MEMBERS PRESENT: Village President Michael Garvey, Village Clerk Brigid Weber, Trustee Edward Cote, Trustee Nicole Gilhooley, Trustee Kathryn Kaluzny, Trustee Kit Ketchmark, and Trustee Julie Narimatsu

MEMBERS ABSENT: Trustee Jennifer Hendricks

Discussion of Property Improvement Program Grant Request for 8869 Burlington Avenue

Community Development Director Libby Popovic introduces a request for a Property Improvement Program (PIP) by applicant Martin Lynch, owner of Irish Times, at 8869 Burlington Ave. Martin Lynch has painted the exterior of the building. The application was submitted after the work was completed. They are applying for a $4,990.00 PIP grant. Comments and questions are made by President Garvey, Trustee Gilhooley and Trustee Ketchmark.

Discussion of Approving Text Amendments to the Zoning Code Concerning Building Materials in Station Districts.

Community Development Director Libby Popovic introduces potential text amendments to the Zoning Code concerning building materials. In the existing code, certain building materials have been identified as being prohibited but are now commonly accepted. Staff requests permission from the Village Board to go to the PCC to petition for a text amendment to allow these materials. Wood, composite wood, and architectural finished fiber cement concrete panels and plank are to proposed for addition to the major materials list. Fiber cement board, wood lap siding and shingles (painted wood, engineered wood, and composite wood) are to be proposed for addition to the limited materials list. Staff requests the removal of the rain screen requirement as it is redundant as the IBC does not require it. Questions and comments were made by President Garvey, Trustee Kaluzny, and Trustee Gilhooley.

Review and Discussion of a Resolution Authorizing the Adoption of the Fiscal Year 2025 Annual Budget for the Village.

Finance Director Doug Cooper summarizes the 2024 fiscal performance and the 2025 Annual Budget. Additionally, Doug Cooper discusses the 2025 General Fund Budget and reviews the other funds. A recap of the General Fund from 2024 is discussed, including the transfers. The summary of the American Rescue Plan Act (ARPA) is discussed. The comparison of revenues to expenditures from the past six years, prior to transfers. Doug Cooper discusses all funds and the increase or decrease in expenditures in 2025. Comments and questions are made by President Garvey, Trustee Cote, and Trustee Gilhooley.
