Village of Stickney Board of Trustees met January 2.

Here is the minutes provided by the Board:

The Board of Trustees of the Village of Stickney met in regular session on Tuesday, January 2, 2018, at 7:07 p.m. in the Stickney Village Hall, 6533 W. Pershing Road, Stickney, Illinois.

Upon the roll call, the following Trustees were present:

Trustees Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White

Trustee Milenkovic moved, duly seconded by Trustee Savopoulos to approve the minutes of the previous Regular Session held on December 19, 2017.

Upon the roll call, the following Trustees voted:

Ayes: Trustees Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White

Nays: None

Mayor Walik declared the motion carried.

Trustee White moved, duly seconded by Trustee Hrejsa that the bills, approved by the various committees of the Board, be approved for payment, and to approve warrants which authorize the Village Treasurer to draw checks to pay the bills, to be signed by the authorized signers, as provided for by the Ordinances of the Village of Stickney.

Upon the roll call, the following Trustees voted:

Ayes: Trustees Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White

Nays: None

Mayor Walik declared the motion carried.

Prior to the vote, Treasurer Paul Nosek provided a summary indicating the source of funds used to pay the bills and the totals to be approved.

Corporate Fund: $119,633.49

Motor Fuel Tax Fund: $20,000.00

Badge: $0 Water Fund: $7,539.26

Police Pension Fund: $0

911 Account: $0

1505 Account: $0

Family Day: $0

Police Revenue Sharing $0

Capital Projects Fund: $28,525.50

Bond & Interest Fund: $0

Subtotal: $175,698.25

General Fund Payroll: $119,122.17

Water Fund Payroll: $9,687.52

Subtotal: $128,809.69

Total to be approved by Village Trustees: $304,507.94

At this time Mayor Walik asked Mark Kozelka to step forward to take the oath to receive the rank of Corporal of Police. Next, Mayor Walik asked Kevin McGuire to approach to take the oath to receive the rank of Sergeant of Police.

Trustee Savopoulos, duly seconded by Trustee Torres to Pass and Approve Ordinance 2018-01, “An Ordinance Amending Chapter 2, Sections 2-51, 2-76 and 2-180 and Amending Chapter 6, Section 6-2 of the Village of Stickney Regarding Salaries for Elected Officials.”

Upon the roll call, the following Trustees voted:

Ayes: Trustees Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White

Nays: None

Mayor Walik declared the motion carried.

Trustee Milenkovic moved, duly seconded by Trustee White to Pass and Approve Ordinance 2018-02, “An Ordinance Amending Chapter 46, Section 46-40 of the Municipal Code for the Village of Stickney Regarding Special Police”

Upon the roll call, the following Trustees voted:

Ayes: Trustees Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White

Nays: None

Mayor Walik declared the motion carried.

Mayor Walik explained after the vote that we updated the ordinance concerning Special Police. The Police Chief interjected that we were trying to get them into the academy in January. The Mayor explained that the academies are all full. If we get our next officer or two to spend 30 days with us to learn our streets, alleys and paperwork before they go to the academy it will give them a jump on what they have to learn.

Trustee Kapolnek moved, duly seconded by Trustee Hrejsa to Pass and Approve Ordinance 2018-03, “An Ordinance Amending Chapter 14, Section 14-141 of the Municipal Code for the Village of Stickney Regarding Vehicle Immobilization, Towing and Impounding”

Upon the roll call, the following Trustees voted:

Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White

Nays: None

Mayor Walik declared the motion carried.

Prior to the vote, the Mayor explained that this is updating our municipal code. He called it housekeeping.

Trustee White moved, duly seconded by Trustee Savopoulos to approve Resolution 01-2018, “A Resolution Authorizing and Approving the Final Payment #3 of an Invoice for repair of Certain Sections of East Avenue by Crowley Sheppard Asphalt of the Sum of $20,000.00”

Upon the roll call, the following Trustees voted:

Ayes: Trustees Kapolnek, Milenkovic, Savopoulos, Torres and White

Nays: None

Mayor Walik declared the motion carried.

