Village presents comprehensive capital infrastructure plan

Village staff and members of the Baxter & Woodman Consulting Engineers team presented the final Capital Infrastructure Plan (CIP) at the February 12, 2024, Board Meeting. The CIP is a comprehensive review of all the Village’s infrastructure to estimate project costs, prioritize projects based on an engineering risk assessment, and provide the Village with tools for long-term planning. The study included various infrastructure components:

- Roadway

- Water Production/Distribution

- Sewer (Storm, Sanitary, Combined)

- Sidewalk/Pedestrian/Bike

- Municipal Properties

- Street Lighting

- Fiber Optic Network

The completed version of the CIP is available on the Village’s website at www.wsprings.com/capitalplan. It can also be accessed by scanning a QR code provided on related materials. The plan is viewable in most internet browsers.

The CIP features interactive elements that allow the public to zoom in and out of dynamic maps, search their address, and click on projects for detailed information. Educational videos, background information on the CIP, and a public process timeline are also available online. Users can look for a magnifying glass icon on any interactive map to search for specific addresses and view nearby data.

The CIP explains how the engineering-based risk assessment was conducted and presents risk scores for each infrastructure discipline. It provides a holistic view of these risk scores across various disciplines and overlays this data to identify projects that will best utilize public funds. A significant portion of the Village’s infrastructure has exceeded its intended lifespan; for instance, over 40% of water mains are older than 100 years.

The plan includes a “recommendations” section outlining projects rated in the highest 15% of risk scores, along with detailed construction scopes and cost estimates. These projects may change in size and scope depending on funding availability and construction impacts on the community.
