Forest Park Council green-lights stop signs at Circle-Adams intersection

At a recent meeting, the Forest Park City Council discussed plans to install four-way stop signs at the intersection of Circle and Adams.

Below are the minutes from this meeting, as provided by the council.

THE REGULAR MEETING OF THE COUNCIL OF THE

VILLAGE OF FOREST PARK, COOK COUNTY, ILLINOIS

HELD ON MONDAY EVENING JUNE 27, 2016

Mayor Calderone led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Byrnes, Mannix, Novak, Entler and Mayor Calderone answered the Roll Call.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Mannix and seconded by Commissioner Novak that the minutes from the June 13, 2016, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof and found same to be correct.

ROLL CALL:

AYES: Commissioners Byrnes, Mannix, Novak and Mayor Calderone

NAYS: None

ABSTAIN: Commissioner Entler

The motion carried.

It was moved by Commissioner Mannix and seconded by Commissioner Byrnes that the minutes from the June 13, 2016, Closed Session Meeting of the Village Council be approved without reading as each member has received a copy thereof and found same to be correct.

and Mayor Calderone

NAYS: None

ABSTAIN: Commissioner Entler

The motion carried.

PUBLIC COMMENT

MS. Amber Ladeira spoke in promotion of Empowering Gardens, a local 501c3 organization, focused on providing individuals with varying disabilities meaningful, long-term career oriented opportunities.

They are holding an event on July 16th from 5-9 p.m. at 7730 W. Madison. The Art and Wine in the Garden event will have live music, wine tasting and art for sale.

Mr. Ralph DiFebo spoke about an information-sharing forum on the Economics of Building a Park at Altenheim. There will be three separate forums with a 30 minute presentation followed by Q & A.

They will be: July 14th at 7:00 at Chalk, 7414 W. Madison, July 18th at 7:00 at Brown Cow, 7347 W. Madison, and July 20th at 7:00 at Amy’s Winehouse, 7235 W. Roosevelt. All are welcome.

COMMUNICATIONS:

Mr. Peter Herdeg of the Harlem Maenner-und Damenchor expressed his appreciation to the village officials and staff for their support of the group’s German Fest, which was held on June 10 and 11th.

DEPARTMENT REPORTS:

None

APPROVAL OF BILLS:

It was moved by Commissioner Mannix and seconded by Commissioner Byrnes that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $610,402.48.

NEW BUSINESS:

It was moved by Commissioner Mannix and seconded by Commissioner Byrnes that the Resolution authorizing the execution of a consulting agreement between Houseal Lavigne Associates and the Village of Forest Park be adopted.

The motion carried unanimously. It was moved by Commissioner Mannix and seconded by Commissioner Byrnes that the Resolution authorizing the waiver of the IMRF Hiring Freeze for IMRF employees regarding the hiring of a full-time Director of Public Health and Safety be adopted.

There was a joint motion of the Council to appoint Robert McDermott to the position of Fire Chief effective July 1, 2016.

The motion carried unanimously and Mayor Calderone administered the official oath of office to Chief McDermott.

There was a joint motion of the Council to appoint Steve Glinke to the full-time position of Director of Public Health and Safety effective July 1, 2016.

ABSENT: None

The motion carried unanimously Mayor Calderone introduced and administered the official oath of office to Police Officer Candidate Jesus Arroyo.

A discussion ensued regarding the Safety and Traffic Commission’s recommendation to install a 4-way stop sign at the intersection of Circle and Adams. There was majority consensus to approve the recommendation and the village attorney was instructed to draft the appropriate amendment to the village code, if necessary.

It was moved by Commissioner Mannix and seconded by Commissioner Byrnes to ratify the Mayor’s signature on the following agreements associated with events managed by the Community Center:

• McCormick & Schmick’s Skokie

• Paramount Theatre Group (2 agreements)

ADMINISTRATOR’S REPORT:

Mr. Gillian reported that he will take care of the tree trimming that needs to be done at the intersection of Circle and Adams and requested direction to order a solar flashing stop sign for this intersection. There were no objections and approval was given. Mr. Gillian stated he will order the signs.

COMMISSIONER’S REPORTS:

Commissioner Mannix reported that the Forest Park Rotary Club is holding a Dodgeball Tournament on August 13th at the Park district. More information can be found at FPDodge.com. All proceeds will be donated to charity.

Commissioner Novak commended staff on their work on the Madison Street project that should be coming to an end soon.

It was moved by Commissioner Mannix and seconded by RECESS INTO CLOSED SESSION Commissioner Byrnes to recess into closed session for AT 7:53 P.M. deliberations concerning salary schedules for one or more classes of municipal employees

It was moved by Commissioner Mannix and seconded by O-11-16 Commissioner Byrnes that the Ordinance fixing the salaries for ANNUAL SALARY the Officials and Employees of the Village of Forest Park from and ORDINANCE after May 1, 2016, be adopted. APPROVED

The motion carried unanimously

ADJOURNMENT

There being no further business to be addressed, Commissioner Mannix moved and Commissioner Byrnes seconded to adjourn the meeting. The motion carried unanimously.

Mayor Calderone declared the meeting adjourned at 8:15 P.M.
