City of Northlake Corrected Minutes of The Finance & Rules Committee of The Whole met June 12.

Here is the minutes as provided by the committee:

Deputy Clerk Raida called for the roll.

Roll Call:

Present: Alderman Straube

              Alderman Feldmann

              Alderman Contreras

              Alderman Padilla

              Alderman Werba

              Alderman Gonzalez

              Alderman Grochowski

              Alderman Patti

Absent: Fred Paul, Treasurer

Others Present:

              Carol Lampard, Finance Director

              Debra Raida, Deputy City Clerk

              Norm Nissen, Chief Of Police

              Dale Roberts, Superintendent Public Works

The committee reviewed the minutes of the May 15, 2017 meeting. Alderman Grochowski made a

motion to approve the minutes of the May 15, 2017 meeting; seconded by Alderman Patti. Mayor

Sherwin called for a voice vote. All were in favor. The minutes were approved.

Mayor Sherwin presented Expenditures Over One Thousand Dollars. Alderman Patti made a motion

to approve the Expenditures Over One thousand Dollars; seconded by Alderman Padilla. Mayor

Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented the Warrants and Vouchers. Alderman Patti made a motion to pay the

Warrants and Vouchers; seconded by Alderman Padilla. Questions were asked and answered

respectively. Mayor Sherwin called for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented the Commission Expenditures. Alderman Patti made a motion to

approve the Commission Expenditures; seconded by Alderman Padilla. Mayor Sherwin called

for a voice vote. All were in favor. The motion carried.

Mayor Sherwin presented Ordinance O-08-2017; An Ordinance Granting a Variance for the

Property Commonly Known as 2100 North Mannheim Road, Northlake, IL. Alderman Patti

made a motion to move this to the City Council Meeting; seconded by Alderman Feldmann.

Mayor Sherwin called for a voice. All were in favor. The motion carried.

Mayor Sherwin presented Ordinance O-09-2017; An Ordinance Granting a Special Use Permit to

Allow the Construction of an Automobile Laundry at the Property Commonly Known as 2100

North Mannheim Road, Northlake, IL. Alderman Patti made a motion to move this to the City

Council Meeting; seconded by Alderman Feldmann. Mayor Sherwin called for a voice. All

were in favor. The motion carried.

Mayor Sherwin presented Ordinance O-10-2017; An Ordinance Enacting Regulations Regarding

Paid Sick Leave and Minimum Wage Requirements and Amending Title Three of Northlake

City Code. There was a lengthy discussion. Alderman Patti made a motion to approve

Ordinance O-10-2017; seconded by Alderman Contreras. Mayor Sherwin called for a voice

vote. Alderman Feldmann and Alderman Padilla were not in favor. Alderman Straube,

Contreras, Werba, Gonzalez, Grochowski and Patti were in favor. The motion carried.

Mayor Sherwin presented Ordinance O-11-2017; An Ordinance Adopting the Prevailing Wage

Standards for the City of Northlake, Cook County, Illinois. Alderman Patti made a motion to

approve Ordinance O-11-2017; seconded by Alderman Padilla. Mayor Sherwin called for a

voice vote. All were in favor. The motion carried.

Alderman Grochowski made a motion to approve an IMRF Protective Leave Certificate;

seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor. The

motion carried.

Alderman Patti made a motion to approve a new bingo set for the Youth Commission; seconded

by Alderman Feldmann. Mayor Sherwin called for a voice vote. All were in favor. The motion

carried.

There being no further business, Alderman Straube made a motion to adjourn; seconded by

Alderman Padilla. Mayor Sherwin called for a voice vote. All were in favor. The motion

carried.
