ENDORSEMENT OF THE OUR GREAT RIVERS: A VISION FOR THE CHICAGO, DES PLAINES, AND CALUMET RIVERS
WHEREAS, Our Great Rivers is the first unified vision for the Chicago, Des Plaines, and Calumet Rivers in and around Chicago, Illinois; and
WHEREAS, the Forest Preserve District of Cook County owns natural areas, and recreational amenities that border the Chicago, Des Plaines and Calumet Rivers; and
WHEREAS, Our Great Rivers was led by the Metropolitan Planning Council and the City of Chicago Office of the Mayor, in partnership with Friends of the Chicago River, the Chicago Metropolitan Agency for Planning and more than 6,000 area stakeholders; and
WHEREAS, the vision includes concrete recommendations and goals to ensure these rivers are productive, living, and inviting spaces for everyone in this region by 2040; and
WHEREAS, the vision aims to influence the way citizens think about and experience the rivers by encouraging more jobs along the riverfront, instilling a sense of community pride, promoting a connection with nature, and catalyzing more open space and recreation opportunities; and
WHEREAS, Our Great Rivers was developed through a consensus-based process involving Chicagoland residents, businesses, non-profit organizations, agencies, and the Great Rivers Chicago Leadership Commission; and
WHEREAS, General Superintendent Arnold Randall of the Forest Preserve District of Cook County was a key contributor to the Great Rivers Chicago Leadership Commission, an integral component of Our Great Rivers that included business, government, and community leaders; and
WHEREAS, Our Great Rivers is consistent with the goal of the Forest Preserve District of Cook County to increase connections between people and nature, by building awareness, restoring natural habitats and providing outdoor recreation and environmental education opportunities; and
WHEREAS, The Forest Preserve District of Cook County will continue to be an active partner in the implementation of this shared vision for the Chicago, Des Plaines and Calumet Rivers; and
NOW, THEREFORE, BE IT RESOLVED, that we, the Board of Commissioners of the Forest Preserve District of Cook County, do hereby congratulate the Metropolitan Planning Council on its visionary leadership and collaborative approach to improving our rivers, and enthusiastically endorse the Our Great Rivers plan; and
BE IT FURTHER RESOLVED, that this Resolution be added to the permanent Record of Proceedings of the Board of Commissioners of the Forest Preserve District of Cook County, and that a suitable copy of this resolution be presented to the Metropolitan Planning Council, the Friends of the Chicago River, and the Chicago Metropolitan Agency for Planning.

PROPOSED RESOLUTION
TO APPROVE AND ADOPT IDENTITY PROTECTION POLICY
WHEREAS, due to issues pertaining to identity theft, the Illinois General Assembly passed the Identity Protection Act (5 ILCS 179/1 et seq.) in 2010;
WHEREAS, the Forest Preserve District of Cook County (the “Forest Preserve”) recognizes that it is important to safeguard social security numbers against unauthorized access and has approved an Identity Protection Policy to comply with the Identity Protection Act;
WHEREAS, the Forest Preserve’s Identity Protection Policy does the following: (1) requires that all employees identified as having access to social security numbers in the course of performing their duties be trained to protect the confidentiality of social security numbers; (2) directs that only employees who are required to use or handle information or documents that contain social security numbers have access to such information or documents; (3) requires that social security numbers requested from an individual be provided in a manner that makes the social security number easily redacted if required to be released as part of a public records request; and (4) requires that, when collecting a social security number or upon request by the individual, a statement of the purpose or purposes for which the agency is collecting and using the social security number be provided.
NOW THEREFORE BE IT RESOLVED, by the President and the Board of Commissioners of the Forest Preserve District of Cook County that the Identity Protection Policy is hereby adopted by resolution effective immediately.

TO APPROVE AND ADOPT EMPLOYEE TRAVEL POLICY
WHEREAS, the Forest Preserve District of Cook County (the “Forest Preserve”) recognized the occasional need for employees to travel to various conferences, seminars, meetings, and other work related events;
WHEREAS, the Forest Preserve created the Employee Travel Policy to provide guidelines on the following: (1) the types of official business for which travel, meal, and lodging expenses are allowed; and (2) maximum allowable reimbursement for travel, meal, and lodging expenses;
WHEREAS, the Forest Preserve created a standardized form for submission of travel, meal, and lodging expenses supported by documentation;
WHEREAS, the Employee Travel Policy applies to all Forest Preserve employees;
WHEREAS, the Employee Travel Policy is in compliance with the Local Government Travel Expense
Control Act, 50 ILCS 150/1 et seq. (the “Act”);
WHEREAS, under the Act, expenses for travel, meals, and lodging of any officer or employee that exceeds the maximum allowed under the Employee Travel Policy may only be approved by roll call vote at an open meeting of the Forest Preserve’s Board of Commissioners;

Conservation@Home is a program that encourages, celebrates and assists homeowners and gardeners to help them create and maintain eco-friendly gardens and landscapes on their property. The Conservation Foundation will provide technical support, templates, support documents and other resources to aid the Preserves in launching this program for the benefit of residents in Cook County.

Summary/Notes: The Preserves wish to add the Conservation@Home program to the Conservation and Experiential Programming Department’s core offerings. The Preserve volunteers who are trained by the University of Illinois Extension program will certify gardens and landscapes in Cook County. The University of Illinois Extension program may also provide additional assistance. The Conservation@Home program offered by the Preserves will encourage gardeners to choose native plants over invasive plants; create habitat for pollinators and native wildlife; practice water conservation, and contribute to the restoration and conservation work of the Preserves. Gardens and landscapes that have been Conservation@Home certified would advance the goals of the Preserves’ Next Century Conservation Plan to mobilize people to heal and nurture the land. The Preserves will require a $50.00 fee from homeowners wishing to certify their gardens; this fee goes towards covering the cost of the sign and other materials accompanying the certification. The final Conservation@Home agreement will be subject to final review and approval of the Chief Attorney of the Preserves. Volunteers involved in certifying gardens and landscapes will be required to execute liability waivers.

