Village of Forest Park Village Council met July 14

Here are the minutes provided by the council:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Nero, Melin-Rogovin, Voogd and Mayor Hoskins answered the Roll Call.

Commissioner Maxham was absent.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Nero and seconded by Commissioner Melin-Rogovin that the minutes from the June 23, 2025, Regular meeting of the Council be approved.

ROLL CALL:

AYES: Commissioners Nero, Melin-Rogovin and Mayor Hoskins

ABSTAIN: Commissioner Voogd

ABSENT: Commissioner Maxham

The motion carried.

It was moved by Commissioner Nero and seconded by Commissioner Melin-Rogovin that the minutes from the July 8, 2025, Closed Session meeting of the Council be approved.

NAYES: None

ABSENT: Commissioner Maxham

The motion carried.

PUBLIC COMMENT

Kristin Lyons thanked the streets department workers for helping shut down the block for the Stoop Session last week. Ms. Lyons suggested that the village consider closing down the block for future stoop sessions, for safety reasons. Ms. Lyons further thanked the village for the use of 7410 Madison space for the Historical Society’s Garden Walk.

DEPARTMENT REPORTS:

The Fire Department submitted its May and June, 2025 reports.

APPROVAL OF BILLS:

R-62-25

RESOLUTION FOR THE PAYMENT OF BILLS IN THE AMOUNT OF $1,094,884.49

APPROVED

It was moved by Commissioner Nero and seconded by Commissioner Melin-Rogovin that the Resolution for the payment of bills be adopted. The bills totaled $1,094,884.49.

RESOLUTION APPROVING PAY REQUEST #2 TO J. NARDULLI CONSTRUCTION CO.

APPROVED

It was moved by Commissioner Melin-Rogovin and seconded by Commissioner Voogd that the Resolution approving Pay Request #2 for the 2025 Green Alley Improvements Project from J. Nardulli Construction Company be adopted.

RESOLUTION APPROVING PAY REQUEST #4 TO JOEL KENNEDY CONSTRUCTION

APPROVED

It was moved by Commissioner Melin-Rogovin and seconded by Commissioner Voogd that the Resolution approving Pay Request #4 (FINAL) for the 2024 Lead Service Replacement – Stage 1 Project to Joel Kennedy Construction Corp. be adopted.

ABSENT: Commissioner Maxham

RESOLUTION APPROVING AGREEMENT WITH SMITH ARCHITECTURE

APPROVED

It was moved by Commissioner Voogd and seconded by Commissioner Melin-Rogovin that the Resolution authorizing the execution of a Professional Architectural Services Agreement for the Forest Park Fire Station Renovation by and between the Village of Forest Park and Smith Architecture, Ltd. be adopted.

NAYES: None

ABSENT: Commissioner Maxham

RESOLUTION APPROVING CANOPY-TREE PLANTING GRANT AGREEMENT

APPROVED

It was moved by Commissioner Voogd and seconded by Commissioner Melin-Rogovin that the Resolution authorizing the acceptance of an Illinois Community Canopy-Tree Planting Partnership Grant in the amount of $4,845.00 be adopted.

NAYES: None

ABSENT: Commissioner Maxham

SAMANTHA ABERNETH AND MARC LINNE APPOINTED TO ENVIRONMENTAL CONTROL COMMISSION KATE LINNE APPOINTED TO RECREATION BOARD

It was moved by Commissioner Melin-Rogovin and seconded by Commissioner Voogd to appoint Ms. Samantha Aberneth and Mr. Marc Linne to the Environmental Control Commission (both expiring 05/01/2029) and Ms. Kate Linne to the Recreation Board (expiring May 1, 2030).

AYES: Commissioners Nero, Melin-Rogovin, Voogd and Mayor Hoskins

NAYES: None

ABSENT: Commissioner Maxham

The motion carried.

ADMINISTRATOR’S REPORT:

Administrator Entler reported that the Armed Forces building on Roosevelt Road is now occupied by the Illinois National Guard. The administrator is seeking to schedule a tour for both the Police and Fire Departments so they will be aware of the layout. In addition, you may notice increased truck traffic on Roosevelt Road as two bulk mail centers recently closed and have been consolidated with the Bulk Mail Center on Roosevelt. The Fire Department is seeking a tour of the facility and the expansion space. We are expecting the proposal to complete the Community Center renovations (due to the flood in May) next week. The award will likely be on the agenda at the July 28, 2025, meeting. Last, the administrator reported that the final budget meeting will be held on July 28, 2025 at 4:00 p.m.

COMMISSIONER’S REPORTS:

Commissioner Melin Rogovin reported that Cast Water Safety is celebrating 1,000 scholarships in their efforts to help save lives. The commissioner thanked all those who coordinated and planned the 4th of July celebration at the Park District. Last, the commissioner reported that she volunteered at the Garden Walk last weekend and received feedback from surrounding communities complementing the efforts of the Historical Society.

Commissioner Voogd expressed her thanks to all of the village departments and employees who have been working outside in the high temperatures and extreme weather conditions. The commissioner commented on the wonderful fireworks and how nice it was for all of the departments and village entities working so well together. Last, thanks were expressed to the Historical Society and the homeowners who made the Garden Walk possible.

Mayor Hoskins reported that he attended the Proviso West Alumni Picnic and met a lot of parents and experienced much community involvement, which was appreciated.

There being no further business to be addressed, Commissioner Nero moved, and Commissioner Melin-Rogovin seconded to adjourn. The motion carried.

Mayor Hoskins declared the meeting adjourned at 7:23 P.M.
