Here is the minutes provided by the Board:

The Board of Trustees of the Town of Cicero met Tuesday, April 24, 2018 at 10:00 a.m., in the Town Hall Council Chambers, Town of Cicero.

On roll call there were present:

President: Dominick

Clerk: Punzo-Arias

Trustees: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso.

Thereupon, President Dominick declared a quorum present and the meeting duly convened and requested that all present in attendance stand and join in the Pledge of Allegiance to the Flag.

On motion of Trustee Banks seconded by Trustee Garcia, the minutes of the Regular Meeting held Tuesday, April 10, 2018 at 10:00 o'clock a.m., were approved, the reading being dispensed with, each member having received a copy.

On motion of Trustee Virruso seconded by Trustee Porod, the list of bills itemized in Warrant #8, dated April 19, 2018, in the total amount of $3,038,721.94, the list of manual checks dated April 4 thru April 19, in the total amount of $0.00, and the list of online payments dated April 5 thru April 18, in the total amount of $360.80, were accepted, placed on file and approved for payment; action taken by the following vote:

Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso.

On motion of Trustee Garcia seconded by Trustee Cava, payroll (Estimated Corporate $1,420,234.57 & Library $29,034.66) was approved for the active employees listed on the printout dated 04-18-18; action taken by the following vote:

By Trustee Garcia:

Resolved, that the list of medical claims listed on the printout for the month of March/2018, prepared by Blue Cross & Blue Shield of Illinois, in the total amount of $1,734,446.59, be accepted, placed on file and approved for payment.

Which was on motion of Trustee Garcia seconded by Trustee Virruso, approved by the following vote:

By Trustee Porod:

Resolved, that the life and accidental death & dismemberment insurance premium for the month of May/2018, prepared by Dearborn National, in the total amount of $5,468.52, be accepted, placed on file and approved for payment.

Permits:

On motion of Trustee Banks seconded by Trustee Porod, permission was granted the Boys' Club of Cicero to host "A Night at the Club" fundraiser on Tuesday, April 24th from 6:00 PM to 9:00 PM for their facility.

On motion of Trustee Banks seconded by Trustee Porod, permission was granted Good Shepherd Church of God Church to conduct its annual "Back-to-School Fun Fare" on Saturday, July 14th from 12:01 PM to 3:00 PM in the church parking lot. The Fire Department will provide a Fire Truck for the event. Permission was also granted to host (3) car washes / rummage sales on June 30th, July 7th & 21st, from 9:00 AM to 5:00 PM in the church parking lot.

On motion of Trustee Banks seconded by Trustee Garcia, permission was granted Town Hall Bowl to host a Car Show, which includes food, alcoholic & non-alcoholic beverage sales in their parking lot located at 5025 W. 25th Street on Sunday, May 6th from 10:00 AM to 4:00 PM. Permission includes the use of Town owned property located at 5021 W. 25th Street which is contingent upon providing a copy of insurance naming the Town of Cicero as additional insured.

On motion of Trustee Banks seconded by Trustee Cava, permission was granted Sams' Club to conduct a Membership Benefits Drive at the Town of Cicero Municipal Complex on July 19th, August 16th and September 19th during office hours as agreed upon with the Cicero Human Resources Department.

On motion of Trustee Virruso seconded by Trustee Porod, the Ordinance authorizing and approving the disposal of obsolete personal property for the Town (Obsolete computer/electronic/office equipment and miscellaneous chattels as listed under Exhibit A) was accepted, placed on file and approved for passage by the following vote:

Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso.

On motion of Trustee Porod seconded by Trustee Banks, the Ordinance vacating portions of a certain alleys (as listed in Exhibit "A") and authorizing the Town President to enter into a certain vacation agreement with Board of Education of Cicero School District 99, was accepted, placed on file and approved for passage by the following vote:

Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso.

On motion of Trustee Garcia seconded by Trustee Porod, the Ordinance authorizing and approving an intergovernmental agreement between the Board of Education of Cicero School District 99 and the Cicero Police Department regarding reciprocal reporting (Allows for the ability to request, transfer and disseminate information as it relates to criminal activity), was accepted, placed on file and approved for passage by the following vote:

Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso.

Nays: None.

On motion of Trustee Virruso seconded by Trustee Banks, the Resolution extending the terms of certain appointed officers, employees and officials for the Town until 11:59 PM on May 31, 2018, was accepted, placed on file and approved for adoption by the following vote:

On motion of Trustee Garcia seconded by Trustee Porod, the Resolution authorizing and approving an agreement with Current Technologies Inc. to provide services to the Town (Awarding the RFP Security Cameras Goods and Services Contract as listed in Exhibit "A"), was accepted, placed on file and approved for adoption by the following vote:

New Business:

A Public Bid Opening was held on 04/12/2018 for the 2018 Street Rehabilitation - GO Bond Funds. The following bids were received and reviewed by the Town Engineer:

On motion of Trustee Virruso seconded by Trustee Porod, the Board concurred with the recommendation of Town Engineer, Tim Geary to award Lindahl Brothers Inc., the contract for the 2018 Street Rehabilitation - GO Bond Funds in the amount of $2,790,409.45; action taken by the following vote:

Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso.

Nays: None.

A Public Bid Opening was held on 04/12/2018 for the Town of Cicero Health Department Office Renovations. The following bids were received and reviewed by the Town Engineer and Town Construction Manager K.R. Miller Contractors Inc.:

On motion of Trustee Banks seconded by Trustee Cava, the Board concurred with the recommendation of Town Engineer, Tim Geary and Town Construction Manager K.R. Miller Contractors Inc. to award Reef, LLC the contract for the Town of Cicero Health Department Office Renovations in the amount of $64,750.00; action taken by the following vote:

Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso.

Nays: None.

President Dominick opened the meeting to the public for their comments.

Business owner Chris Bauman of the Olympic Theater addressed the Board with concerns of his Zoning Board of Appeals ruling.

District 99 Superintendent Rudy Hernandez along with students from Cicero East & West wished President Dominick a Happy Birthday.

Ms. Blanca Vargas, newly elected Democratic Committeemen wanted to personally thank and congratulate all the officers for their great recognitions and for their outstanding service to the town residents.

On motion of Trustee Virruso seconded by Trustee Garcia, the board adjourned at 10:53 a.m. to meet in Executive Session.

On motion of Trustee Virruso seconded by Trustee Reitz, the board reconvened at 11:36 a.m. to Open Session.

On motion of Trustee Reitz seconded by Trustee Garcia, the minutes of the Executive Session held Tuesday, April 10, 2018, were accepted and approved.

Executive Session Agenda Item #11-A was for informational purposes only.

No discussion was held relative Executive Session Agenda Item #11-B.

On motion of Trustee Virruso seconded by Trustee Banks, the board then stood adjourned at 11:37 a.m. to meet on Tuesday, May 8, 2018 at 10:00 a.m., in the Town Hall, Town of Cicero.
