Village of Franklin Park President and Board of Trustees met March 19.

Here is the minutes provided by the Board:

I. Pledge Of Allegiance

II. Call To Order: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:00 p.m.

III. Roll Call; Establishment Of Quorum

Village Clerk Irene Avitia called the roll:

Present: Trustees Mr. Caporusso, Mr. Johnson, Ms. McLean, Mr. Ruhl, and Mr. Ybarra. Absent: Ms. Special. The Village Clerk declared a quorum was present.

Legal Representation Present: Joe Montana, Village Attorney

Staff Members Present: Lisa Anthony (Health and Human Resources Director), David Gonzalez (Comptroller), Joe Lauro (Utilities Commissioner), Dave Talbott (Engineer Consultant for Smith LaSalle), Battalion Chief Luke Palermo (Fire Department), Director of Police Mike Witz (Police Department)

IV. Swearing In Of Steve Rutz As Fire Department Lieutenant

Tommy Thomson, Franklin Park firefighter, administered the oath and swore in Steve Rutz as Fire Department Lieutenant

V. Public Comments (Limit to 2 minutes per speaker, Ordinance 1415-G-43)

1. Mike – Spoke about A-frame signage for his business that opened eight months ago. He was told A-frame signs were not allowed

2. Marie – Spoke about wanting to renew the liquor license for her business and obtaining a gaming license

VI. Committee Reports

A. Finance And Special Events Committee (Mr. Johnson, Chair)

1. Mr. Johnson Stated David Gonzalez Will Give A Report On Finances

B. Water And Sewer/Fleet Maintenance Committee (Mr. Caporusso Chair)

1. Mr. Caporusso Stated Since The Last Board Meeting There Were Eight Water Main Breaks, One Service Lateral Break, And Two Fire Hydrants Repaired

2. Mr. Caporusso Reported The Water Division Completed 317 Service Calls

3. Mr. Caporusso Stated The Sewer Division Cleaned Out And Inspected 31 Storm Drains And 14 Sanitary Drains

4. Mr. Caporusso Reported M.E. Simpson Continued Leak Detection In The Middle Of Town. They Have Found 16 Leaks So Far And Village Staff Have Dug Up And Repaired 11

5. Mr. Caporusso Reported The Storage Tank Located At 3501

County Line Road Has Been Repaired And Is Back Up And Running

C. Police And Fire Committee (Mr. Ruhl, Chair)

1. Mr. Ruhl Reported Agenda Item #20 Is A Request For The Police Department To Purchase Two New Police Vehicles

2. Mr. Ruhl Announced After 31 Years Of Service, Deputy Chief Phil Ruch Will Be Officially Retiring From The Police Department On March 31

3. Mr. Ruhl Stated The Police Department Will Be Assigning An Officer To The Department Of Homeland Security

D. Streets, Alleys And Fleet Maintenance (Mr. Ybarra, Chair)

1. Mr. Ybarra Stated Agenda Item #16 Is For The Engineering Services Of Smith Lasalle. The Work Is From Acorn Lane To The Mannheim Road Bridge. The Phase 1 Engineering Started January 22, 2018 And Should Be Completed By May 1, 2019 With Project Close-Outs With I.D.O.T. And Cook County Around June 30, 2019

2. Mr. Ybarra Reported 51.50 Tons Of Cold Patch Has Been Applied To Pot Holes Throughout Town

E. Property, Planning, Zoning, And Building Committee (Ms. Special, Chair)

1. In The Absence Of Ms. Special, Mr. Johnson Reported The Building Department Had 23 Contractors Apply For Licenses, Since March 5. There Were Also 50 Building Permits, 8 Electrical Permits, And 2 Sign Permits Were Applied For, 13 Property Closings, 8 New Businesses Applied For Occupancy, 1 Occupancy Certificate Was Approved And A New Business Opened At 10035 Grand Avenue

F. Human Resources, Sustainable Practices And Senior Services Committee (Ms. Mclean, Chair)

1. Ms. Mclean Stated There Is An Agenda Item For Summer Help And An Agenda Item For The Disabled Resident Grass- Cutting Program

2. Ms. Mclean Reported On The Blood Drive Held On March 9, 19 Donors Came Out

3. Ms. Mclean Spoke About Her Volunteer Trip To Central America And She Saw The Prime Minister Of The Country

VII. Additional Comments From The Staff

1. Dave Talbott spoke about agenda item #8 regarding increasing the water and sewer rates for the Village. The basis for this is based on audited reports. There are several factors that have affected the rates. One of the reasons has to do with conservation and a reduction in sales from large industrial customers. The Village is applying for two loans through the IEPA revolving loan funds. The comptroller has to certify that the Village has income coming in until these loans are paid. This is why the Village needs to increase the rate

2. David Gonzalez spoke about why the Village is getting loans through the IEPA revolving loan funds and not the debt certificates. The Village would save $2.4 million over the life of the revolving loan funds
