Village of Western Springs Board of Trustees met Oct. 28

Here are the minutes provided by the board:

Call to Order, 7:00 pm

CALL TO ORDER

The meeting opened at 7:00 pm.

PLEDGE OF ALLEGIANCE

President Rudolph led the audience in the Pledge of Allegiance.

None.

OLD BUSINESS

Manager Baer introduced Jason Neumeyer from Polco to present the results of the National Community Survey. Mr. Nuemeyer presented the results via slide show and responded to questions. The survey results will be provided on the Village website with communication on social media and in Tower Topics. Communications Manager Cicek thanked participating residents and staff of the Village and Thomas Ford Memorial Library for their assistance to residents in completing their surveys. President Rudolph acknowledged the positive results and the areas that will be of focus for future community direction.

Trustee Tyrrell deferred to Deputy Manager Biernacki to discuss the recent and ongoing negotiations with LRS for our contract for next year. Deputy Manager Biernacki presented proposed terms and a fee agreement currently being discussed that will be considered at an upcoming meeting. Also, present was Bill Kenny from LRS who made a brief statement and answered Village Board questions.

NEW BUSINESS

1. Resolution no. 24-2845: approving and authorizing the execution of a third addendum to employment agreement to be entered into with Village Manager Ellen J. Baer (Trustee Tyrrell)

Trustee Chen seconded the motion.

The motion passed on a roll call vote.

Voting Aye: Trustees Avakian, Chen, Fink, Lewis, Tyrrell and President Rudolph

Voting Nay: None

Absent: Trustee Nawrocki

2. Motion to cancel the November 25, 2024 regular meeting of the president and board of trustees and change the November 11, 2024 workshop meeting of The President and Board of Trustees to a Combined Workshop and Special Meeting of the President and Board of Trustees. (Trustee Tyrrell)

Trustee Chen seconded the motion.

The motion passed on a roll call vote.

Voting Aye: Trustees Avakian, Chen, Fink, Lewis, Tyrrell and President Rudolph

Voting Nay: None

Absent: Trustee Nawrocki

EXPLANATION OF OMNIBUS VOTING PROCEDURE

Trustee Tyrrell indicated that item # 7 will be removed from the omnibus. There were no other changes to the omnibus vote list.

CONSIDERATION OF AN OMNIBUS VOTE

Trustee Tyrrell moved that the ordinances, resolutions and motions as contained on the meeting agenda for October 28, 2024, be adopted and/or approved under an omnibus vote.

Trustee Tyrrell read the omnibus in its entirety and motioned it be approved.

Trustee Chen seconded the motion.

The motion passed on a roll call vote.

Voting Aye: Trustees Avakian, Chen, Fink, Lewis, Tyrrell and President Rudolph

Voting Nay: None

Absent: Trustee Nawrocki

REPORTS

Finance Committee – Trustee Chen

Trustee Chen presented highlights from the financial reports for August and September 2024.

Trustee Chen moved and Trustee Avakian seconded, to accept the August and September 2024 financial reports as presented.

The motion passed on roll call vote.

Voting Aye: Trustees Avakian, Chen, Fink, Lewis and Tyrrell

Voting Nay: None

Absent: Trustee Nawrocki

President Rudolph thanked Manager Baer for her service, leadership and valuable contribution to the Village of Western Springs.

Manager Baer reminded residents of the ongoing Pumpkin Hunt taking place in the downtown businesses. Manager Baer indicated trick-or-treating hours will be from 3:00 – 8:00 p.m. on Halloween and that the Pumpkin Smash is taking place November 9, 2024 at St. John of the Cross parking lot from 9:00 a.m. to 12:00 p.m.

Village Attorney Jurusik

Attorney Jurusik and Director Mastandona indicated that a BOLI meeting will be held immediately before the November 11, 2024 President and Board of Trustees meeting.

The Regular Meeting adjourned at 7:38 pm.
