Village of North Riverside Board of Trustees met May 1.

Here is the minutes as provided by the board:

Mayor Hermanek called the meeting to order with a Pledge of Allegiance and a Roll Call. In


attendance were Trustee Bianco, Trustee Czajka, Trustee Decosola, Trustee Demopoulos, Trustee

Mengoni and Trustee Wilt.

Others in attendance were Administrator Belmonte, Attorney Hayes, Police Chief Niemann,

Recreation Director Mrozik, Public Works Director Kutt and Fire Chief Basek.

Approval of Agenda

Trustee Demopoulos moved seconded by Trustee Mengoni to approve the agenda for this

meeting as presented. Roll Call Vote:

AYES: Trustees Bianco, Czajka, Decosola, Demopoulos, Mengoni, Wilt

NAYS: None. Motion carried

Cash Receipt Report

Trustee Wilt moved and Trustee Demopoulos seconded to accept the Cash Receipt Report for

the month of March 2017 totaling $2,540,904.44. Roll Call Vote:

AYES: Trustees Bianco, Czajka, Decosola, Demopoulos, Mengoni, Wilt

NAYS: None. Motion carried

Approval of Minutes

Trustee Mengoni moved, seconded by Trustee Bianco to approve the April 17, 2017 Village Board

Meeting Minutes as presented. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Decosola, Demopoulos, Mengoni, Wilt

Nays: None. Motion carried

Report of Trustees

Trustee Bianco- (Streets, Alleys, Sidewalks & Refuse)- No report

Trustee Czajka-(Buildings, Public grounds, lights, Public Services & Transportation)-No report

Trustee Decosola- ( Judiciary, Ordinances, Recreation)

Trustee Decosola had no report for this meeting. However, he wanted to thank the residents for

allowing him to serve his community for the past four years. He also thanked all the department

heads, village board and most of all his family.

Trustee Demopoulos( Water, Sewers, Drainage & Zoning)

Trustee Demopoulos read a memo stating Village Engineer John Fitzgerald has prepared a

resolution for tonight’s meeting to enter into an Intergovernmental Agreement with

Metropolitan Water Reclamation District for the usage of a Global Positioning Unit at no cost to

the Village. This GPS unit will assist Public Works in mapping the Village’s sewer system for its

GIS system. Attorney Hayes will cover the resolution under his report.

Trustee Mengoni- ( Police, Fire & License)-No report

Trustee Mengoni submitted the Fire and EMS Calls for the month of April as presented:

Trustee Mengoni called for a Police and Fire Committee Meeting on May 8, 2017 at 6:00pm

Trustee Wilt ( Finance, Health & Appropriations)

Trustee Wilt had no report for this meeting. However, she also wanted to thank the residents

for their support. Trustee Wilt stated all of the accomplishments she and the board have

accomplished these last four years and will embrace her new position as Riverside Township

Supervisor.

Mayoral Report

Mayor Hermanek read the following Community Development Department Updates:

 Presales The Community Development Department performed 16 single-family presale

inspections and 3 commercial presale inspections totaling $7,657.00 in revenue.

 Permit Totals- 84 residential and commercial permits totaling $32,027.62 in revenue.

 2500 5th Avenue- A permit was issued for a first floor addition. Cost of construction is

$40,000.

 Claire’s- A remodeling permit was issued for a tenant buildout at North Riverside Park

Mall. Cost of construction $163,000.

 2309 Keystone Avenue- A permit was issued for a full interior remodel of the single-family

residence. Cost of construction is $30,000.

 Journey’s- A remodeling permit was issued for a tenant buildout at North Riverside Park

Mall and cost of construction is $300,000.

 Victoria Secrets- Drawings to remodel the existing tenant space were submitted to the

Village. Cost of construction is $614,000.

 Pink- Victoria Secrets submitted plans to remodel a tenant space at North Riverside Park

Mall for sale of their line of clothing “Pink”. Cost of construction is $595,000.

