Village of Brookfield Village Board met July 22

MEMBERS PRESENT: Village President Michael Garvey, Village Clerk Brigid Weber, Trustee Edward Cote, Trustee Nicole Gilhooley, Trustee Jennifer Hendricks, and Trustee Kit Ketchmark

MEMBERS ABSENT: Trustee Kathryn Kaluzny and Trustee Julie Narimatsu

Discussion of Case 24-09 Request for a Special Use for a Massage Establishment at 9211 Broadway Avenue

Planning Division Manager Kate Portillo provides some background information on the history of this case, the building, business operations, and the business owners seeking special use. An addendum to the application proposed special condition of a special use would be payments to the Village in lieu of a sales tax on an annual payment schedule. The Village did not find this condition implemented in other municipal agreements with non-for-profit organizations or done by the Village in the past. The 2018 Comprehensive Plan was discussed.

On June 27, 2024, the Planning and Zoning Commission did not issue a favorable recommendation Comments and questions were made by President Garvey.

Discussion of Case 24-11 Request for a Special Use Permit for a Children's Playroom Indoor Assembly Use at 9037 Monroe Avenue

Planning Division Manager Kate Portillo provides some background information on the case. The property was purchased in May 2024 by Szewai Lee and Chris Watland. This property is in the C-3 District and a children's playroom is classified under indoor assembly which is a special use. Parking requirements are met. The business would take up three vacant units, will be open seven days a week, and it will not be a drop-off facility. On June 27, 2024, the Planning and Zoning Commission issued a unanimous favorable recommendation. The business aligns with the 2018 Comprehensive Plan.

Comments and questions were made by President Garvey and Trustees Gilhooley, Cote, and Hendricks.

Discussion of Case 24-10 Request for a Special Use Permit for Joint Off-Street Parking for the Blue Water Bar Located at 9016 W 31st Street

Planning Division Manager Kate Portillo provides some background information on the case. Blue Water Bar has been in business since 2001 and was purchased by John and Selene Scheuerman and assumed all operations in 2023. This case stems from a proposed expansion which triggered a review of the off-street parking requirements. Since the majority of parking is on the lot owned by the Brookfield Elks Lodge #1510 and no known ordinance that authorized shared parking, a special use permit was initiated. On June 27, 2024, the Planning and Zoning Commission issued a unanimous favorable recommendation. Comments and questions were made by President Garvey and Trustee Hendricks.

Discussion Regarding Creating an Arts/Artisan Products Business Liquor License Classification

Assistant Village Manager Stevie Ferrari provides some background information on the business and events it holds. Currently a business can only apply for six special event liquor licenses in a calendar year and Warm Wick hosts more than six candle making artisan classes. the business owner of Warm Wick, Yezenia Tejenda addresses the Village Board. Comments and questions were made by President Garvey and Trustees Ketchmark and Cote.

Consideration of an Ordinance Establishing Regulations Governing the Registration, Maintenance, Security and Monitoring of Vacant Commercial and Residential Properties.

Community Development Director Libby Popovic provides some updates from the July 8, 2024, Committee of the Whole meeting discussion on this topic such as ordinance implementation, specific requirements, and overall use of the regulation. Village Attorney Adam Durkin answers questions from the Village Board. Comments and questions were made by President Garvey and Trustees Ketchmark, Hendricks, Gilhooley, and Cote.