Summary: The City of Blue Island and the Forest Preserves wish to enter into an intergovernmental agreement to share the cost of construction and Phase III engineering for approximately one mile of the Cal Sag Trail including a pedestrian bridge over the Little Calumet River connecting Blue Island and the Forest Preserves. The City of Blue Island is the lead agency for this project. The federal government is responsible for eighty percent (80%) of construction and Phase III engineering costs. The City of Blue Island and the Forest Preserves will share the remaining twenty percent (20%) of the construction and Phase III engineering costs. The total project cost is estimated at $2,800,071.00. The Forest Preserves’ segment, which includes one mile of paved trail and half of the bridge from Little Calumet River to Halsted and 134th Street, is estimated to cost $1,880,214.00, of which up to 80% or $1,504,171.00 will be funded via federal Transportation Alternative Program (TAP) funds administered by the Illinois Department of Transportation (IDOT). The Forest Preserves’ 20% share is estimated not to exceed $376,043.00. To cover unforeseen costs, the City of Blue Island, as the Local Agency, requires an additional 20% ($75,208.00) contingency be included in the Forest Preserves’ share. The total not to exceed amount attributable to the Forest Preserves for this project is $451,251 which will be paid by the Forest Preserves in installments as the work on the project is completed. Under the terms of the agreement, upon transfer of ownership of pedestrian bridge to the Forest Preserves, maintenance and repair responsibilities for the bridge over the Little Calumet River will belong to the Forest Preserves. Under the proposed agreement, the District anticipates that the trail connection will be completed within two (2) years and closeout with four (4) years. Thirteen (13) miles of the twenty-six (26) mile Cal Sag Trail from the Centennial Trail at Route 83 to Cicero Avenue in Alsip has been completed. The remaining thirteen miles of the Cal Sag (East Segment) are anticipated to be built in 2017-2018.The Forest Preserves seeks approval to enter into an intergovernmental agreement with the City of Blue Island and to pay the City of Blue Island a not to exceed amount of $451,251.00 with respect to construction and Phase III engineering for approximately one mile of the Cal Sag Trail including a pedestrian bridge over the Little Calumet River connecting Blue Island and the Forest Preserves.

Summary: In an effort to encourage consolidation and cooperation where appropriate the County and the Preserves entered into an Intergovernmental Agreement on 8/21/2012 authorizing the parties to perform various services for the other in accordance with the Intergovernmental Cooperation Act. The parties agreed to provide various services and to provide reimbursement or payment for said services. The Intergovernmental Agreement was further amended on 4/25/2013, 6/18/2014 and 9/8/2015 to allow for additional cooperation. The Fourth Amended and Restated Intergovernmental Agreement consolidates the prior agreements into one Intergovernmental Agreement, so the parties can refer to one agreement. The Fourth Amended and Restated Intergovernmental Agreement was approved by Cook County’s Board of Commissioners on 10/5/2016.

BE IT ORDAINED, by the Forest Preserve District of Cook County Board of Commissioners, that Chapter Title 7 - Fees, Chapter 1- Fee Schedule shall be stricken in its entirety and be replaced as follows:
7-1-1: FEE SCHEDULE
GENERAL:
For years 2018, 2019 and 2020 base permit fees for all Picnic, Special/Athletic Event, Hourly Athletic Field, Model Airplane, Day Camp, Overflow Parking, Filming/Photography and Indoor Room Rental fees shall increase by the rate of the Consumer Price Index for All Urban Consumer (CPI-U) as of October 1st of the then current year and shall be effective as of January 1st of the following year. (Base fees exclude application, Forest Preserve Police Security and special use fees, and security deposits.)
All Fees represent not to exceed pricing.
Rallies, pickets, protests, speeches, and demonstrations involving 25 or more persons shall be considered activities requiring a permit.
DISCOUNTS and PREMIUMS:
Non-profit organizations with proper documentation may qualify for a reduced rate of 50% on base permit fees for all Picnic, Special/Athletic Event, Hourly Athletic Field, Model Airplane, Day Camp, Overflow Parking, Filming/Photography and Indoor Room Rental fees
Additional 10% Non-County Resident Premiums apply to base permit fees for Picnic, Special/Athletic Event, Hourly Athletic Field, Model Airplane, Day Camp, Overflow Parking, and Filming/Photography.
25% discount for base Picnics and Special/Athletic Event fees for permits booked for use Monday through Thursday (excluding Holidays).
Additional discounts may apply as stated in this Code.
SECURITY DEPOSITS/INSURANCE/OTHER COSTS:
Special/Athletic Events, Model Airplane Events, Day Camps, Overflow Parking, Hourly Athletic Field and Indoor Room Rentals, plus basic picnics with special use items, require a certificate of liability insurance with the endorsement attached naming the Forest Preserve District of Cook County as an additional insured in the amount of $1,000,000 per occurrence. Events with 1,000+ attendees require $2,000,000 per occurrence. A security deposit ranging from $100-$2000 is required for Special/Athletic Events, Model Airplane Events, Day Camps, Overflow Parking, Filming/Photography and Indoor Room Rentals based on the size and nature of the event. Security deposits are intended to protect the Forest Preserves in the event of minor damage to the site or to address permit violations. Events with a previous history of causing damage to the Forest Preserves or potential to cause greater degree of damage may be charged a higher security deposit. A Forest Preserves Police security fee may be required for certain events based upon on size of event. $5 Change fee applies to permit changes. Permit changes or new permit requests made within two weeks of event may require an additional $25 administration fee.
