion carried by a unanimous roll call vote.

11. Police Division Commander Thomas O’Halloran submitted a communication regarding Quicket Solutions Electronic Crash & Ticketing Software Program. The Mayor recognized Police Chief Cimaglia who explained the need for the software system and availability of a grant for new computers. Questions concerning the cost of the annual cost of the system ensued. Commander O’Halloran stepped forward to answer the questions regarding the costs to lease the software and 17 user licenses. Commander  O’Halloran explained the program would help track ticket entry and revenue. Thereafter, Fejt made a  motion, seconded by Lennon, to concur, waive the seal bid process, authorize the Police Department to  enter into agreement with Quicket Solutions, Inc and approve for payment in the amount not to exceed  $43,879.00 with the initial $27,075 due at contract signing. The motion carried by a unanimous roll call  vote.

12. Fire Chief Denis O’Halloran submitted a communication on behalf of the Firefighters’ Local 506, in conjunction with the Berwyn Fire Department, requesting the approval of their annual “Fill-the Boot” collection dates for Muscular Dystrophy Association (M.D.A.). Thereafter, Garcia made a motion, seconded by Santoy, to concur and grant permission. The motion carried by a voice vote.

13. Finance Director Rasheed Jones submitted a communication declaring eleven vehicles (individually identified in agenda item J-6) currently assigned to the Police Department as surplus property. Thereafter, Lennon made a motion, seconded by Santoy, to concur with the declaration. The motion carried by a voice vote.

14. Building Director Charles Lazzara submitted a communication requesting the demolition of 6433 W. 16th Street. Thereafter, Ruiz made a motion, seconded by Lennon, to concur and grant permission. The motion carried by a voice vote.

15. Public Works Director Robert Schiller submitted a communication regarding 2017 (program year) C.D.B.G. Sidewalk and 2018 Cost Shared Replacement Projects and requested to award the bid to M&J Asphalt Paving Company. Thereafter, Santoy made a motion, seconded by Lennon, to concur and approve for payment in the amount not to exceed $248,650.00. The motion carried by unanimous roll call vote.

16. Interim Library Director Tammy Sheedy submitted a communication requesting authorization to advertise and hire library staff to fill the vacancy of Library Assistant I Circulation Department (20 hours). Thereafter, Lennon made a motion, seconded by Ruiz, to concur and approve as submitted. The motion carried by a unanimous roll call vote.

17. City Attorney Anthony Bertuca submitted a communication regarding Authorizing the Execution of Guaranties of Line of Credit of the Berwyn Development Corporation and an attached ordinance entitled: An Ordinance Authorizing the Execution of Guaranties of Line of Credit of the Berwyn Development Corporation. Thereafter, Lennon made a motion, seconded by Ruiz, to concur and adopt the ordinance as presented and authorize the corporate authorities to affix their signatures thereto. The motion carried by a unanimous roll call vote.

18. City Attorney Anthony Bertuca submitted a communication regarding Rules and Regulations for the manufacture, use, possession and or sale of Fireworks and an attached ordinance entitled: An Ordinance Establishing Rules and Regulations for the Manufacture, Use, Possession and or Sale of Fireworks. Thereafter, Ramirez made a motion, seconded by Reardon, to concur and adopt the ordinance as presented and authorize the corporate authorities to affix their signatures thereto. The motion carried by a  unanimous roll call vote.

19. Ruiz made a motion, seconded by Santoy, to suspend the rules and bring forward consent agenda item K- 13. Item K-13 is a block party request for the 1800 block of Scoville. Thereafter, Ruiz made a motion,  seconded by Santoy, to concur and approve the block party as amended with the revised date of July 21st  with the rain date of July 28th. The motion carried by a voice vote.

20. Ramirez made a motion, seconded by Reardon, to suspend the rules and bring forward consent agenda  item K-6 Item K-6 is a request from Chicagoland International Christian Church to solicit funds. Thereafter, Ramirez made a motion, seconded by Reardon, to deny. The motion carried by a voice vote.

21. The consent agenda with items K-1 through K-5; K-7 through K-12 and K-14 through K-18 were submitted:

     1. Payroll: 5/30/2018 in the amount of $1,232,410.26

     2. Payables: 6/12/2018 in the amount of $2,387,769.30

     3. Handicap Parking Application #1200 – 1622 S. Grove – Deny

     4. Handicap Parking Application #1202 – 1834 S. Ridgeland – Deny

     5. St. Michael: Rummage Sale 6/16/2018 & 6/17/2018

     7. Christian Congregation of Jehovah’s Witness: Community Service July through September, 2018

     8. St. Mary of Celle: Summer Fest 8/4/2018 & 8/5/2018

     9. Dedicated to Youth Ministries: G.L.O.B.E. Music & Arts Festival 8/12/2018

     10. Block Party: 1200 block of Kenilworth 7/7/2018 RD 7/14/2018

     Thereafter, Santoy made a motion, seconded by Garcia, to concur and approve the Consent Agenda as amended by omnibus vote designation. The motion carried by a voice vote.

22. Fejt called a Building, Zoning and Planning Committee meeting for June 19th at 5:30 pm at City Hall.

23. There being no further business to come before the Council, Lennon made the motion, seconded by Ruiz,  to adjourn at the hour of 8:35 pm. The motion carried by a voice vote.
