Cicero Township Board met July 25.

Here is the minutes provided by the Board:

On roll call there were present:

President: Dominick

Clerk: Punzo-Arias

Trustees: Banks, Cundari, Garcia, Porod, Raleigh, Virruso. Absent: * Trustee Reitz

Thereupon, President Dominick declared a quorum present and the meeting duly convened and requested that all present in attendance stand and join in the Pledge of Allegiance to the Flag.

On motion of Trustee Raleigh seconded by Trustee Garcia, the minutes of the Regular Meeting held Tuesday, July 11, 2017 at 10:00 o'clock A.M., were approved, the reading being dispensed with, each member having received a copy.

Agenda Item 4-C "Military Families of Cicero United Special Recognitions" was stricken from the agenda.

PRESENTATION

On motion of Trustee Garcia seconded by Trustee Porod, the resolution congratulating Cicero resident Alexander Labno on his 103rd Birthday, was accepted and placed on file.

* Trustee Reitz entered meeting at 10:04 AM.

The following seniors received a certificate along with an individual flower for being Super Seniors 90 and Beyond for the month of July:

APPROVAL OF BILLS

On motion of Trustee Virruso seconded by Trustee Raleigh, the list of bilis itemized in Warrant #14, dated July 24, 2017, in the total amount of $2,812,601.51, the list of manual checks dated July 7 thru July 19, in the total amount of $315.00, and the list of online payments dated July 6 thru July 19, in the total amount of $0.00, were accepted, placed on file and approved for payment; action taken by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

On motion of Trustee Raleigh seconded by Trustee Banks, payroll (Estimated Corporate $1,428,292.13 & Library $26,521.21) was approved for the active employees listed on the printout dated 07-19-17; action taken by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

By Trustee Virruso:

RESOLVED, that the list of medical claims listed on the printout for the month of June/2017, prepared by Blue Cross & Blue Shield of Illinois, in the total amount of $1,599,879.83, be accepted, placed on file and approved for payment.

Which was on motion of Trustee Virruso seconded by Trustee Raleigh, approved by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

By Trustee Banks:

RESOLVED, that the life and accidental death & dismemberment insurance premium for the month of August 2017, prepared by Dearborn National, in the total amount of $5,239.30, be accepted, placed on file and approved for payment.

Which was on motion of Trustee Banks seconded by Trustee Porod, approved by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

By Trustee Raleigh:

RESOLVED, that the stop loss insurance policy premium for the month of August/2017, prepared by Symetra, in the total amount of $27,180.20, be accepted, placed on file and approved for payment.

Which was on motion of Trustee Raleigh seconded by Trustee Garcia, approved by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

BLOCK PARTY PERMITS

On motion of Trustee Virruso seconded by Trustee Garcia, the following block party permits were approved at the following locations; approval contingent upon compliance of town ordinances:

(121-17) 1400 Block of 51st Court Saturday, August 5

(122-17) 2600 Block of 59th Court Saturday, July 29

(123-17) 3200 Block of 52nd Court Saturday, August 12

(124-17) 3600 Block of 55th Court Saturday, August 19

(125-17) 3700 Block of 53rd Court Saturday, July 29

(126-17) 4800 Block of 23rd Place Saturday, September 3

PERMITS

On motion of Trustee Reitz seconded by Trustee Garcia, permission was granted

Latin American Motorcycle Association to conduct their Annual Anniversary BBQ celebration on Saturday, August 12, 2017 from 4:00 PM to 9:00 PM. Permission was also granted for their annual "911 Memorial Ride" on Saturday, September 9th, 2017 at 9:11 AM on designated route as agreed.

On motion of Trustee Garcia seconded by Trustee Porod, permission was granted Mary Queen of Heaven Parish to conduct a religious procession on Saturday, August 12, 2017 from 5:15 PM on designated route as agreed.

On motion of Trustee Porod seconded by Trustee Garcia, permission was granted Our Lady of the Mount Parish to close off a portion of 61st Avenue from 2400 to 2416 for their annual Parish Festival. The closure will begin on Saturday, August 19, 2017 from 9:00 AM and will remain closed until Midnight on Sunday, August 20, 2017; for shutting down and clean up purposes only.

ORDINANCES

On motion of Trustee Raleigh seconded by Trustee Garcia, the Ordinance authorizing and approving an intergovernmental agreement between the Town of Cicero and the Village of Stickney (Allows the Village use of a portion of the Cicero Waggin Tails Animal Shelter and the Town to provide Animal Welfare services), was accepted, placed on file and approved for passage by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

On motion of Trustee Virruso seconded by Trustee Porod, the Ordinance authorizing and approving an amendment to a Memorandum of Understanding for Interagency Communications (Communications System with Neighboring Communities), was accepted, placed on file and approved for passage by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

On motion of Trustee Raleigh seconded by Trustee Garcia, the Ordinance granting a special use permit and parking variance for the operation of a virtual reality arcade gaming lounge at 2139 South Laramie Avenue, was accepted, placed on file and approved for passage by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

On motion of Trustee Garcia seconded by Trustee Banks, the Ordinance granting a special use permit and parking variance for the operation of a sports bar/tavern at 5821 West 35th Street, was accepted, placed on file and approved for passage by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

On motion of Trustee Garcia seconded by Trustee Raleigh, the Ordinance granting a parking variance for the operation of an eyewear boutique at 5929 West 35th Street, was accepted, placed on file and approved for passage by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

RESOLUTIONS

On motion of Trustee Virruso seconded by Trustee Banks, the Resolution authorizing the Town President to enter into an agreement with Lewis University, College of Nursing and Health Professions regarding an Internship Program, was accepted, placed on file and approved for adoption by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

On motion of Trustee Reitz seconded by Trustee Garcia, the Resolution authorizing and approving an Annual Action Plan for Program Year 2017 to comply with the requirements of the Community Development Block Grant Program offered through the United States Department of Housing and Urban Development for the Town, was accepted, placed on file and approved for adoption by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

On motion of Trustee Garcia seconded by Trustee Porod, the Resolution authorizing and approving the settlement of litigation and the execution of a settlement agreement in the case of M. Vilumis v Town of Cicero, (Case No 2014 WC 003332), was accepted, placed on file and approved for adoption by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Virruso.

Nays: None.

Abstain: Reitz.

NEW BUSINESS

On motion of Trustee Virruso seconded by Trustee Garcia, the Board concurred with the recommendation of Town staff to reject all bids and waive bidding requirements for the Town Hall Vehicle Accident Repairs was accepted, placed on file and action taken by the following vote: Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. Nays: None.

President Dominick opened the meeting to the public for their comments.

Citizen comments: None

On motion of Trustee Virruso seconded by Trustee Garcia, the board then stood adjourned at 10:43 A.M. to meet on Tuesday, August 8, 2017 at 10:00 A.M., in the Town Hall, Town of Cicero.
