Here is the minutes provided by the Board:

President Lee called the meeting to order at 6:31 p.m.

Also present: Village Administrator Rudy Espiritu, Fire Chief Michael Kuryla, Police Chief Phil Smith, Superintendent Joe Wagner and Village Attorney Jim Binninger.

9.2 Finance (Chair – Trustee Graf-Stone; Co-Chair Trustee Salemi)

9.2.1 Trustee Liaison Report – Trustee Graf-Stone informed the Board and audience that we are still in search for a Part-time Accountant. In the meantime, we will be working with Gov-Temp to fill in the gap. We did very well with our event costs, we came under budget. If anyone has any comments regarding any of our events, please send them to Trustee Perez.

9.3 Building, Zoning, and Property Maintenance (Chair – Trustee Washington; Co-Chair Trustee Perez)

9.3.1 Trustee Liaison Report – Trustee Washington informed the Board and audience that there is positive progress to fill the Building Commissioner position.

9.3.2 Motion to Approve the Proposed An Ordinance of the Village of Berkeley, Illinois Amending the Zoning Ordinance to Allow Wall Signs on Buildings in an Industrial District Facing a Residential District

9.4 Public Safety and Health (Chair – Trustee Salemi; Co-Chair Trustee Grenier)

9.4.1 Trustee Liaison Report – Trustee Salemi summarized to the Board and audience that the transition of our dispatch to Cook County went very well with only a few technical glitches with the in-station alerting, which was resolved. The cost savings by consolidating with Cook County Dispatch in the first year over $350,000.

We have now hired a Community Officer and we have also hired a new Records Clerk.

9.4.2 Review of Dispatch Consolidation

Quick Review from our Police Chief Smith and Fire Chief Kuryla on the cost savings. – Five Year Contract for $137,000.

During the planning phase, we identified three tasks that needed to be completed to move forward:

Radio Upgrade, Computer Aided Dispatch, Zetron In-House

Alerting System / Base Radio / Tornado Siren

We received twelve digital radios and all that it comes with. Cook County installed the software and transitional equipment to Village vehicles for the CAD system. Cook County also installed the Zetron system, Station Alert, etc. all of which equaled a savings of $350,000

The Village gained the following technology – Digital Radios, Computerized Dispatch (CAD), SMART911, Emergency Medical Dispatch, eDispatch, as well as training, two technicians for two weeks for technical issues, along with other benefits and/or services. The Board shared that they and residents are very pleased with the Police and Fire Department’s response.

9.5 Public Works and Water (Chair – Trustee Grenier; Co-Chair - Vacant)

9.5.1 Trustee Liaison Report – Superintendent Wagner reported that the alley project is 100% complete. Water Tower project is complete. Pumps will be built during the winter and installed in March or April.

9.6 Community and Intergovernmental Relations (Chair – Trustee Perez; CoChair Trustee Graf-Stone)

9.6.1 Trustee Liaison Report – Trustee Perez stated that we concluded the last event, the “Holiday Fest.” He thanked the library for reading children stories during the event. He also thanked the administrative staff for all that they did to prepare and run the event. Any ideas for future events, please let Trustee Perez know.

10 Village President

10.1 President’s Report – President Lee thanked Village staff and Trustees Perez and Graf-Stone for all the work they did with the Holiday Fest event. He thanked Village residents for attending and all that participated. He stated that the Park needs a little bit more lighting. After the holidays the Village will be preparing budgets for 2018-2019 and a report willing be given when ready.

10.2 Upcoming Events

10.2.1 12/12/2017 –Administrative Hearing @ 2 p.m.

Neighborhood Watch Meeting @ 6:30 p.m.

10.2.2 12/19/2017– Board Meeting @ 6:30 p.m.

House Decorating Contest Judging after the Board Meeting.

11 Village Administrator

Zoning Updates – Administrator Espiritu stated that the Planning and Zoning Commission gave a positive recommendation to the special use request for 5440 St. Charles Road. However, there were some objections. Once formally brought to the Board there may be other objections.

Attorney Binninger and Administrator Espiritu are working on some issues with the petitioner and neighboring owner in regards to the vacation of the alley as well as a license agreement to park on Sunnyside Drive.

We received an application for zoning at 1317 Taft.

12 Village Attorney – Attorney Binninger stated that he spoke with representatives from Honey Can Do and they have prepared and had signed an easement agreement. This item will be on the agenda for next meeting.

13 Public Comments and Questions

Jack Ronan – Village should begin the process of re-studying the underground infrastructure. President Lee thanked Mr. Ronan for his comments.

Dan O’Connell – Questioned why the Zoning meeting was not announced. President Lee and Village Administrator Espiritu responded that it was listed on the agenda of the last Village Board meeting under the President’s report.

14 Executive Session

14.1 Motion to enter into Executive Session at 7:18 pm to consider the:
