City of Northlake City Council met Sept. 15

Here are the minutes provided by the council:

Mayor Sherwin called for the roll.

ROLL CALL:

PRESENT: ALDERMAN STRAUBE

ALDERMAN FELDMANN

PRESENT VIA CONFERENCE BRIDGE: ALDERMAN CONTRERAS

Alderman Patti made a motion to approve Alderman Contreras participating in the meeting via conference bridge; seconded by Alderman Urbina. Mayor Sherwin called for a voice vote.

All were in favor. The motion carried.

Mayor Sherwin presented the minutes of the city council meeting held on August 18, 2025.

Alderman Patti made a motion to accept the minutes of the city council meeting held on August 18, 2025; seconded by Alderman Sosa. Mayor Sherwin asked if there were any additions or corrections. An error in the roll call was noted. Mayor Sherwin called for a voice vote. Alderman Feldmann abstained. All were in favor.

MOTION TO ACCEPT THE MINUTES OF THE CITY COUNCIL MEETING HELD ON AUGUST 18, 2025 CARRIED

Alderman Patti made a motion to accept the Warrants and Vouchers; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

JOHNSON, URBINA, GROCHOWSKI AND PATTI

NAYS: NONE

MOTION TO ACCEPT THE WARRANTS AND VOUCHERS CARRIED

Mayor Sherwin stated the next City Council meeting will be on October 6, 2025; the aldermen were reminded to let Liz know if they were planning to attend the WCMC dinner meeting in Rosemont on October 24; an Ordinance for e-bikes will be discussed at the next meeting; and the city is working on options for scanning old city documents perhaps in corroboration with the library.

Alderman Patti made a motion to approve the Engineer’s Recommendation to accept the bid from Chicagoland Paving Contractors, Inc. in the amount of $200,000.00 for 332 E. North Avenue Parking Lot Improvement Project; seconded by Alderman Contreras. Mayor Sherwin called for the roll.

NAYS: NONE

MOTION TO APPROVE THE ENGINEER’S RECOMMENDATION TO ACCEPT THE BID FROM CHICAGOLAND PAVING CONTRACTORS, INC. IN THE AMOUNT OF $200,000.00 FOR 332 E. NORTH AVENUE PARKING LOT IMPROVEMENT PROJECT CARRIED

Alderman Patti made a motion to approve Resolution R-16-2025; A Resolution Authorizing an Application for the Open Space Land Acquisition & Development Program (OSLAD) for the Ful-Roy Park Phase II Development Project, Cook County, Illinois; seconded by Alderman Grochowski. Mayor Sherwin called for the roll.

ROLL CALL: ALDERMEN STRAUBE, FELDMANN, CONTRERAS, SOSA, JOHNSON, URBINA, GROCHOWSKI AND PATTI

NAYS: NONE

MOTION TO APPROVE RESOLUTION R-16-2025; A RESOLUTION AUTHORIZING AN APPLICATION FOR THE OPEN SPACE LAND ACQUISITION & DEVELOPMENT PROGRAM (OSLAD) FOR THE FUL-ROY PARK PHASE II DEVELOPMENT PROJECT, COOK COUNTY, ILLINOIS CARRIED

Mayor Sherwin opened a discussion regarding the Bike Route. Alderman Feldmann made a motion to approve a certain bike route and street markings to be placed on said streets; seconded by Alderman Urbina. Mayor Sherwin called for the roll.

ROLL CALL: ALDERMEN FELDMANN, CONTRERAS, SOSA, JOHNSON, AND URBINA

NAYS: ALDERMEN STRAUBE, GROCHOWSKI AND PATTI

MOTION TO APPROVE A CERTAIN BIKE ROUTE AND STREET MARKINGS TO BE PLACED ON SAID STREETS CARRIED

Mayor Sherwin opened a discussion regarding the Branch Pick Up Program. Alderman Grochowski made a motion to place a limit of 6-inch diameter and 8 feet length, and other regulations, on the size of branches placed at resident’s curbs for the Branch Pick Up Program; seconded by Alderman Patti. Mayor Sherwin called for the roll.

ROLL CALL: ALDERMEN STRAUBE, FELDMANN, CONTRERAS, SOSA, JOHNSON, URBINA, GROCHOWSKI AND PATTI

NAYS: NONE

MOTION TO PLACE A LIMIT OF 6-INCH DIAMETER AND 8 FEET LENGTH, AND OTHER REGULATIONS ON THE SIZE OF BRANCHES PLACED AT RESIDENT’S CURBS FOR THE BRANCH PICK UP PROGRAM CARRIED

Alderman Patti made a motion to refer to the City of Northlake Zoning Board of Appeals and Plan Commission a special use permit in an I-1 Limited Industrial District at 80 W. Lake St.; seconded by Alderman Straube. Mayor Sherwin called for the roll.

ROLL CALL: ALDERMEN STRAUBE, FELDMANN, CONTRERAS, SOSA, JOHNSON, URBINA, GROCHOWSKI AND PATTI

NAYS: NONE

MOTION TO REFER TO THE CITY OF NORTHLAKE ZONING BOARD OF APPEALS AND PLAN COMMISSION A SPECIAL USE PERMIT IN AN I-1 LIMITED INDUSTRIAL DISTRICT AT 80 W. LAKE ST. CARRIED

A resident came forward to comment on recent flooding/pump issues on Medill.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.

MOTION TO ADJOURN CARRIED
