I. Pledge Of Allegiance

II. Call To Order: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:00 p.m.

III. Roll Call; Establishment Of Quorum

Village Clerk Irene Avitia called the roll:

Present: Trustees Mr. Caporusso, Mr. Johnson, Ms. McLean, Mr. Ruhl, Ms. Special, and Mr. Ybarra. The Village Clerk declared a quorum was present.

Legal Representation Present: Joe Montana, Village Attorney

Staff Members Present: Lisa Anthony (Health and Human Resources Director), Frank Grieashamer (Treasurer), David Gonzalez (Comptroller), Pete Cajigas (Department of Building, Director), John Schneider (Community Development Director), Joe Lauro (Utilities Commissioner), Tom Dailly (I.T. A. Finance And Special Events Committee (Mr. Johnson, Chair)

1. Mr. Johnson Reported On The Budget. As Of September 30, 2017, The General Fund Had Revenue Of $11.4 Million And Expenditures Of $11 Million. Now Begins The Process To See Where Cuts Can Be Made. The Finance Department Is Finishing Up The Tentative Tax Levy

2. Mr. Johnson Announced The Veterans Day Ceremony Is Coming Up This November 11 At 11:00 A.M. The Village Hall Will Be Closed November 10 And November 11

3. Mr. Johnson Stated The Leyden Career Fair Will Be Held This Wednesday, November 8 At The East Leyden High School Field House. This Event Begins At 11:15 A.M. Until At 3:00 p.m.

4. Mr. Johnson Announced Christmas At Hammill Square Will Be Held Thursday, November 30 At 6:00 p.m. In The Street Department Garage

President Pedersen Stated Tuesday, November 14 The Village Is Hosting A Property Tax Appeal Seminar

B. Water And Sewer/Fleet Maintenance Committee (Mr. Caporusso Chair)

1. Mr. Caporusso Stated Since The Last Board Meeting, There Have Been Five Water Main Breaks

2. Mr. Caporusso Reported One Fire Hydrant Has Been Replaced

3. Mr. Caporusso Stated The Water Division Completed 142 Service Calls

4. Mr. Caporusso Reported The Sewer Division Cleaned Out And Inspected 26 Storm Drains And 31 Sanitary Sewer Drains

5. Mr. Caporusso Stated Construction Is Continuing At The Addision Street Storm Sewer Project

C. Police And Fire Committee (Mr. Ruhl, Chair)

1. Mr. Ruhl Stated He Had Nothing To Report

D. Street And Alley Committee (Mr. Ybarra, Chair)

1. Mr. Ybarra Stated Since The Last Board Meeting, 72 Tons Of Cold Patch Has Been Applied To Streets

2. Mr. Ybarra Reported The Fleet Division Completed 181.5 Hours Of Work On Vehicle Repair

3. Mr. Ybarra Reported On Sign Installations, Sign Repairs, And Sign Removals

4. Mr. Ybarra Stated The Forestry Division Trimmed 13 Trees And Removed 5 Trees

5. Mr. Ybarra Reported On Branch Pickups

6. Mr. Ybarra Stated Christmas Decorations Are Being Put Up The Process Takes About A Month To Complete

7. Mr. Ybarra Stated Four Employees From The Street Division Assisted With The Setting Up And Taking Down Of The Senior Health Fair

8. Mr. Ybarra Spoke About Agenda Item #16 Being For Snow Removal Services From T-Cat Enterprises And Agenda Item #17 Being For Engineering Services From Smith Lasalle, Incorporated For The Reuter Subdivision

E. Property, Planning, Zoning, And Building Committee (Ms. Special, Chair)

1. Ms. Special Stated On November 2, Community Development Staff Presented A Workshop Focused On Strategies And Resources For Economic Revitalization Through Brownfields Sponsored By Cook County

2. Ms. Special Reported The Building Department Had 42 Contractors Apply And Register For Licenses, Since October 16. The Department Processed 109 Building Permits, 22 Electrical Permits, 5 Sign Permits, 20 Property Closings, And 7 New Businesses Applying For Occupancy

F. Human Resources, Sustainable Practices And Senior Services Committee (Ms. Mclean, Chair)

1. Ms. Mclean Spoke About Agenda Item #3 Regarding The Snow Removal Program For Elderly And Disabled Residents

2. Ms. Mclean Reported On The Senior Health Fair That Was Held On October 20

VI. Staff Reports And Comments; Discussion On Agenda Items

1. John Schneider invited Michael Powers of Molto Properties to give a presentation on agenda item #6 regarding how they are going to develop the property at 3701 Centrella Street. The new 109,000 square foot building will have multiple tenants

John Schneider spoke about agenda item #5. This is a resolution authorizing the sale of Village-owned property at 3300 River Road. This building is currently a storage area for the Utilities Department and Public Works. Mr. Schneider would like to combine this site along with two other nearby sites and have a 98,000 square foot building be built on it. Mr. Schneider spoke about agenda item #18. Image Media, Incorporated is looking into putting up an additional sign. This along with some other changes will increase the fee they pay to the Village. Mr. Schneider spoke about agenda item #20. This is basically asking for the approval to hire an appraiser to do an easement appraisal for Digital Realty

1. Village Clerk Irene Avitia reported the Clerk’s Office processed 27 passports, took 23 photographs, 33 FOIA requests, 24 garage sale requests, and 27 notarizations for the month of October

XII. Comments From The President

1. Mr. Pedersen spoke about the ribbon-cutting ceremony he attended with Trustee Caporusso and Dave Talbott for the I-390 expressway

XIII. Closed/Executive Session

Motion made by Ms. Special, seconded by Ms. McLean to recess to Closed Session for matters of Salary Schedules for one or More Classes of Employees; Employment, Compensation, Discipline, Performance or Dismissal of Certain Employees; and Collective Bargaining Negotiations Matters at 7:30 p.m.
