B. Consent Agenda

All items on the Consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Board member so requests, in which event, the item will be removed from the consent Agenda and considered a part of the Board Member's committee business.

1. Illinois Department of Revenue: Sales tax returns for month of January, 2018, in the amount of $434,460.48. Amount received for January, 2017, in the amount of $429,712.34.

2. Illinois Department of Transportation: Motor Fuel Tax allotment for the month of February, 2018, in the amount of $15,987.16.

3. Approval of gross payroll for periods February 17, through March 2, 2018, in the amount of $274, 295.84; and March 3 through March 16, 2018, in the amount of $274,979.44.

4. Payment of bills for the month of March, 2018, in the amount of $692,557.78.

5. Com Ed: Utility tax for the month of December, 2017, in the amount of $32,752.15.

6. Nicor Gas: Utility Tax for the month of January, 2018, in the amount of $19,984.43.

7. Excise Tax for the month of January, 2018, in the amount of $24,003.57.

A. Finance and Administration Committee:(Trustee Kramer)

Motion to approve Retention Agreement between the Village of Hillside and Edelson PC, 350 North LaSalle Street, 14th Floor, Chicago, IL 60654 relating to the ongoing Opioid epidemic, and authorizing Village Administrator to sign and execute same.

B. Public Services Committee:(Trustee Andersen)

1. Motion to approve moving and replacement housing expenses as part of the land acquisition process for the Butterfield Road Reconstruction Project for Rodney Gipson/Dreamworks Realty, 4403 Butterfield Road, Hillside, for $23,337.50.

2. Motion to approve payment to Brothers Asphalt Paving Inc., 315 S. Stewart Avenue, Addison, IL 60101, in the amount of $156,927.52, for the 2017 Resurfacing Program Project. Payment is contingent upon receipt of the necessary waiver of liens.

3. Motion to approve contract in the amount of $13,200.00 with American Mobile Staging Inc., 1841 Mitchell Blvd. Schaumburg, IL 60193, to provide 24' X 24' mobile stage for Summer Night Concerts for 2018, and authorizing Village Administrator to sign and execute same.

4. Motion to approve proposal from Continental Construction Company, 815 Commerce Drive, Suite 100, Oak Brook, IL 60523, to replace the fuse panel and Switchboard and wiring in the trustee conference I to the board room, at a cost not to exceed $21,246.00, and authorize Village Administrator to sign and execute same.

5. Motion to approve Resolution 18-02, requesting CDBG Capital Improvement funding for the Hillside Municipal Complex, and authorizing the Mayor and clerk to sign and execute same.

c. Public Safety and Education Committee: (Trustee Watson)

1. Motion to approve agreement with Fulton Siren Services, 160 N. Garden Avenue, Roselle, IL 60172, for 2018 Outdoor Warning Siren System Annual Maintenance Contract for $688.84 and $920.40 for battery replacement, for a total cost of $1,609.24, and authorizing Village Administrator to sign and execute same. There is no increase to the annual base contract.

2. Motion to approve Fire Chief Pilz to attend the 21st Annual Fire Service Legislative Day in Springfield, April 11, 2018, for two nights, at a cost of $370.48.

3. Motion to approve the South West Cook County Consolidated Dispatch Intergovernmental Agreement and authorizing the Village Administrator to sign and execute same.

4. Letter received from Hillside resident, Sandra FlemingBarge, stating she was glad to see Hillside Police Department represented at the funeral for fallen Bellwood Police Sgt. James Davis, Sr. and his wife Diva. She moved to Hillside in 1993, and commends the Hillside Police Department for their protection and service.

5. Community Awareness Meeting is Wednesday, March 28, 2018 at 7:00 p.m. in the Board Room.

D. Zoning Committee: (Trustee Lomeli)

Motion to approve a Lease Ratification between the Village of Hillside and BRE DDR BR Hillside, LLC, covering the ground lease for the Hillside Town Center sign, and authorizing Village Administrator to sign and execute same.

E. Technology Committee:

(Trustee Delgado)

1. Motion to approve proposal from Xtivity Solutions, LLC, 655 W. Grand Avenue, Suite 300, Elmhurst, IL 60126, for upgrades to our network links, camera replacements and upgrades, at a cost of $81,450.00.

2. Motion to approve annual service contract (May 15, 2018 to May 14, 2019) with Vertiv, 875 Busch Parkway, Buffalo Grove, IL 60089, in the amount of $11, 810.00, for UPS System, and authorizing Village Administrator to sign and execute same. The maintenance contract is an increase of $560.08 from last year.

F. Community Services Committee: (Trustee Farries)

1. Reminder: Hillside Youth Commission's annual Easter egg hunt and donuts with the Easter Bunny will be held Saturday, March 31st at 9:30 a.m. at the Hillside Commons.

A. Finance and Administration Committee: (Trustee Kramer)

1. Motion to approve Ordinance 18-04 Authorizing the Sale of Personal Property owned by the village of Hillside.

13. Village President :

A. Entertain a motion to approve Ordinance 18-03, amending Article II, Alcoholic Beverages, decreasing B-2 license by 1, from 5 to 4, retail sale of wine, beer and ale in Im only, in connection with retail sale of foods or groceries and not for consumption on premises where sold. This removes NeJoes B-2 license. And increasing A-1 license by 1, from 8 to 9, retail sale of alcoholic liquor for consumption on premises with one bar that directly serves the public, and authorizing Mayor and Clerk to sign and execute same. This is to add Big A's, 532 N. Mannheim Road.
