1. CALL TO ORDER –The meeting was called to order at 7:30 p.m. by Mayor McDermott. Alderman Scott Musillami led the audience in the Pledge of Allegiance to the Flag.

Roll Call: City Clerk Kmet called the Roll of those physically present as follows: Present: Mayor McDermott, Alderman Finn, Alderman Von Drasek, Alderman Benson, Alderman Mikolyzk, Alderman Musillami, Alderman Frohlich, City Clerk Kmet, Treasurer Bolt 

Also Present: City Administrator Paul, Commander Stern, Deputy Chief Klimek, City Attorney Peck, Assistant City Administrator Peterson, City Engineer Fitzgerald 

2. OMNIBUS AGENDA  

a. Approval of the City Council Meeting Minutes of April 26, 2023. 

b. Statement of Bills submitted for payment through May 10, 2023 in the amount of $717,863.69. 

A motion was made by Alderman Musillami, seconded by Alderman Frohlich that this matter be APPROVED as presented; motion carried by the following vote:  

Aye: 6 Alderman Musillami, Alderman Von Drasek, Alderman Finn, Alderman Mikolyzk, Alderman Benson, Alderman Frohlich 

Nay: 0  

3. COMMUNICATIONS FROM THE PUBLIC - none  

4. ADMINISTER THE OATH OF OFFICE AND SWEARING IN NEWLY ELECTED OFFICIALS The Honorable Retired Circuit Court Judge Pat Rogers stated he is honored to swear in the newly-elected officials and City Council members in the City of Countryside. 

Judge Rogers administered the Oath of Office to Scott Musillami as Alderman of Ward 3 in the City of Countryside. The audience congratulated him on his election.  

Judge Rogers administered the Oath of Office to Thomas Mikolyzk as Alderman of Ward 2 in the City of Countryside. The audience congratulated him on his election.  

Judge Rogers administered the Oath of Office to Thomas Frohlich as Alderman of Ward 1 in the City of Countryside. The audience congratulated him on his election.  

Judge Rogers administered the Oath of Office to Elizabeth Kmet for the Office of City Clerk of the City of Countryside. The audience congratulated her on winning the election.  

Judge Rogers administered the Oath of Office to Courtney Bolt for the Office of Treasurer of the City of Countryside. The audience congratulated her on winning the election.  

Judge Rogers administered the Oath of Office to Sean R. McDermott for the Office of Mayor of the City of Countryside. The audience congratulated him on his election.

5. MAYOR’S REPORT

a. Mayor McDermott moved to appoint Paul Klimek as the Acting Interim Chief of Police until a permanent Chief is appointed at the May 24, 2023 meeting. 

A motion was made by Alderman Mikolyzk, seconded by Alderman Musillami that this matter be APPROVED as presented; motion carried by the following vote: 

Aye: 6 Alderman Musillami, Alderman Von Drasek, Alderman Finn, Alderman Mikolyzk, Alderman Benson, Alderman Frohlich 

Nay: 0  

b. Mayor McDermott sought consideration to appoint Denise Filan, Odelson & Sterk, recently retired Circuit Court Judge in Cook County, as Hearing Officer for the City of Countryside. 

A motion was made by Alderman Finn, seconded by Alderman Frohlich that this matter be APPROVED as presented; motion carried by the following vote: 

Aye: 6 Alderman Musillami, Alderman Von Drasek, Alderman Finn, Alderman Mikolyzk, Alderman Benson, Alderman Frohlich 

Nay: 0  

c. Mayor McDermott congratulated all the newly-elected Officials ; he is proud of the campaign they were all a part of; they should be proud of the work they did. He thanked all the residents who turned out to vote; a record may have been set. We are fortunate for living in a great Democracy. The Mayor thanked his wife and family for their support during the campaign. To all other spouses and family members, many thanks for their support. We have a great City; we look forward to working with every single City employee and Official. 

d. The Committee Appointments will be tabled to a later date. 

5. CITY CLERK’S REPORT  

a. Sharon Peterson, Assistant City Administrator – after 16 years Sharon is moving to another position as City Manager of the Village of Lake Barrington. We will miss her dearly; we thank her for all her service to the City of Countryside; she is a hard-working, dedicated and faithful worker. 

6. TREASURER’S REPORT – no report  

7. COMMITTEE AND COMMISSION REPORTS FOR DISCUSSION, CONSIDERATION AND, IF SO DETERMINED ACTION UPON:  

a. ECONOMIC DEVELOPMENT  

1. Consideration of a Third Amendment to a Redevelopment Agreement by and between the City of Countryside, Illinois and the Village of Hodgkins, Illinois and Plaza Operating Partners, LLC. This was discussed at the committee meeting held earlier this evening. 

