Village of Broadview Board of Trustees met April 18.

Call to Order
The Special Board Meeting of Wednesday, April 18th, 2018 was called to order by Mayor Thompson at 7:36 p.m., in the Village Chambers at 2350 South 25th Avenue, Broadview, IL 60155.
Roll Call
Upon roll call by Kevin McGrier, Village Clerk, the following answered Present: Trustee(s), J. Abraham, J. Ealey, S. Jones, J. Tierney, V. Horne, S. Jones, J. Abraham, J. Brown-Marino, Mayor Thompson. Absent: None
There being a quorum the meeting was called to order.

Motion to Approve the Proposed Annual Village Budget for Fiscal Year 2018/2019
Motioned to approve by Trustee Jones and Seconded by Trustee Tierney
Discussion: Ealey – Questioned if we had determined where in the budget the sale of Edmark Press was
captured. Budget Officer Hood corrected the fact that elected officials salaries don’t change during their term
and Tierney’s salary should reflect 300/month. Other corrections were discussed and there was back and forth
between the Trustees and Hood. Jones – Requested that Hood go 1 by 1 for the record and read each correction
by page number into the record. Budget Officer Tom Hood Recommended that the
Board Pass the Budget as Presented After the Following Corrections that
Were Read into the Record are Made:
• Page #15 Acct. #5104 Decrease by $1200
• Page #11 Revenues Category, “Licenses, Permits and Fees” Decrease by $62,000
• Page #11 Revenues Category, “Charges for Services” Increase by $62,000
• Page #36 Revenues Category, Acct#4086 “Operating Transfers” Transfer $375,000 out
• Page #39 (17th Ave) Revenues Acct#4086 Transfer $375,000 in
• Page #39 (17th Ave) Expenditures #17-85-54-01 “Buildings” $375, 000 out
Brown Marino – Questioned the Professional services in the executive fund Al Ronan expenses are $48,000
and there is not enough in the fund to cover his expenses. Tim Hicks responds that it would be coming out of
contractual services. Brown Marino then apologized to Director Ames for misleading the audience that we
were being double charged for garbage and recycling on our water bills. In fact, she had incorrectly
interpreted an invoice that reflected two months instead of one month. Director Hicks gave further insight of
the document presented. Atty. Vasselli commented that our 2.5 hour presentation was the most detailed that
he’d ever seen in a municipality in all of his experience.
Budget Officer Tom Hood Discussed the Following Transfer of Funds that
Were Read into the Record are Made:
• Proceeds from debt issuance $272,425 from General fund to Debt Service Fund $281,76 from General
fund to CDBG Fund $135,623 from General fund to Capital Improvement Fund $272,425 from General
fund to IMRF Fund $228,082 for a total of $401,881 in Transfers
A motion was made to amend the original motion to correct the previously mentioned corrections and
transfers given by the Budget Officer by Trustee Jones and seconded by Trustee Horne
