CALL TO ORDER: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:00 p.m.

ROLL CALL; ESTABLISHMENT OF QUORUM

Village Clerk April J Arellano called the roll:

Present at Board Meeting: Barrett F. Pedersen (Village President), April J Arellano (Village Clerk), Joseph Montana (Village Attorney), Trustees (Present in the Room): Ms. Special, Mr. Hagerstrom, Mr. Johnson, Mr. Ybarra, and Ms. Avitia

Department Heads:

Lisa Anthony (Health and Human Resources Director), Mark Stewart (Fire Chief), Dan Corcoran (IT Director), David Gonzalez (Village Comptroller), Frank Grieashamer (Village Treasurer), Lisa Manzo (Deputy Building Director), Nick Weber (Water Department Supervisor), and Mike Witz, (Director of Police), Thomas McCabe (Village Engineer), Nick Walny (Village Planner) and Rudy Repa (Village Planner)

A. FINANCE AND SPECIAL EVENTS COMMITTEES (Mr. Johnson, Chair)

1. MR. JOHNSON STATED HE DID NOT HAVE A REPORT

2. MR. JOHNSON ANNOUNCED THE VILLAGE AND AMERICAN LEGION

POST 974 HOSTED THEIR ANNUAL VETERAN'S DAY SERVICE ON FRIDAY, NOVEMBER 11, 2022. MR. JOHNSON THANKED EVERYONE WHO ATTENDED AND THOSE WHO PARTICIPATED IN THE CEREMONY

B. WATER AND SEWER/FLEET MAINTENANCE COMMITTEE (Ms. Avitia, Chair)

1. MS. AVITIA REPORTED THE MAIN PUMPING STATION GENERATOR'S NEW SPEED CONTROLLER FAILED AFTER A TEST RUN. MS. AVITIA REPORTED A RENTAL UNIT IS STILL IN PLACE UNTIL THE ISSUE IS RESOLVED

2. MS. AVITIA REPORTED 3 STREET DRAINS WERE INSPECTED, 3 DRAINS NEED CLEANING, 2 DRAINS REBUILT, 1 SINK HOLES 4 NEW STORM MANHOLES WERE INSTALLED AND SEWER BAD SPOTS AROUND THE VILLAGE WERE INSPECTED WITH NO ISSUES

3. MS. AVITIA REPORTED TAFT LIFT STATION PUMP 1 FAILURE HAD TO BE CLEANED OUT AND THAT THE SCOTT STREET LIFT'S COOLING SYSTEM WAS REPAIRED

4. MS. AVITIA REPORTED THE CREEK HAS BEEN INSPECTED ONCE ON NOVEMBER 14TH

C. POLICE AND FIRE COMMITTEE (Mr. Ruhl, Chair)

1. IN MR. RUHL'S ABSENSE, MR. YBARRA STATED THAT HE DID NOT HAVE A REPORT FROM THE FIRE DEPARTMENT.

2. MR. YBARRA REPORTED IN OCTOBER, THE POLICE DEPARTMENT RESPONDED TO 3,310 CALLS FOR SERVICE, ISSUED 792 PARKING CITATIONS, ISSUED 533 LOCAL CITATIONS, ISSUED 369 STATE CITATIONS, MADE 73 ARRESTS, 543 TRAFFIC AND PEDESTRIAN STOPS, AND REVIEWED 5 HIGH GRASS AND WEED COMPLAINTS, AND ISSUED 1 CITATION FOR HIGH WEED AND GRASS

D. STREETS, ALLEYS AND FLEET MAINTENANCE (Mr. Ybarra, Chair)

1. MR. YBARRA STATED THAT HE DID NOT HAVE A REPORT FOR STREETS, ALLEY'S AND FLEET MAINTENANCE

E. PROPERTY, PLANNING, ZONING, AND BUILDING COMMITTEE (Ms. Special, Chair)

1. MS. SPECIAL REPORTED 27 CONTRACTORS APPLIED FOR LICENSES, 46 BUILDING PERMITS, 10 ELECTRICAL PERMITS, 1 SIGN PERMITS, 1 DUMPSTER PERMIT, AND 7 FIRE PERMITS WERE APPLIED FOR A TOTAL OF 65 PERMITS. SHE ANNOUNCED 10 PROPERTY CLOSINGS FOR RESIDENTIAL AND COMMERCIAL, 1 NEW BUSINESS APPLIED FOR OCCUPANCY AND 4 NEW BUSINESSES WERE ISSUED OCCUPANCY CERTIFICATES

F. HUMAN RESOURCES, SUSTAINABLE PRACTICES AND SENIOR SERVICES COMMITTEE (Mr. Hagerstrom, Chair)

1. MR. HAGERSTROM ANNOUNCED THURSDAY, DECEMBER 1ST WILL BE THE ANNUAL WINTERFEST FROM 6PM TO 8PM AT THE GAZEBO

2. MR. HAGERSTROM ANNOUNCED FRIDAY, DECEMBER 2ND IS OUR FINAL BLOOD DRIVE OF THE YEAR. IT WILL BE HELD IN THE COMMUNITY ROOM AT THE POLICE STATION

3. MR. HAGERSTROM ANNOUNCED THE VILLAGE IS LOOKING FOR THE BEST DECORATED HOME IN FRANKLIN PARK. PLEASE SEND THE VILLAGE AN EMAIL TO VILLAGENEWS@VOFP.COM WITH YOUR FAMILY'S NAME, ADDRESS, PHONE NUMBER AND PHOTOS. ENTRIES MUST BE RECEIVED BY DECEMBER 18

8. MOTION TO APPROVE A PROPOSAL FROM RUSSO POWER EQUIPMENT,

SCHILLER PARK, ILLINOIS FOR THE ACQUISITION OF A SNOWRATOR SNOW PLOWING TRACTOR FOR THE UTILITIES DEPARTMENT IN THE AMOUNT OF $15,439.96 AND AUTHORIZE THE OFFICERS AND OFFICIALS OF THE VILLAGE TO EXECUTE THE NECESSARY DOCUMENTS AND TAKE SUCH ACTION TO EFFECTUATE SAME
