Cicero Township Board met Tuesday, Aug. 8.

Here is the minutes provided by the Board:

The Board of Trustees of the Town of Cicero met Tuesday, August 8, 2017 at 10:00 A.M., in the Town Hall Council Chambers, Town of Cicero.

On roll call there were present: 

President: Dominick 

Clerk: Punzo-Arias 

Trustees: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Thereupon, President Dominick declared a quorum present and the meeting duly convened and requested that all present in attendance stand and join in the Pledge of Allegiance to the Flag.

On motion of Trustee Raleigh seconded by Trustee Garcia, the minutes of the Regular Meeting held Tuesday, July 25, 2017 at 10:00 o'clock A.M., were approved, the reading being dispensed with, each member having received a copy.

PRESENTATION"

On motion of Trustee Garcia seconded by Trustee Raleigh, the Proclamation designating

the week of August 29 through September 5, 2017 as “JALISCO WEEK" in the Town of Cicero, was accepted and placed on file.

APPROVAL OF BILLS

On motion of Trustee Virruso seconded by Trustee Raleigh, the list of bills itemized in Warrant #15, dated August 7, 2017, in the total amount of $2,500,075.24, the list of manual checks dated July 20 thru July 26, in the total amount of $0.00, and the list of online payments dated July 20 thru July 27, in the total amount of $0.00, were accepted, placed on file and approved for payment; action taken by the following vote: Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. Nays: None.

On motion of Trustee Raleigh seconded by Trustee Banks, payroll (Estimated Corporate 81,430,003.13 & Library $26,521.21) was approved for the active employees listed on the printout dated 07-27-17; action taken by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

BLOCK PARTY PERMITS

On motion of Trustee Raleigh seconded by Trustee Garcia, the following block party permits were approved at the following locations; approval contingent upon compliance of town ordinances:

(135-17) 3400 Block of 61st Court Saturday, August 19

(136-17) 5200 Block of 30th Place Sunday, August 13

(137-17) 5500 Block of 22nd Place Saturday, August 12

PERMITS

On motion of Trustee Raleigh seconded by Trustee Porod, permission was granted Emmanuel Presbyterian Church to close 21st Street from Lombard Avenue to 61st Court for its "Back to School Fair" on Sunday, August 20th from 11:00 AM to 8:00 PM.

On motion of Trustee Porod seconded by Trustee Garcia, permission was granted J. Sterling Morton High School to conduct their annual Homecoming Parade, Friday, September 22nd, 2017 at 1:00 PM on designated route as agreed.

On motion of Trustee Banks seconded by Trustee Porod, permission was granted Our Lady of Charity Parish to conduct their annual Parish Festival, which includes food, alcoholic & non-alcoholic beverage sales and music on their parish grounds:

Starting: Friday September 8th 8:00 PM to 10:00 PM 

Saturday September 9th 3:00 PM to 11:00 PM 

Ending Sunday September 10th 11:30 PM to 9:30 PM

On motion of Trustee Wirruso seconded by Trustee Garcia, the Collector's Office Report ($4,303,838.88) and the Revenue Summary Report ($898,672.47) for the month of July 17, submitted by Fran Reitz, Collector, was accepted and placed on file; action taken by the following vote:

Ayes: Banks, Cundari, Garcia, Raleigh, Reitz, Virruso, Walsh. 

Nays: None.

ORDINANCES

On motion of Trustee Raleigh seconded by Trustee Garcia, the Ordinance authorizing and approving an Intergovernmental Agreement between the Town of Cicero and the Office of the State Fire Marshal (Authorizes and permits the Town to operate an elevator safety program), was accepted, placed on file and approved for passage by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. Nays: Nome.

On motion of Trustee Virruso seconded by Trustee Raleigh, the Ordinance authorizing the conveyance of certain real property (5350 West Cermak Road) located

within the Town of Cicero, was accepted, placed on file and approved for passage by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

On motion of Trustee Raleigh seconded by Trustee Banks, the Ordinance granting a special use permit for the operation of an auto repair shop at 2500 South Central Avenue, was accepted, placed on file and approved for passage by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

RESOLUTIONS

("R"87-17)

On motion of Trustee Virruso seconded by Trustee Garcia, the Resolution authorizing and amending a Medicare Medicaid Alignment Initiative HMO Multi-Specialty Care Practice Medical Service Agreement with Blue Cross and Blue Shield of Illinois for the Town (Allows the Toun to bill for services provided by the Health Department to individuals insured by Blue Cross and Blue Shield of Illinois), was accepted, placed on file and approved for adoption by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. 

Nays: None.

NEW BUSINESS

A Public Bid Opening was held on 07/27/17 for the 2017 CDBG Alley Paving. The following bids were received and reviewed by the Town Engineer:

On motion of Trustee Porod seconded by Trustee Raleigh, the Board concurred with the recommendation of Town Engineer, Tim Geary to award J. Nardulli Concrete Inc., the contract for the 2017 CDBG Alley Paving Project in the amount of $489,693.00; action takem by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. 

Nays: None.

A Public Bid Opening was held on 07/13/17 for the 2017 Street Rehabilitation - G.O Bond Funds. The following bids were received and reviewed by the Town Engineer:

On motion of Trustee Reitz seconded by Trustee Virruso, the Board concurred with the recommendation of Town Engineer, Tim Geary to award J.A. Johnson Paving Inc., the contract for the 2017 Street Rehabilitation - G.O Bond Funds in the amount of $1,183,381.70; action taken by the following vote: Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. Nays: None.

President Dominick opened the meeting to the public for their comments.

o Community Outreach Chorus Class performed the Broadway show "Hamilton-My Shot" for the Town Board.

o Resident Herman Herich addressed the Board concerning property tax rebates and the Des Plaines River overflow.

On motion of Trustee Virruso seconded by Trustee Garcia, the board adjourned at 10:30 A.M. to meet in Executive Session.

On motion of Trustee Virruso seconded by Trustee Garcia, the board reconvened at ll:40 A.M. to Open Session.

On motion of Trustee Raleigh seconded by Trustee Garcia, the minutes of the Executive Session held Tuesday, July 11, 2017, were accepted and approved.

On motion of Trustee Reitz seconded by Trustee Virruso, the project manager was authorized to negotiate an offer per terms discussed in Executive Session relative to Agenda Item #13-A, action taken by the following vote: Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. Nays: None.

Executive Session agenda item #13-B was for informational purposes only.

On motion of Trustee Reitz seconded by Trustee Porod, the project manager was authorized to accept the offer as per terms discussed in Executive Session relative to Agenda Item #13-C; action taken by the following vote: Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. Nays: None.

On motion of Trustee Reitz seconded by Trustee Virruso, the town attorney was authorized to negotiate a settlement per terms discussed in Executive Session relative to Agenda Item #13-D "Portillo v Town of Cicero"; action taken by the following vote: Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. Nays: None.

No discussion was held relative to Executive Session Agenda Item #13-E.

On motion of Trustee Reitz seconded by Trustee Raleigh, the board then stood adjourned at 11:41 A.M. to meet on Tuesday, August 22, 2017 at 10:00 A.M., in the Town Hall, Town of Cicero.
