Public Testimony

Authorization as a public speaker shall only be granted to those individuals who have submitted in writing, their name, address, subject matter, and organization (if any) to the Secretary 24 hours in advance of the meeting. Duly authorized public speakers shall be called upon to deliver testimony at a time specified in the meeting agenda. Authorized public speakers who are not present during the specified time for public testimony will forfeit their allotted time to speak at the meeting. Public testimony must be germane to a specific item(s) on the meeting agenda, and the testimony must not exceed three minutes; the Secretary will keep track of the time and advise when the time for public testimony has expired. Report Title: Walking Green: Developing an Evidence-base for Nature Prescriptions in the Forest Preserve District of Cook County

Report Period: July 2015 - January 2018

Summary: Dr. Teresa Horton, Department of Anthropology at Northwestern University, was the principal investigator for the study “Walking Green: Developing an Evidence-base for Nature Prescriptions.” The study was partially funded by the Forest Preserve District of Cook County (the “Forest Preserves”) and compares the health effects of walking in the Forest Preserves property as compared to walking on a suburban sidewalk.

The purpose of the study was to gather data essential for the development of nature prescriptions, which can be recommended by doctors to patients to encourage them to get outdoors, connect to nature, enjoy, and support the Forest Preserves. The study demonstrates that the benefits of exercising in nature exceed those of an equivalent amount of exercise in other conditions, such as walking on a suburban sidewalk.

The study also shows that there are significant mental health benefits including improved mood, reduced anxiety, and reductions in perceived stress that can be gained from taking a 50-minute walk on a Forest Preserve trail.

This study advances the Forest Preserves’ Next Century Conservation Plan’s priority to provide programs that emphasize health benefits and inspire the people of and visitors to Cook County to seek out the Forest Preserves for discovery, renewal, and fun.

Summary: The Forest Preserves would like to exercise the first of two (2) one-year extension options to allow Bike and Roll Inc. to continue providing bicycle rental services at various Forest Preserves locations on a seasonal basis. For the first three (3) years of the program, rentals were offered through kiosks at five (5) locations on the North Branch Trail, as well as at the Dan Ryan Woods.

During this extension period, Bike and Roll Inc. will expand bicycle rental services to fifty (50) Forest Preserve locations, and the number of bikes available for rental will expand from fifty (50) to five hundred (500). If there is consumer demand, the Forest Preserves and vendor may agree on additional locations and an increased number of bikes available for rental. Additionally, the program will transition from a physical docking station model to a dockless model that allows bicycles to be parked within a defined space in Forest Preserves parking lots. The final amendment is subject to legal review and approval.

Summary: The original IGA executed by the parties in December of 2016 provided for transfer of ownership of a pedestrian bridge over the Little Calumet River to the Forest Preserves after construction. The north and west terminus of the bridge will be constructed on and over property owned by the Metropolitan Water Reclamation District of Greater Chicago (“MWRD”) and such property is the subject of an existing lease between MWRD and Blue Island. The Forest Preserves requests the authority to amend the IGA to provide for shared ownership of the bridge by Blue Island and the Forest Preserves in recognition of the existing lease of property by Blue Island. The Forest Preserves would retain responsibility for maintenance of the bridge as provided in the original IGA. The final amendment is subject to legal review and approval.

Reason: The Forest Preserves issued a Request for Proposals to provide food, beverage and retail sales at Cummings Square in River Forest. Tropical Sno was the sole bidder. This three (3) year agreement with one (1) optional two-year extension will provide Tropical Sno with the ability to sell shaved ice and other minor retail concessions at the Forest Preserves’ Cummings Square concession facility on a seasonal basis (May through October). Tropical Sno has agreed to pay the Forest Preserves $2,350.00 in year one. This fee increases by $50.00 per year thereafter. Tropical Sno will additionally provide a percentage of sales indicated below. The Forest Preserves expects to receive $8,000.00 during the initial term of this agreement. The two-year extension option may be exercised at the discretion of the General Superintendent or a designee. Tropical Sno was the vendor at this location during a successful pilot program during the summer of 2017. Percentage of sales: Year 1: 0% Year 2: 1% Year 3: 2%

Summary: The proposed Intergovernmental Agreement would grant the Village of La Grange Park (“La Grange”) limited access to the Forest Preserves’ property for the purpose of establishing and maintaining a vegetative buffer between the Forest Preserves and residential homes at the southern edge of La Grange Park Woods between Brainard Avenue and Spring Avenue. The proposed buffer would be a maximum of five (5) feet in width, and will be maintained at no cost to the Forest Preserves. La Grange will be responsible for mowing the area adjacent to homeowner property annually, following the Forest Preserves’ approval of an annual vegetation maintenance plan.

