The Bellwood Village Board met Wednesday to ratify investments.

REGULAR BOARD MEETING AGENDA

The Village Board of the Village of Bellwood will conduct a regular board meeting on

Wednesday, March 15, 2017, at 6:00 p.m. in the Village Board Room at 3200 Washington

Boulevard, Bellwood, IL 60104-1984 for the purposes of considering the following agenda:

a Administration – Trustee Robinson, Chairman; Trustee Ciavattone, Member,

i Departmental Report,

ii Item G - The reports provide updates regarding pending litigation and revise the

respective reserves, limits and costs pertaining to the respective claims and lawsuits,

iii Item M - Due to the Village of Bellwood’s vacation of the Grant Street eminent

domain proceedings Illinois Statute requires the village to pay the Petitioner’s

attorney’s fees,

iv Reschedule April Village Board Meeting,

v Item I - The agreement provides for the renewal of the agreement with Municipal

Management Services Inc. to provide staffing services to the Village’s various

departments, including but not limited to clerical and building department staff,

b Public Safety – Trustee Delgado, Chairman; Trustee Nightengale, Member,

i Departmental Report,

ii Item N - The agreement provides for a working relationship with the Proviso

Children’s Advocacy Center in order to provide comprehensive youth programs and

crisis intervention for those victims in need of such assistance,

iii Item Q - The Village of Bellwood and Union have reached an agreement regarding

wages and employee benefits,

i Authorize payment of bills,

iii Item A - The Village on an annual basis adopts an appropriation ordinance providing

for the appropriations of funds for the calendar year. From time to time it is

necessary to amend the appropriation ordinance in order to provide for and

authorize certain expenditures,

iv Item B - The Village on an annual basis adopts an appropriation ordinance providing

for the appropriations of funds for the calendar year. It should be noted that the

village staff projects to adopt a balanced budget for the calendar year 2017,

d Community Development – Trustee Boston, Chairman; Trustee Robinson, Member,

i Departmental Report,

ii Item D - The Village of Bellwood has offered the subject real estate for

redevelopment and has received a proposal and has since negotiated for the

disposition and redevelopment of the aforementioned site, as part of the

redevelopment the developer has applied for and been granted certain conditional

use permits and variances,

iii Item E - The amendment provides for reclassification of liquor licenses and related

number of licenses to be issued within the classifications,

iv Item H - The Village previously approved the development of the surplus property

located at Randolph Court to construct twelve single family homes, the attached

contract provides for the construction of one of the homes and related sale of

property,

v Item L - The Resolution referenced herein allows for a Class 6b which grants the

owner a reduction in real estate taxes for a thirteen-year period, Cook County

provides municipalities with the ability to provide said real estate tax incentives in

order to minimize the number of vacant, dilapidated and blighted property within

their respective communities,

vi Item O - The Village of Bellwood and the Developer have reached an agreement as to

a revenue sharing agreement providing for tax incentives pertaining to the

development of the property commonly referred to as 1136 24th Avenue, Bellwood,

Illinois,

e Quality of Life – Trustee Holman, Chairman; Trustee Boston, Member,

i Departmental Report,

ii Item C - The Zoning Board of Appeals conducted a public hearing regarding

Petitioner’s request for zoning relief and as a result of which has unanimously

approved and hereby recommends Petitioner’s request for the variances,

iii Item F - The ordinance requires employers to comply with all applicable federal

and/or State laws and regulations as provided for in state and federal law and

preempts any such regulations as set forth in Cook County ordinance,

f Public Works – Trustee Ciavattone, Chairman; Trustee Delgado, Member,

i Departmental Report,

ii Item J - The Village is in the process of completing its request for grant funds from

Cook County for the renovation and rehabilitation of the designated alleys and streets

as set forth in the resolution and provided for in the Village’s infrastructure

improvement plan,

iii Item K - The project consists of replacement and repair of certain sidewalks that are

in disrepair, the amount of the lowest responsible bid for the project is $45,100.00,

iv Item P - The Village of Bellwood and Union have reached an agreement regarding

wages and employee benefits,
