5.Public Comments - Respect for the duties of the Village Board and for the democratic process will be adhered to – in this regard, civility and a sense of decorum will be strictly followed. All speakers must address their comments to the Board. Comments that are personally condescending will not be permitted. Please use the microphone when speaking as the proceedings are being recorded. Please state your name before commenting. While not required, it may be helpful to the Village Board for citizens to state if they are a resident of the Village. In order to give as many visitors as possible an opportunity to speak and in the interest of adjourning the meeting by 9:00 p.m., all comments under Public Comments are limited to three (3) minutes and each speaker will only be permitted to speak once, unless further time is granted by the Village Board.

6.A. Motion approving the Record of Bills ending Tuesday, July 8, 2025, in the not-to-exceed amount of $2,083,584.13.

6.B. Motion approving Ordinance 2025-2356 - An Ordinance amending Title 3 ("Revenue and Finance") of the Westchester Municipal Code related to the implementation of a Municipal Grocery Retailers' Occupation Tax and a Municipal Grocery Service Occupation Tax.

7.A. Motion to approve Ordinance 2025-2357 - An Ordinance authorizing an amendment to the annual budget of the Village of Westchester for the fiscal year commencing on May 1, 2025, and ending April 30, 2026, related to emergency sump pump repairs at the Mayfair Avenue retention pond.
