Village of Hillside President and Board of Trustees met February 26.

Here is the minutes provided by the Board:

The meeting was called to order at 7:30 p.m. by Mayor Joseph T. Tamburino. Board members and those present recited the pledge of Allegiance to the Flag. The following members responded as present at roll call:

Also present were : Russell Wajda, Village Administrator; John T. Flood, Treasurer, Assistant Administrator; Joseph Lukaszek, Police Chief; Jeffrey Pilz, Fire Chief; Joseph Pisano, Public Works Director; David Peters, Hanson Engineering; Anthony Faragia, EMA Director; George Gourley, resident; William O'Connor, resident; Roger Romanelli, resident

Town Hall Meeting:

Mayor Tamburino opened the Town Hall section of the meeting.

Resident Roger Romanelli, 4406 Madison, is happy that the Village is having the meeting regarding the railroad crossings Quiet Zones. He gave some points from a letter that he has drafted and is submitting tonight that has some information regarding the railroad crossings that might be different from what the village already has.

As there were no further comments from the floor, Mayor Tamburino entertained a motion to close the Town Hall Meeting.

So moved by Trustee Kramer, seconded by Trustee Delgado. All voting aye, motion carried.

Approval Of Minutes :

Mayor Tamburino entertained a motion that there being no additions or corrections to the minutes for Regular Meeting of January 22, 2018, the minutes be accepted and approved.

So moved by Trustee Watson, seconded by Trustee Delgado. All voting aye, motion carried.

Village Clerk:

Clerk Gould reported Early Voting is March 5 to March 19, 2018. Nearest polling places to Hillside are the villages of Bellwood, 3200 Washington; or Melrose Park, 1000 N. 25th Avenue.

Clerk Gould presented the consent Agenda.

All items on the consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Board member so requests, in which event, the item will be removed from the Consent Agenda and considered a part of the Board Member's Committee business.

Illinois Department of Revenue: Sales tax returns for month of December, 2017, in the amount of $383,798.37. Amount received for December, 2016, in the amount of $385,918.09.

Illinois Department of Transportation : Motor Fuel Tax allotment for the month of January, 2018, in the amount of $18,453.31.

Approval of gross payroll for periods January 20, through February 2, 2018, in the amount of $279,420.83; and February 3 through February 16, 2018, in the amount of $342,273.46.

Payment of bills for the month of February, 2018, in the amount of $948,118.36.

Com Ed: Utility tax for the month of November, 2017, in the amount of $29,210.49.

NiCor Gas: Utility Tax for the month of December, 2017, in the amount of $15,424.35.

Excise Tax for the month of December, 2017, in the amount of $23,473.15.

Motion made by Trustee Kramer, seconded by Trustee Delgado, to accept and approve Consent Agenda.

Public Works and Building Services Director: (Joseph Pisano)

Director Pisano reported items on agenda for approval tonight are the contracts for Street Sweeping and Regional Disposal Project.

Village Engineer's Report:

Engineer Peters reported NOI (Notice of Intent) has been filed with the FRA (Federal Railroad Administration). This is currently under review and we hope for a quick response within the next few months. Engineer Peters also reported the Reconstruction Project is set to advertise in March. He also said work is being done on the grant applications and Butterfield Road right of way acquisitions.

Village Administrator's Report:

Administrator Wajda reported the CGOA Award of Certificate of Achievement for Excellence in Financial Reporting has been given to the village of Hillside and Treasurer John Flood for the fiscal year ending April 30, 2017.

Committee Reports:

Finance and Administration Committee: (Trustee Kramer)

Motion made by Trustee Kramer, seconded by Trustee wat approve contract with Crowe Horwath, 225 W. Wacker, Suite 2600, Chicago, IL 60606, for three years, 2018-2020, and authorizing Village Administrator to sign and execute same.

