City of Countryside City Council met Jan. 10.

Here are the minutes provided by the council:

1. CALL TO ORDER –The meeting was called to order at 7:30 p.m. by Mayor McDermott. Alderman Musillami led the audience in the Pledge of Allegiance to the Flag.

Roll Call: City Clerk Kmet called the Roll of those physically present as follows:

Present: Mayor McDermott, Alderman Finn, Alderman Von Drasek, Alderman Benson, Alderman Mikolyzk, Alderman Frohlich, Alderman Musillami, City Clerk Kmet, Treasurer Bolt

Also Present: City Administrator Paul, Police Chief Klimek, City Attorney Peck, Assistant City Administrator Schutter, Deputy Clerk Saucedo, City Engineer Fitzgerald, Recording Secretary Prokop

2. OMNIBUS AGENDA

a. Approval of the City Council Meeting Minutes of December 13, 2023.

 b. Approval of the December 28, 2303 Special City Council Meeting Minutes.

 c. Statement of Bills submitted for payment through January 10, 2024 in the amount of $909,105.51.

A motion was made by Alderman Musillami, seconded by Alderman Finn that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 6 Alderman Musillami, Alderman Von Drasek, Alderman Finn, Alderman Mikolyzk, Alderman Benson, Alderman Frohlich

Nay: 0

3. COMMUNICATIONS FROM THE PUBLIC - none

4. MAYOR’S REPORT

a. Consideration of Appointment of Alderman John Finn and Alderman Tom Frohlich to the Flagg Creek Golf Course Advisory Board for Calendar Year 2024. Mayor McDermott thanked the entire City Staff for doing an excellent job - the City Clerk’s Office, the Police Department and the Public Works Department all are doing an outstanding job.

A motion was made by Alderman Mikolyzk, seconded by Alderman Benson that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 6 Alderman Musillami, Alderman Von Drasek, Alderman Finn, Alderman Mikolyzk, Alderman Benson, Alderman Frohlich

Nay: 0

5. CITY CLERK’S REPORT - no report

6. TREASURER’S REPORT – no report

7. COMMITTEE AND COMMISSION REPORTS FOR DISCUSSION, CONSIDERATION AND, IF SO DETERMINED ACTION UPON:

a. ECONOMIC DEVELOPMENT – no report

b. FINANCE COMMITTEE – no report

c. HUMAN RESOURCES COMMITTEE – no report

d. INFRASTRUCTURE COMMITTEE - no report

e. PLAN COMMISSION/ZONING BOARD OF APPEALS - no report

f. SPECIAL EVENTS COMMITTEE

a. FYI – A Committee meeting was held earlier this evening to discuss Concerts in the Park.

Dates were set for The Blues Fest; the committee decided to have the Christmas Party at the same location. Winterfest is coming up this Saturday; we will have winter!

g. SUSTAINABILITY COMMITTEE - no report

h. FLAGG CREEK ADVISORY BOARD – no report

8. LEGAL REPORT

a. City Attorney Peck sought consideration of an Ordinance Amending the Current Ground Water Ordinance with an Additional Map site. This is the same Ordinance prohibiting the use of ground water as a potable water supply. The original map was with regard to the Salem Square site; the additional map includes the location of the old Public Works site.

A motion was made by Alderman Benson, seconded by Alderman Musillami that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 6 Alderman Musillami, Alderman Von Drasek, Alderman Finn, Alderman Mikolyzk, Alderman Benson, Alderman Frohlich

Nay: 0

City Clerk Kmet declared that this will be known as ORDINANCE 24-01-O.

9. CITY ADMINISTRATOR’S REPORT – no report

10. STAFF REPORTS

a. Police Chief Klimek

FYI – The Citizen’s Police Academy class will begin in February; interested citizens should inquire at the Police Department for more information. It has been several years since the last class was held.

 b. City Engineer Fitzgerald

1. Consideration of Engineer’s Payment Estimate #1 and final in the amount of $47,382.50 to M & J Asphalt Paving Company, Inc. of Cicero, IL for the 2023 Utility Patching Project. They completed the necessary repairs in December.

A motion was made by Alderman Von Drasek, seconded by Alderman Finn that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 6 Alderman Musillami, Alderman Von Drasek, Alderman Finn, Alderman Mikolyzk, Alderman Benson, Alderman Frohlich

Nay: 0

11. BUSINESS FROM THE CITY COUNCIL FOR DISCUSSION, CONSIDERATION AND, IF DETERMINED, ACTION UPON: none

12. ADJOURNMENT

A motion was made by Alderman Benson, seconded by Alderman Von Drasek that this meeting be ADJOURNED; motion carried by the following vote:

Aye: 6 Alderman Musillami, Alderman Von Drasek, Alderman Finn, Alderman Mikolyzk, Alderman Benson, Alderman Frohlich

Nay: 0

Mayor McDermott declared the meeting adjourned at 7:39 p.m.
