14. Explanation of Omnibus Voting Procedure

The Illinois State Statutes allow a municipality to collectively vote on a group of ordinances, resolutions, and other motions, such as awards of contract, appointments, etc. This is known as an omnibus vote. All the items contained on the omnibus vote list have been previously discussed by the President and Board of Trustees on at least one occasion, and often on several occasions. By placing them on the omnibus vote list, a single vote may be taken to approve them. A Trustee may remove any item from the list and have it discussed and voted on separately, prior to the omnibus vote. Is there any such request?

15. Consideration of an Omnibus Vote

A. A motion to approve the meeting minutes from the November 11, 2024 Board of Trustees meeting and the November 11, 2024 Board of Local Improvements meeting as read.

B. A motion to approve the Temporary Use Permit for an Outdoor Liquor Café for applicant Harris Scott Hospitality d/b/a Davanti Enoteca (private property only) in a private walkway and certain parking spaces at 800 Hillgrove Avenue.

C. Ordinance No. 24-3232

An Ordinance amending Ordinance No. 13-2708 relative to a Class "H" (Outdoor Liquor Café) liquor license issued to the Harris Scott Hospitality Group d/b/a Davanti Enoteca for the operation of an outdoor liquor café located in the private walkway and public parking lot adjacent to the 800 Hillgrove Avenue building located at 800 Hillgrove Avenue, Western Springs, Illinois to authorize an amended outdoor liquor café site plan to allow for a maximum patron seating capacity of 68 seats and a maximum of 20 tables within the outdoor liquor café and a noise policy for the continued operation of the outdoor liquor café.

D. Resolution No. 24-2855

A Resolution approving and authorizing of the waiver of the competitive bidding process, and approving and authorizing the execution of an agreement between the Village of Western Springs and Lakeshore Recycling Systems, LLC for the collection and removal of solid waste and other materials (Five Year Term: January 1, 2025 through December 31, 2029).

E. Ordinance No. 24-3233

An Ordinance providing for and requiring the submission of a proposition of issuing not to exceed $45,000,000 of general obligation bonds for the purpose of constructing, repairing and maintaining the Village’s infrastructure to the voters of the Village of Western Springs, Cook County, Illinois at the consolidated election to be held on April 1, 2025.

F. Ordinance No. 24-3228

An Ordinance approving a budget amendment and transfers over $10,000.00 to the fiscal year 2024 operating budget in the General Fund to the Capital Improvement Fund and the Special Purpose Reserve Fund.

An Ordinance approving budget amendments / transfer over $10,000.00 to the fiscal year 2024 operating budget in the General Fund, Roadway Construction Fund, the Water and Sewer Fund, and the Burlington Northern Fund.

A Resolution authorizing the approval of the December 1, 2024 TIF incentive rebate payment to Hawthorn 45, LLC and the transfer of TIF funds into the Downtown South TIF Incentive Fund for the benefit of the Western Springs Downtown South TIF District.

I. Ordinance No. 24-3223

An Ordinance of the Board of Trustees of the Village of Western Springs, Cook County, Illinois providing for the levy, assessment and collection of taxes on property within the Village of Western Springs, Cook County, Illinois for the fiscal year beginning January 1, 2025 and ending December 31, 2025 (2024 property tax levy).

J. Ordinance No. 24-3224

An Ordinance abating the tax heretofore levied for the tax year 2024 to pay the principal of and interest on $3,000,000 General Obligation Bonds (alternate revenue source), series 2015a of the Village of Western Springs, Cook County, Illinois.

M. Ordinance No. 24-3227

An Ordinance approving the Village of Western Springs fiscal year 2025 annual budget (beginning January 1, 2025, and ending December 31, 2025).

N. Resolution No. 24-2861

A Resolution approving and authorizing the execution of Amendment #1 and Amendment #2 to the professional services agreement between the Village of Western Springs and HR Green, Inc. for Phase II design services for the Phase 1 lead service line replacement project.
