Village of Forest Park Public Library Board met Nov. 18

Here are the minutes provided by the board:

Opening of Meeting

A. Brooke Sievers called the meeting to order at 7:00 pm.

B. Roll call: Trustees present: Keary Bramwell, Celestia Leonard, James Pekoll, Bridgett Rummel, and Brooke Sievers. Staff present: Vicki Rakowski, Martha Sullivan, Deb Harris. Guests present: Sidney Marx, Lauterbach and Amen.

C. Bramwell made a motion to approve the agenda for the 11/18/2024, Board meeting, as submitted. Leonard seconded the motion and it carried.

D. Rummel made a motion to approve the 10/21/2024, Board meeting minutes, as submitted. Bramwell seconded the motion and it carried.

Reports

A. Lauterbach & Amen Presentation of the 2023-2024 Forest Park Public Library Audit Management Letter L&A Letter of Scope (SAS): net position increased $307,885, or 5.8 percent, from $5,264,475 to $5,572,360. A small portion of FPPL’s funds need to be insured. No communication issues between auditors and FPPL.

B. Director’s Report: The Library had several events in the community in October, including the casket races, Trunk or Treat, and our Book Club at PMSA. We are starting to see lots of good gains with our teen community. Programs were also strong this month, including an excellent Day of the Dead concert presented to 52 attendees. Staff have started this year's Cyber Security Training, and participated in some great professional development this month, including the ILA conference. In terms of completed and upcoming projects, we have received our ADA accessible self-check and catalog station furniture, and are nearly complete with our ADA Push Button installation on the lower level. The Sump Pumps have been replaced, and our new evaluation system will be kicking off in December.

C. Treasurer’s Report: Real Estate Tax received in October $32,085. About halfway through the budgeted spending, everything is on track.

D. Board Committee Reports: none

E. Trustee Reports: Leonard reported that her neighbor loved the Native American programs

F. Timeline and process for Director Evaluation in January: HR Source new forms, modeled on new staff evaluations, 360 format. Compiled anonymously from staff and will be made available for the trustees to review. 1-3 scores (pace). January executive session with HR Source to discuss evaluation.

G. Public Comment: none

New Business

A. Rummel made a motion to approve the payment of bills in the amount of $98,691.47. Leonard seconded the motion and it carried.

B. Bramwell made a motion to accept the 2024-2025 FPPL Financial Audit as submitted. Rummel seconded the motion and it carried.

C. Leonard made a motion to approve Resolution 024-04 Resolution Setting Forth Financial Requirements of the Forest Park Public Library for the Fiscal Year Beginning May 1, 2024 and Ending April 30, 2025, as submitted. Bramwell seconded the motion and it carried.

Executive Session

The Board of Library Trustees will meet in Executive Session under the exception of the Open Meetings Act ILCS Chapter 5, Act 120/2 (c ) Exceptions. “ A public body may hold closed meetings to consider the following subjects: Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.”
