Village of Westchester President and Board of Trustees met April 24.

4) New Business
4.A Review of Proposed Anti-Harassment, Anti-Discrimination Policy to be adopted by the Village board and implemented into the VIllage's Personnel Policy Manual.

Attorney Durkin advised that a policy is needed regarding sexual harassment and antidiscrimination and requests it be placed onto next weeks board meeting for a vote.
4.B Westchester Middle School Norfolk Parkway Parking Discussion.

Robert advised there were a number of discussions with the school district to use the front of the Westchester Middle School for parking by paving parkway.
The Schools will pay for this and will be deemed non-exclusive. Attorney Durkin will create a lease agreement if approved.
Trustee Calcagno questioned safety.
President Gattuso requested full plans of the construction.
Finance director for 92 1/2, Dennis Gress, spoke out to provide further information to detail his design and explain how it would be used. This will not be in front of the doors.
This request is for parents or visitors dropping off items to utilize the main entrance.
5) Old Business
5.A Discussion of a Resolution to Enter into an Intergovernmental Agreement with Hillside for Emergency Dispatch Services.
Russ Wajda from Hillside came to clarify some of the other issues. Hillside advised they are not a new center and showed a few of the members of the board their facilities.
Russ advised that the previous discussion of insurance is a non issue. He advised that the ETSB would be money in and money out. He also advised that their center has a large technical advantage and pointed out some of the items that they would be providing us.
Trustee Perry asked about future capital costs. Russ advised that they do not believe that their capital costs would come until 2023-2025. Their ETSB funds are utilized completely for their capital projects.
Trustee Perry asking about post-5 year costs. Russ advised he does not see them changing too much. Trustee Calcagno asked about future expansion plans for their 9-1-1 Center.
Attorney Durkin advised that both an agreement with Hillside and a full 5 town IGA would be required to be passed.
Trustee Perry requested Norcomm's answer to who is their backup with Don Nielsen advising it was Cicero.
Trustee Miller asked when does Hillside need their answer. Russ advised that they need to submit to approve.
President Gattuso asked to bring this forward to next meeting for a vote.
Trustee Celestino said we should bring this forward.
Trustee Yurkovich asked for us to bring in County to be able to review all options available.
Trustee Steker state that he is in the same position and doesn't believe we would be doing better and is not willing to make this commitment.
Trustee Miller would like to review all options.
Trustee Calcagno would like to look at all options.
President Gattuso advised David to contact County next week for a presentation of their services.

Mike Tilman from Norcomm spoke regarding a request to present at a future meeting and opened an invitation for board members to come to their center.
Trustee Steker asked what our contract is currently at. Month to Month or a term. Attorney Durkin advised it is month ot month
