City of Countryside City Council met April 10

Here are the minutes provided by the council:

1. CALL TO ORDER –The meeting was called to order at 7:30 p.m. by Mayor Pro Tem Musillami.

Alderman Finn led the audience in the Pledge of Allegiance to the Flag.

Roll Call: City Clerk Kmet called the Roll of those physically present as follows:

Present: Mayor Pro Tem Musillami, Alderman Finn, Alderman Von Drasek, Alderman Benson, Alderman Frohlich, Alderman Mikolyzk, City Clerk Kmet, Treasurer Bolt

Also Present: City Administrator Paul, Police Chief Klimek, City Attorney Peck, Assistant City Administrator Schutter, City Engineer Fitzgerald, Deputy Clerk Cordova

Absent: Mayor McDermott

2. OMNIBUS AGENDA

a. Approval of the City Council Meeting Minutes of March 27, 2024.

b. Statement of Bills submitted for payment through April 10, 2024 in the amount of $434,190.49.

A motion was made by Alderman Finn, seconded by Alderman Von Drasek that this matter be APPROVED as presented; motion carried by the following vote:

 1. Consideration to hire Geno Smith for the position of Lead Water Plant Operator.

A motion was made by Alderman Frohlich, seconded by Alderman Von Drasek that this matter be APPROVED as presented; motion carried by the following vote:

Alderman Finn, Alderman Von Drasek, Alderman Mikolyzk

d. INFRASTRUCTURE COMMITTEE - Alderman Benson

1. Consideration of an Ordinance to amend Title 7 Chapter 5 Section 3 to Allow Leashed Dogs in City Park and Countryside Park. After multiple meetings of the Infrastructure Committee, they decided on a one-year trial to allow leashed dogs in City Park and CountrysidePark. Additional signage will be installed and dog walking stations with baggies and garbage cans. They will revisit this matter at the end of one year to address issues that may arise. The Ordinance will apply to those two parks only. Ms. Paul stated that there was a concern for Ideal Park with children around at various times; those are the only two parks involved. Eachoffence will carry a $250 fine; repeat offenders will be addressed at the Adjudication Hearing.

A motion was made by Alderman Mikolyzk, seconded by Alderman Frohlich that this matter be APPROVED as presented; motion carried by the following vote:

City Clerk Kmet declared that this will be known as ORDINANCE 24-09-O.

1. Consideration to Increase Golf Course Rates for the 2024 Season. Finance Director Schutter stated that there was no rate increase last year. Resident rates have been increasedalong with all other rates by $2 across the board.

A motion was made by Alderman Benson, seconded by Alderman Finn that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 6 Alderman Benson, Alderman Frohlich, Alderman Musillami,

Alderman Finn, Alderman Von Drasek, Alderman Mikolyzk

1. Consideration of awarding a contract for the 2024 Street Rehabilitation Project to Lindahl Brothers, who have completed several successful projects for the City. Their proposal came in $114K under engineer’s estimate or 11.9%. He recommends awarding the contract to Lindahl in the amount of $846,224.25.

A motion was made by Alderman Von Drasek, seconded by Alderman Benson that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 6 Alderman Benson, Alderman Frohlich, Alderman Musillami, Alderman Finn, Alderman Von Drasek, Alderman Mikolyzk

11. BUSINESS FROM THE CITY COUNCIL FOR DISCUSSION, CONSIDERATION AND, IF DETERMINED, ACTION UPON: none

12. MOVE TO EXECUTIVE SESSION

Mayor Pro Tem Musillami called for a motion to go into Executive Session for the purpose of discussing the purchase/sale of Real Estate under Section 2(c)(5) of the Open Meetings Act.

A motion was made by Alderman Von Drasek, seconded by Alderman Mikolyzk that this meeting be RECESSED; motion carried by the following vote:

Aye: 6 Alderman Musillami, Alderman Von Drasek, Alderman Finn,

Alderman Mikolyzk, Alderman Benson, Alderman Frohlich

The City Council returned to Open Session at 8:06 p.m. with the same members present.

A motion was made by Alderman Finn, seconded by Alderman Benson that this meeting be ADJOURNED; motion carried by the following vote:
