City of Countryside City Council met Oct. 25.

1. CALL TO ORDER –The meeting was called to order at 7:30 p.m. by Mayor McDermott. Alderman Benson led the audience in the Pledge of Allegiance to the Flag.
Roll Call: City Clerk Kmet called the Roll of those physically present as follows:

2. OMNIBUS AGENDA
a. Approval of the City Council Meeting Minutes of October 11, 2023.
b. Statement of Bills submitted for payment through October 25, 2023 in the amount of $963,868.96.

3. COMMUNICATIONS FROM THE PUBLIC
a. Rosemary Dostal, 9521 W. 56 St. received a violation notice re: tree removal on her property at 5750 LaGrange Road on the complaint of a resident. She did have three trees cut down last year for the same resident per the City’s tree removal Ordinance. Photos of the pertinent trees were provided. Mrs. Dostal has also taken photographs purportedly showing other parcels in Countryside where trees are in need of removal, i.e. 5600 block of Kensington, 5888 Longview, also 5754, 6551 – 61st St. The trees on her land are not endangering people or property since they are in the middle of her parcel. She asked both Alderman to help her resolve the issue if tree removal is forced upon her. She provided photographs to the Deputy Clerk. She also asked why the old City Hall property is not being advertised to other brokers to find prospective buyers. Mayor McDermott thanked her for her comments.
4. MAYOR’S REPORT
a. In partnership with the Lyons Township Assessor, the City is co-sponsoring an event to provide residents a chance to appeal their Triennial Assessment Notice. Please bring the Notice with you on Wednesday, November 8, to the Hodgkins Village Hall. Staff from the Assessor’s Office will answer questions and assist residents in preparing to appeal their property tax.

a. City Attorney Hess sought consideration of a Third Extension Request for an Approved Preliminary/Final Plat of Resubdivision at 5550 East Avenue – Luka Travel Center 1, LLC. The request for a six-month extension would extend it to April 27, 2024. The PC/ZBA has recommended granting the extension at the discretion of City Council. Mayor McDermott stated that this extension is giving the developer additional time to provide the City with the final vendors for the Redevelopment project. The City received a phone call stating that they have a Letter of Intent from Tangled Roots Brewing Co., which will be a nice addition to the development; work is progressing.

1. Assistant City Administrator Schutter sought consideration of awarding a Contract to the Lowest Responsible Bidder for the 2023 Utility Patching Project. Typically this project is done in conjunction with the annual repaving program. Since the Sunset Avenue Water Main was done the repaving program got pushed out. Supt. Serna and the City Engineer determined that this work should be done now. M&J Asphalt Paving Co. was the low bidder at $71,971.50.
A motion was made by Alderman Finn, seconded by Alderman Frohlich that this matter be APPROVED as presented; motion carried by the following vote:
