LaSalle City Council reviews officer reports

The LaSalle City Council met Dec. 5 to review officer reports.

Here are the meeting's minutes, as provided by the council:

The La Salle City Council includes the mayor and eight council members — two each from each of the city’s four wards. Regular meetings are held at 7 p.m. every other Tuesday in city council chambers, 745 Second St.

Request from LP Matmen Inc. and Beth Fesco for a 2016 Raffle License and related matters.

Request from LP Matmen Inc. and Beth Fesco for a 2017 Raffle License and related matters.

REPORTS OF CITY OFFICERS Treasurer’s Report for October 2016 showing total cash balances in the La Salle State Bank of $9,770,118.77 and in the Hometown National Bank of $22,193.16.

Building Inspector’s Report for October 2016 showing total fees collected of $2,264 and with total value of construction of $231,928.

COMMUNICATIONS Thank you from Anne Baker.

STANDING COMMITTEES Discussion and potential action regarding the recommendation of the Streets, Alleys and Traffic Committee regarding the removal of the 15 Minute Parking sign located in front of 117 Gooding Street and related matters.

Discussion and potential action regarding the recommendation of the Streets, Alleys and Traffic Committee regarding a request from David Stiles for a handicapped parking space in front of his residence at 438 Sterling Street and related matters.

Recommendation and potential action regarding the recommendation of the Finance Committee regarding renewal of the IMLRMA property, liability and worker’s compensation policies and related matters.

SPECIAL COMMITTEES

OLD BUSINESS Confirmation and action on straw poll regarding a request for a Sign Permit from Quilting in the Valley for a 3’ single faced, non-illuminated wall sign at 1157 First Street and related matters.

Authorization of Pay Estimate #2 to Universal Asphalt & Excavating Inc. for the 2016 MFT Road Improvements totaling $104,477.17 and related matters.

NEW BUSINESS Acceptance of 2017 Schedule of Regular Meeting of the La Salle City Council and its Committees.

ORDINANCES/RESOLUTIONS An ordinance levying for Corporate Purposes for the City of La Salle, La Salle County, Illinois for the fiscal year beginning May 1, 2016 and ending April 30, 2017.

Resolution No. 201612: Abating principal and interest on $695,000.00 General Obligation Bonds, Series 2010, (Recovery Zone Economic Development Bonds) of the City of La Salle, La Salle County, Illinois for the tax levy year of 2016.

Resolution No. 201613: Abating principal and interest on $1,000,000.00 General Obligation Bonds Series 2012A of the City of La Salle, La Salle County, Illinois for the tax levy year of 2016.

Resolution No. 201614: Abating principal and interest on $2,600,000 General Obligation Bonds (Alternate Revenue Source), Series 2006, of the City of La Salle, La Salle County, Illinois for the tax levy year of 2016.

Resolution No. 201615: Abating principal and interest on $1,875,000 General Obligation Bonds, Series 2010B, of the City of La Salle, La Salle County, Illinois for the tax levy year of 2016.

Resolution No. 201616: Abating principal and interest on $800,000 General Obligation Bonds, Series 2012B of the City of La Salle, La Salle County, Illinois for the tax levy year of 2016.

An Ordinance Authorizing Release and Settlement Agreement with Ameren Illinois Company d/b/a Ameren Illinois and related matters.

COMMENTS

EXECUTIVE SESSION Regarding pending and/or potential imminent litigation and related matters: Collective bargaining and related matters, and acquisition and/or sale of city real estate and related matters and the employment, appointment, performance and/or compensation of non-union personnel and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c)1-3,5,6,and 11 thereof.