Trustee Savopoulos moved, duly seconded by Trustee Torres to approve Resolution 02-2018, “A Resolution Authorizing and Approving Payment No. 3 for $28,525.50 to Schaefges Brothers for Repair of the Police Station Entrance”

Upon the roll call, the following Trustees voted:

Ayes: Trustees Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White

Nays: None

Mayor Walik declared the motion carried.

Prior to the vote Trustee White explained that items 10 & 11 were on the last agenda. Even though the checks were cut the payments were held out. The jobs weren’t finished at that time. The jobs are finished now. We are using the original checks.

Mayor’s Report: Mayor Walik stated that having these guys that are moving up will allow us to get more officers on the street. We want to get our numbers up to seventeen. These guys will be good leaders. He thanked our fire chief for everything his guys have done. They were very busy again this weekend. He offered his thanks to the fire chief and his men. The Mayor then extended his thanks to Public Works Supervisor Joe Lopez and his crew for the snow removal. Not one accident in town. They started at 3:30 and finished at 10:30. They did an amazing job. The mayor said he was on the street at 10:30 and sent text messages to his trustees to tell them what a great job and how proud he was for the six or seven hours public works was out there. In addition, the Mayor informed the audience that the Deputy Police Chief is finishing up his Staff & Command school. He is doing two weeks on two weeks off. He graduates on January 19th.

Clerk’s Report: The clerk reminded people that she is mandated to submit to David Orr Cook County Clerk’s office the names of certain people that are required to file a Statement of Economic Interests. She completed the filing and people should expect a notice to fill out the application sometime in March.

Trustee Reports:

Trustee Hrejsa , Trustee Kapolnek , Trustee Milenkovic and Trustee White gave New Year greetings and congratulated those who were promoted.

Trustee Torres gave the yearly Blight report as submitted by Ed Bartunek. Investigations 858; Contacts 572; Notices 168; S.L.O’s 60; Closed 365 cases; Trustee Torres continued by reminding the audience that this is his first year doing this job. She felt that he is doing a great job. In addition, Trustee Torres congratulated Kevin and Mark on their promotions. She has worked with them for over 25 years.

Trustee Savopoulos informed the audience that the 50/50 sidewalk deadline is being moved up to June30 as its cut off. In the past it was July 31. We need time to collect the money. We have a problem right before Halloween where we would be tearing out sidewalks. Hopefully we could get these sidewalks done by the end of September.

Police Chief Dan Babich thanked the board for allowing these promotions to take place. It is helping us to build our department. It is building strong leadership and to move the department forward. He is expecting some great things for 2018. The Police Chief then informed the audience of the new Police vehicle. The Mayor helped us pick out the stripes and identifications on it. There will be something to support our veterans and cancer. It will go the shop on Monday and return on Thursday.

Deputy Police Chief Rich Jaczak stated that Public Works did a great job this weekend. If there is two inches of snow or more, the police will be writing tickets. Anyone who is not signed up for Code Red please do so. He will call you twice, the night ahead of time and in the morning as we start. He then defined the Special Police. This is separate from our auxiliary police. T here are no academies open in Illinois for the next several months. We have spots reserved for April and May and a couple in June. Our current list expires in early April. Our new list will then be active before our academy starts. What we intend on doing is start hiring the people on the list that we are going to hire. We can start the background checks and hire them as Special Police. We can get them rolling on their training. They will have a heads up on our streets and policies before they go in to the academy. They are separate from our auxiliary police.

Fire Chief Jeff Boyajian congratulated those who were promoted. He informed us of the house fire they were at in Berwyn. They were also in Oak Park for a house fire. This morning there were two four-car accidents at the same time on the Central Bridge.

Public Works Supervisor Joe Lopez notified us that they will be off on Dr. Martin Luther King Jr. Day.

There being no further business, Trustee White moved, duly seconded by Trustee Savopoulos that the meeting be adjourned. Upon which the Board adopted the motion at 7:26 p.m.
