Village of Western Springs Public Health and Safety Committee met Sept. 6

Chair Lewis, Member Chen, Director Kelly, Director Gilhooley, Deputy Chief Jasutis and Public Safety Analyst Freeman.
Chair Lewis moved to open committee meeting, seconded by Member Chen. The motion passed on a roll call vote. Voting aye: Chair Lewis and Member Chen. The Public Health and Safety Committee meeting was called to order at 7:32 AM.
Agenda Items
1. Approval of Minutes (July 18, 2023): Chair Lewis moved, seconded by Member Chen, to approve the meeting minutes from July 18, 2023, as read. The motion passed on a roll call vote. Voting aye: Chair Lewis and Member Chen. Voting nay: None.
2. Public Comment: There was no public to comment.
3. Review: Director Gilhooley discussed the 2022 Western Springs Police Department Annual Report. A copy of the report was given to everyone in attendance. Director Kelly gave a brief update on the 2024 budget process. He advised they are requesting a second thirty-hour per week employee. They are also looking to replace a SUV because their current one meets the year/mile requirement for replacement. They also need to purchase eight (8) sets of fire gear to outfit all of their candidates/fire personnel. Director Gilhooley gave a brief update on the 2024 budget process. He advised that on January 1, 2025, all sworn personnel will be mandated to have body cameras. The police department is exploring various vendors including Axon. The approximate coast would be $29,050 for a fiveyear period. Director Gilhooley advised that the police department is exploring the purchase of License Plate Readers (LPR) cameras that would be strategically deployed throughout Western Springs to assist officers with solving crimes. The police department submitted a grant through the Attorney General’s Office for $60,000. Deputy Chief Jasutis stated the department needs four (4) new vehicles for the fleet. Three (3) for the Patrol Division and one (1) for the Investigations Division.
4. Fire Department Shared Rescue Equipment: Director Kelly advised that the Western Springs Fire Department is going to purchase and share equipment with the Hinsdale Fire Department. The equipment will be utilized for trench or below grade rescues. This is high risk, low occurrence type incidents. Both Western Springs Fire Department and Hinsdale Fire Department will respond to one another’s incidents and train together throughout the year.
5. Other Business: Director Kelly advised the Western Springs Fire Department will be hosting their Annual Pancake Breakfast on Sunday, September 10, 2023, from 7:00 AM until 1:00 PM. Director Gilhooley stated the police department is accepting applications for a Records Clerk. The would be a part-time position (15 hrs. per week).
6. Adjournment: Member Chen made a motion to adjourn, seconded by Chair Lewis. The motion was passed on a unanimous voice vote. The meeting was adjourned at 8:22 AM.
