Village of Forest Park Village Council met July 22

Here are the minutes provided by the council:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Maxham, Nero, Melin-Rogovin, Voogd and Mayor Hoskins answered the Roll Call.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Maxham and seconded by Commissioner Melin-Rogovin that the minutes from the July 8, 2024, Regular meeting of the Council be approved.

ROLL CALL:

AYES: Commissioners Maxham, Melin-Rogovin, Voogd and Mayor Hoskins

NAYES: None

ABSTAIN: Commissioner Nero

The motion carried.

It was moved by Commissioner Maxham and seconded by Commissioner Melin-Rogovin that the minutes from the July 8, 2024, Closed Session meeting of the Council be approved.

NAYES: None

ABSTAIN: Commissioner Nero

The motion carried.

It was moved by Commissioner Maxham and seconded by Commissioner Melin-Rogovin that the minutes from the July 11, 2024, Special meeting of the Council be approved.

It was moved by Commissioner Voogd and seconded by Commissioner Melin-Rogovin to amend the proposed minutes by adding “The Comprehensive Plan will likely go out to bid.” In the Public Health and Safety Section.

The motion carried unanimously. 

The clerk was instructed to call the roll call on the approval of the minutes from the July 11, 2024, Special meeting of the Council, as amended.

R-61-24 APPROVAL OF BILLS IN THE AMOUNT OF $564,603.75

APPROVED

It was moved by Commissioner Maxham and seconded by Commissioner Nero that the Resolution for the payment of bills be adopted. The bills totaled $564,603.75.

O-23-24 ANNUAL APPROPRIATION ORDINANCE

APPROVED

It was moved by Commissioner Maxham and seconded by Commissioner Nero that the Annual Appropriation Ordinance of the Village of Forest Park, Cook County, Illinois for the fiscal year beginning May 1, 2024 and ending April 30, 2025, be adopted.

R-62-24 RESOLUTION AWARDING 2024 SIDEWALK PROGRAM TO NARDULLI CONSTRUCTION

It was moved by Commissioner Melin-Rogovin and seconded by Commissioner Voogd that the Resolution authorizing the contract award for the 2024 Sidewalk Program to Nardulli Construction Company, Inc. be adopted.

R-63-24 RESOLUTION APPROVING ENGINEERING AGREEMENT FOR ROOSEVELT ROAD ISLANDS REMOVAL PROJECT

APPROVED

It was moved by Commissioner Melin-Rogovin and seconded by Commissioner Voogd that the Resolution to approve and authorize the execution of a Professional Engineering Services Proposal for construction engineering services for the Roosevelt Road Islands Landscaping Removal and Replacement Project by and between Christopher B. Burke Engineering, Ltd. and the Village of Forest Park be adopted.

R-64-24 RESOLUTION AWARDING ROOSEVELT ROAD ISLAND REMOVAL PROJECT TO TRIGGI CONSTRUCTION, INC.

It was moved by Commissioner Melin-Rogovin and seconded by Commissioner Voogd that the Resolution authorizing the contract award for the Roosevelt Road Islands Landscaping Removal Project to Triggi Construction, Inc. be adopted.

R-65-24 RESOLUTION AUTHORIZING PAY REQUEST FOR 2023 WATER MAIN PROJECT

APPROVED

It was moved by Commissioner Melin-Rogovin and seconded by Commissioner Voogd that the Resolution authorizing the execution of Pay Request #10 (FINAL) for the 2023 Water Main Project to Uno Construction Co., Inc. (Wilcox & Ferdinand) be adopted.

ADMINISTRATOR’S REPORT:

Administrator Entler expressed her gratitude to the Police, Fire and Public Works departments for their efforts cleaning up after the storms last Sunday and Monday, as well as for setting up the Groovin’ in the Grove in the midst of that clean up. The administrator further thanked Police Department staff for their handling of the outage due to the CrowdStrike issues which put our dispatch systems on backup.

COMMISSIONER’S REPORTS:

Commissioner Maxham thanked Community Center Director, Karen Dylewski and her staff for holding the Groovin’ in the Grove event last week. It was well attended. The commissioner reported that she is volunteering for Soup and Bread and the last event benefitted Sarah’s Inn in Forest Park. Commissioner Maxham thanked the Firefighters on duty for stopping by and especially Lindsay Hankus for providing salad. The Garden Walk was hosted by the Historical Society this last weekend, thanks to chair, Kristen Lyons. Thanks were offered to Commissioner Melin-Rogovin for hosting a fundraiser for the Community Center. The Park District 16” No Gloves Tournament is this week and they need volunteers. Last, the commissioner congratulated Tim Gillian and Kristen Lyons as they were sworn in as the President and Vice President of the Park District Board.

Commissioner Nero reported the following:

• Starbucks has been under construction for the last month. They’ve invested about $370,000 in the store, which will re-open on Wednesday.

• 7406 Madison Street has been purchased and will soon be opening a Butcher Shop

• Aldi on Harlem is under construction but has experienced some unexpected delays. Their November opening will likely be delayed.

• The Parkway Dispensary on Madison has passed their final inspections and they are currently advertising locally to hire employees for this location. Their opening date has not yet been announced.

• Casa Humilde is planning to open to the public the first week of August

Commissioner Melin-Rogovin commented on all the events happening this summer in Forest Park. There was a Bike Safety Carnival over the last weekend, which was popular. About 50 families attended the event, which had an obstacle course, safety training and distributed about 30 bike helmets. The commissioner thanked the businesses and staff who contributed as well as the contributions by the Library Staff and the Environmental Control Commission members.

Commissioner Voogd thanked the Public Works, Fire Department and Police Department staff for their efforts dealing with a lot of storm damage very quickly. The commissioner further reported that some members of the Recreation Board have moved, creating vacancies in the Board. Commissioner Voogd encouraged residents to contact her or the village website for information on how to volunteer.

There being no further business to be addressed, Commissioner Nero moved, and Commissioner

Maxham seconded to adjourn. The motion carried unanimously.

Mayor Hoskins declared the meeting adjourned at 7:20 P.M.