Approval of Bills

Trustee Wilt moved, seconded by Trustee Demopoulos to approve the list of bills submitted for

this meeting totaling $465,228.47 and to have them paid out of proper funds when such funds

become available. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Decosola, Demopoulos, Mengoni, Wilt

Nays: None. Motion carried

Ordinances and Resolutions

Trustee Demopoulos moved and Trustee Czajka seconded to approve a Resolution Authorizing

the Village of North Riverside to Enter Into an Agreement with the MWRD for the Usage of a

Global Positioning System Unit (17-R-04) and to waive the reading. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Decosola, Demopoulos, Mengoni, Wilt

Nays: None. Motion carried

Mayor Hermanek recognized both Trustee Decosola and Trustee Wilt for their years of service

and dedication to the village of North Riverside.

Judge Ed Maloney gave the Oath of Office to the newly elected Village Officials, Mayor Hermanek,

Clerk Ranieri, Trustee Flores, Trustee Mengoni and Trustee Sarro.

After the newly elected officials took their Oath Of Office, Trustee Mengoni moved and Trustee

Bianco seconded to concur with the Mayor’s afore mentioned Standing Committees. Roll Call

Trustee Mengoni moved and Trustee Bianco seconded to concur with the Mayor’s appointment

of Guy Belmonte to the position of Village Administrator with and expiration date of April 30,

2019. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

Nays: None. Motion carried

Trustee Flores moved and Trustee Mengoni seconded to concur with the Mayor’s appointment

of Lane Niemann to the position of Chief of Police with an expiration date of April 30, 2019. Roll

Nays: None. Motion carried

Trustee Flores moved and Trustee Mengoni seconded to concur with the Mayor’s appointment

of Brian Basek to the position of Fire Chief with an expiration date of April 30, 2019. Roll Call

Trustee Mengoni moved and Trustee Czajka seconded to concur with the Mayor’s appointment

of Mike Hayes, Odelson & Sterk to the position of Village Attorney with an expiration date of April

of John Toman to the position of Prosecuting Attorney with an expiration date of April 30, 2019.

Board of Appeals with an expiration date of April 30, 2022. Roll Call Vote:

Trustee Czajka moved and Trustee Bianco seconded to concur with the Mayor’s appointment of

Sandra Buckley, Annette Corgiat, George Georgopoulos, Al Meyer, Al Sarro and Bridget Watson

to the position of Citizens Recreation Committee with an expiration date of April 30, 2018. Roll

Trustee Sarro moved and Trustee Mengoni seconded to concur with the Mayor’s appointment

of Ron Bucek and Jesse Luna to the position of Plan Commission with an expiration date of April

Trustee Sarro moved and Trustee Mengoni seconded to concur with the Mayor’s appointment

of Police Chief Lane Niemann, Deputy Police Chief Debbie Garcia, Fire Chief Brian Basek, and

Deputy Fire Chief Tom Gaertner to the position of 9-1-1 Voting Committee with an expiration

date of April 30, 2018. Roll Call Vote:

Trustee Sarro moved and Trustee Bianco seconded to concur with the Mayor’s appointment of

Dave Witken, Chairman and Marty DeLeonardis to the position of 9-1-1 Non-Voting Advisory

Committee with an expiration date of April 30, 2018. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

Nays: None. Motion carried

Trustee Demopoulos moved and Trustee Czajka seconded to concur with the Mayor’s

appointment of Dave Witken, Chairman, Sue Willoughby, and Philip Walsh to the position of

Recycling Committee with an expiration date of April 30, 2018. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

Nays: None. Motion carried

Trustee Czajka moved and Trustee Mengoni seconded to concur with the Mayor’s appointment

of PJ Folz to the position of Citizens Recreation Committee with an expiration date of April 30,

Nays: None. Motion carried

Barbara Wilson welcomed the new trustees and thanked Trustee Decosola and Trustee Wilt for

serving the residents of North Riverside.

carried unanimously.