Roll call vote resulted as follows:

Ayes: Trustees Lomeli, Delgado, Kramer, Farries, Watson Nays: None

Absent: Trustee Andersen

Public Services Committee: (Trustee Andersen)

Motion made by Trustee Lomeli, seconded by Trustee Kramer, to approve extending the existing Waste Management Contract to continue to be the waste services provider through April 30, 2023.

Ayes: Trustees Lomeli, Delgado, Kramer, Farries, Watson

Nays: None

Motion made by Trustee Lomeli, seconded by Trustee Kramer, to approve moving and replacement housing expenses as part of the land acquisition process for the Butterfield Road Reconstruction Project for the following properties:

a. Lolita Gillespie, 4401 Butterfield Road, Bellwood, $10,786

b. Tristan Payton, 4401 Butterfield Road, Bellwood, $10,000

c. David Lipka (Art's Tavern), 4510 Butterfield Road, Hillside, $13,408.50

d. Yesina Rodrigues, 4548 Butterfield Road, Hillside, $39,850.00

Motion made by Trustee Lomeli, seconded by Trustee Delgado, to approve the contract to purchase 4548 Butterfield Road, in the amount of $195,000, and authorizing Village Administrator to sign and execute same.

Motion made by Trustee Lomeli, seconded by Trustee Kramer, to approve Bid Proposal from Waste Management to provide Street Sweeping Services for 2018-2019 in the amount of $54,080.00 per year with an optional 3rd year in 2020 in the amount of $67,080.00. The contract amount for the three years of service is $11,115.00 below the next lowest bid.

Public Safety and Education Committee : (Trustee Watson)

Motion made by Trustee Watson, seconded by Trustee Delgado, to authorize the Village Administrator to contact the Fire and Police Commission to promote a Captain from the existing promotional list. The vacancy was created by the retirement of Captain Joe Pellicori.

Motion made by Trustee Watson, seconded by Trustee Farries, to authorize the Village Administrator to contact the Fire and Police Commission to promote a Lieutenant from the existing promotional list. The vacancy will be created by the promotion of a Lieutenant to Captain.

Motion made by Trustee Watson, seconded by Trustee Farries, to authorize the Village Administrator to contact the Fire and Police Commission to hire a Firefighter/ Paramedic from the existing hiring list.

Motion made by Trustee Watson, seconded by Trustee Delgado, to approve the ordering of three 2018 Chevy police Tahoe's from Myles Chevy, 150 W. Pershing Road, Decatur, IL 62526, at a cost of $110, 940.00. The deadline date to order through the State Purchase Program is April 6, 2018.

Trustee Watson reported Thank you note received from Mary Ann Luther of Bensenville, thanking Hillside Police Office Kyle Smith for his kindness and patience shown her during her involvement in a car accident on February 14, 2018.

Trustee Watson also reported the next Community Awareness Meeting is Wednesday, February 28, 2018 at 7:00 p.m. in the Board Room.

Trustee Farries reported the Hillside Youth Commission sponsored Family Bowling on Saturday, February 24, 2018 from 12:00 to 2:00 p.m. at the Hillside Bowl, 4545 Harrison Street, was well attended.

Motion made by Trustee Farries, seconded by Trustee Kramer to approve payment to Robinn Lange, 2251 N. Rampart Blvd., #189, Las Vegas, NV 89128, for $58,835.00 for the summer concerts. Concerts include American English, 16 Candles, New Colony 6, Chicago 6 and The Buckinghams,

Village President :

Mayor Tamburino reminded the village of Hillside will hold a Town Hall Meeting to discuss Railroad Quiet zones on Saturday, March 3, 2018 at 10:00 a.m. at Hillside School District 93 gymnasium, 4804 W. Harrison Street, Hillside.

Announcements:

Next Board-of-a-Whole Meeting to be held at 7:30 P.M. on Monday, March 12, 2018, in the Board Room of the Municipal Complex, 425 Hillside Avenue, Hillside, IL, 60162.

As there was no further business before the Board, Mayor Tamburino entertained a motion to adjourn.

So moved by Trustee Kramer, seconded by Trustee Watson. All voting aye, motion carried.