This maintenance will mitigate growth of invasive species and new trees close to homes, where in some instances there is less than a five (5) foot side yard setback.

Proposed License Amendment Request

Request: Requesting authorization for the Forest Preserve District of Cook County (the “Forest Preserves”), as Licensor to renew a License to the Metropolitan Water Reclamation District of Greater Chicago (“MWRD”), Grantee, to locate, operate and maintain a temporary pump station and above grade pipes on Forest Preserves land in Miller Meadow along First Avenue to bypass the existing Salt Creek intercepting sewer (the “Facilities”). The Forest Preserves granted License 1722-2 to MWRD for the Facilities for a two (2) year term which expired on 3/1/2018. Due to weather conditions MWRD requests a one-year extension to complete the work and restoration of the impacted areas. The total one-time upfront License Fee of $6,829.97 for a one-year term is waived according to the Memorandum of Understanding approved on 5/11/2017 between the Forest Preserves and MWRD to cooperate in the mutual waiver of permit, license, and other fees for beneficial public works projects.

Goods or Services: The Forest Preserve District of Cook County (the “Forest Preserves”) operates and maintains the Paul Douglas Bicycle Trail in Northwestern Cook County. The project will connect residents and businesses south of Central Road and the I-90 Tollway with the Paul Douglas Trail with a new trail connection and bridge over Central Road adjacent to Roselle Road. A trail spur will extend from the north side of Central Road onto Forest Preserve land to connect to the Paul Douglas bicycle trail.

Schaumburg will be responsible for design and construction and future maintenance costs associated with the project. There is no cost to the Forest Preserves.

Summary: The contract #74000002862 issued under specification #17-80-31 includes professional services for Phase 1 Engineering Services to identify and complete preliminary design of an acceptable solution over, under or across the Union Pacific Railroad for Forest Preserves’ Des Plaines River Trail north of Golf Road. The railroad tracks create a significant interruption for trail users preventing continuous use of the trail system and access to Forest Preserve holdings. The scope will include a crossing at the existing location, as well as identifying alternative locations for the crossing.

The Forest Preserves received thirteen (13) proposals for the project. TERRA Engineering, Ltd. was determined to have submitted the most responsive and responsible proposal, particularly related to their relevant experience, project understanding, technical approach, innovative concepts, effective utilization of subcontractors and capacity to do the work.

The Forest Preserves has been awarded a grant from the Cook County Department of Transportation and Highways through the Invest in Cook program in the amount of $100,000.00 for engineering services. The Invest in Cook program helps cover the cost of planning and feasibility studies, engineering right-of-way acquisition, and construction associated with transportation improvements sponsored by local and regional governments and private partners. To leverage $100,000.00 of Invest in Cook grant funds the Forest Preserves has proposed to commit $50,000.00 in matching funds for engineering services for the project.

A full list of events is featured in a re-designed seasonal brochure. The spring 2018 edition is a more comprehensive guide to the Forest Preserves compared to the previous brochures which primarily featured activities and events. The updated guide now offers nature interpretation, season features and other educational information about conservation and more.

For the first time, the seasonal guide offers advertising opportunities as a way to expand audiences and generate revenues to offset printing and production costs. In addition to ad revenues generated in the guide, the partnership with Performance Media, the vendor and a woman-owned business, also provides complimentary advertising benefits to the Forest Preserves in various other publications. This season, the Forest Preserves was featured in two Lyric Opera Guides, the Harris Theater Guide and the Chicago Wedding & Party Resource Guide; exceeding $12,000 worth of complimentary advertising.
