14. Explanation of Omnibus Voting Procedure

The Illinois State Statutes allow a municipality to collectively vote on a group of ordinances, resolutions, and other motions, such as awards of contract, appointments, etc. This is known as an omnibus vote. All the items contained on the omnibus vote list have been previously discussed by the President and Board of Trustees on at least one occasion, and often on several occasions. By placing them on the omnibus vote list, a single vote may be taken to approve them. A Trustee may remove any item from the list and have it discussed and voted on separately, prior to the omnibus vote. Is there any such request?

15. Consideration of an Omnibus Vote

A. A motion to approve the February 10, 2025 President and Board of Trustees meeting minutes as read.

B. A motion to approve and authorize the Public Water Supply Program (PWSLP) Lead Service Line Replacement (LSLR) projects Funding Nomination Form for loan assistance with the Illinois Environmental Protection Agency (IEPA) for the purposes of requesting funding for Phase 2 design, construction, and construction engineering for the replacement of 45 lead service lines for CY25-26 (July 1, 2025 through June 30, 2026 fiscal year).

C. Ordinance No. 25-3248

An Ordinance approving an updated version of the Village of Western Springs Official Zoning Map pursuant to sections 11-12-6, 11-12-7 and 11-13-19 of the Illinois Municipal Code (65 ILCS 5/11-12-6, 11-12-7 and 11-13-19) and section 10-5-3 (Zoning Map) of the Western Springs Municipal Code.

D. Resolution No. 25-2884

A Resolution approving and authorizing the execution of a Sixth Addendum to the Market License Agreement between the Village of Western Springs and Bensidoun USA, Inc. relative to operation of a French Market in the Village (Extended Term: February 24, 2025 to December 31, 2027).

E. Resolution No. 25-2885

A Resolution approving public sidewalk easement and public utility easement agreements and related plats of sidewalk easements and public utility easements for Lots 274, 276, 222 and 275 of Unit 1 and Lot 223 of Unit 2 within the Timber Trails subdivision.

F. Resolution No. 25-2886

A motion to approve and authorize the appropriation of the sum of $155,000 of Motor Fuel Tax Funds for the sidewalk replacement program and purchase of roadway salt – MFT Resolution Form BLR 14220.

G. Resolution No. 25-2887

A Resolution approving and authorizing a vendor contract with Air Comfort, LLC of Broadview, Illinois as the lowest qualified responsive bidder for the 2025 Village Hall HVAC controls replacement project, and authorizing the expenditure of Village funds to pay for the project in an amount not to exceed $88,750.00.

H. Resolution No. 25-2887

A Resolution accepting project base bid and authorizing the approval and execution of the Local Public Agency formal contract for 2025 flooring replacement contract to be entered into between the Village of Western Springs and NPN Flooring of Brookfield, Illinois, and authorizing the expenditure of Village funds to pay for the project in the amount of $50,000.

Ordinance No. 25-3247

An Ordinance authorizing the issuance by the Village of Western Springs, Cook County, Illinois, of its General Obligation Bonds (Alternate Revenue Source) (said bonds being general obligation bonds for which real property taxes, unlimited as to rate or amount, may be levied, but which are expected to be paid from the Village’s stormwater utility fee) in an aggregate principal amount not to exceed $9,500,000 for the purpose of paying the costs of improving the Village’s stormwater system to alleviate flooding in the Village.