A motion was made by Alderman Mikolyzk, seconded by Alderman Frohlich that this matter be APPROVED as presented; motion carried by the following vote: 

Aye: 6 Alderman Musillami, Alderman Von Drasek, Alderman Finn, Alderman Mikolyzk, Alderman Benson, Alderman Frohlich 

Nay: 0  

2. Alderman Von Drasek, Alderman Finn and every Aldermen expressed their profound admiration for Ms. Peterson; she will be sorely missed by everyone; she was a vital part of the City family. He thanked her for her many years of service to the City. They all wished her the best of luck in her new position. 

b. FINANCE COMMITTEE - no report  

c. HUMAN RESOURCES COMMITTEE – no report  

d. INFRASTRUCTURE COMMITTEE - no report  

Alderman Benson congratulated all the newly-elected officials on their victory; he looks forward to working with each one of them for another four years. 

e. PLAN COMMISSION/ZONING BOARD OF APPEALS - no report  

f. SPECIAL EVENTS COMMITTEE – no report  

g. SUSTAINABILITY COMMITTEE - no report  

h. FLAGG CREEK ADVISORY BOARD  

1. Alderman Frohlich sought consideration to trade-in six 2009 EZGO Golf Carts and purchase six new 2023 model year carts in the net amount of $53,850. 

A motion was made by Alderman Finn, seconded by Alderman Mikolyzk that this matter be APPROVED as presented; motion carried by the following vote: 

Aye: 6 Alderman Musillami, Alderman Von Drasek, Alderman Finn, Alderman Mikolyzk, Alderman Benson, Alderman Frohlich

 2. Consideration to purchase a Jacobsen Greens King IV Greens Mower from Burris Equipment in the amount of $42,775.00. 

A motion was made by Alderman Von Drasek, seconded Alderman Mikolyzk that this matter be APPROVED as presented; motion carried by the following vote:

 3. Consideration to purchase a 2024 Yamaha UMAX Deluxe Beverage Cart from Harris Golf Cars in the amount of $22,087.00. 

A motion was made by Alderman Musillami, seconded by Alderman Benson that this matter be APPROVED as presented; motion carried by the following vote: 

Aye: 6 Alderman Musillami, Alderman Von Drasek, Alderman Finn, Alderman Mikolyzk, Alderman Benson, Alderman Frohlich

8. LEGAL REPORT  

a. Attorney Peck sought consideration of a Settlement Agreement and General Release between the City of Countryside and Dewberry Architects, Inc. This matter refers to the soffit lighting on City Hall – lighting was insufficient for the needs and failed to work as expected. In order to avoid litigation, an Agreement was reached whereby Dewberry will pay the City $14,000 and supply 24 new lighting fixtures for the outside of City Hall. The City will be responsible for replacing the fixtures in the future.

A motion was made by Alderman Benson, seconded by Alderman Finn that this matter be APPROVED as presented; motion carried by the following vote:

9. CITY ADMINISTRATOR’S REPORT – no report  

10. STAFF REPORTS  

a. Interim Chief Klimek  

1. Deputy Chief Klimek sought consideration and approval to enter into a contract with Lexipol for Policy Management and Services. This will assist the PD in going with a paperless system and also assist with Policy Development via a team approach. 

A motion was made by Alderman Von Drasek, seconded by Alderman Musillami that this matter be APPROVED as presented; motion carried by the following vote: 

Aye: 6 Alderman Musillami, Alderman Von Drasek, Alderman Finn, Alderman Mikolyzk, Alderman Benson, Alderman Frohlich

b. Assistant City Administrator Peterson - thanked everyone for the past 16 years; it has been a great learning experience; she has worn many, many hats; it’s been good for her. She will miss everyone. She received a standing ovation. 

c. City Engineer Fitzgerald – bid opening for the Sunset Avenue Water Main Replacement Project took place May 4 at 2 p.m. All were surprised that NO BIDS were received. Mr. Fitzgerald has been reviewing reasons; this is a first. The feedback is that everyone is busy for the first half of the construction season. The City of Joliet is running a new water main –a $4 million contract – half the season is booked. He suggested extending the bidding into Fall to get some attention from other contractors. He would like to rebid and extend the bid date from August 15 to November 15 and push the paving project to later this year. The City will accept that recommendation. Discussion of alternative ways to complete the project.
