Maywood Ordinance Committee to discuss electronic-billboard proposal

The Maywood Legal, License and Ordinance Committee will discuss a proposal to erect an electronic billboard near 12th and Harrison Streets during its next meeting 7 p.m. Wednesday at 125 S. Fifth Ave.

A. Mayor's Report and Theme: "A SHIFT IS COMING, THINGS ARE CHANGING IN OUR FAVOR, WHEN THE PEOPLE GET A MIND TO WORK"

1) Presentation by Chairman of the Maywood Fire and Police Commission regarding Annual Report.

2) Discussion and consideration regarding increasing the stipend for the Board of Fire and Police Commissioners from $100.00 to $150.00 and Administrative Assistant increase from $13.00 to $14.00 per hour.

3) Discussion of proposed Electronic Billboard by (Fountainhead Engineering) located on Harrison Street between 12th and 13th Avenue (Property Owner) School District 89, by Village Attorney.

B. Village Manager's Reports

1) Discussion and consideration regarding an Ordinance approving and creating a Class C Liquor License (Temporary Liquor License (Non-Municipal Property)) for Maywood Fine Arts Association at 20 North Fifth Avenue for the August 20, 2016 event.

2) Discussion and consideration regarding completed construction of Roadway Improvements Project pursuant to Washington Boulevard from 6th Avenue to 9th Avenue. (CDBG Project No. 1406-014) - Pay Estimate No. 2 and Final (Contractor's Invoice No. 10712 in the amount of $112,697.18).

3) Discussion and consideration regarding Memorandum on Status of Pending Business License Suspension/Revocation/Enforcement Actions from Klein, Thorpe and Jenkins. Ltd. dated July 29, 2016.

4) An Ordinance Amending Sections 117.21 (Applications for License) and 117.23 (Classifications; Fees; Number of Licenses) of Chapter 117 (Alcoholic Beverages) of Title XI (Business Regulations) of the Liquor Control Ordinance of the Maywood Village Code regarding notice and review of Liquor License Applications, with a cover memo from Klein, Thorpe and Jenkins. Ltd. dated March 16, 2016. (This item was previously submitted for the March 23, 2016 LLOC Meeting but was never placed on an agenda.)

5) An Ordinance adding a New Section 30.15 of the Maywood Village Code (Use of the Village Seal, Logo and Letterhead) and approval of a Village of Maywood Policy on the use of the Village Seal, Logo and Letterhead, with a cover memo from Klein, Thorpe and Jenkins, Ltd. dated March 16, 2016. (This item was previously submitted for the March 23, 2016 LLOC Meeting but was never placed on an agenda.)

6) Discussion and consideration regarding a Resolution approving the content of and/or release of certain Executive Session Meeting Minutes of the Legal, License and Ordinance Committee of the Village of Maywood (2010 Full Year Review). No attachments. Note: Resolution and Memorandum from Klein, Thorpe and Jenkins, Ltd. dated July 13, 2016 considered at the July 20, 2016 LLOC Meeting.)

7) Discussion and consideration regarding a Resolution approving the content of and/or release of certain Executive Session Meeting Minutes of the Legal, License and Ordinance Committee of the Village of Maywood (2016 Partial Year Review.) No Attachments Note: Resolution and Memorandum from Klein, Thorpe and Jenkins, Ltd. dated July 13, 2016 considered at the July 20, 2016 LLOC Meeting.)

8) Discussion of proposed TIF Projects for Operation Uplift in the amount of $11,044.01. Funds will be payed out the Expired St. Charles TIF Escrow No. 6.

9) Discussion and consideration regarding effect of Local and Federal Landmark Designation.

Background: The Maywood Soldiers Widows Home located on the Village-owned property at 224 North 1st avenue.

10) Discussion and consideration regarding 2016 Alley and Parking Lot Improvements. The

Project involves Alley Improvements between Main Street and Lake Street, between 9th and 8th Avenues, 6th and 5th Avenues and 5th and 4th Avenues - Pay Estimate No. 1. Triggi Construction Inc. of West Chicago has begun construction on the referenced project. Funds payable out of St. Charles TIF Escrow No. 4.

1) Current Technologies Corporation Agreement, with a cover memo from Klein, Thorpe and Jenkins, Ltd. dated August 3, 2016.

B. Collective negotiating matters between the Village and its employees or their representatives, pursuant to 5 ILCS 120/2(c)(2))

C. The appointment, employment, compensation, discipline, performance or dismissal of a specific employee or legal counsel (5 ILCS 120/2(c)(1)).

1) Village Manager Annual Review Continued with discussion of Village Board's 2016/2017 Goals and Objectives.
