A. CALL TO ORDER –The meeting was called to order at 7:30 p.m. by Mayor McDermott, who led the audience in the Pledge of Allegiance to the Flag.

Roll Call: City Clerk Kmet called the Roll of those physically present as follows: Present: Mayor McDermott, Alderman Mikolyzk, Alderman Frohlich, Alderman Finn, Alderman Musillami, Alderman Von Drasek, Alderman Benson, City Clerk Kmet,

City Treasurer Bolt

Absent: Fin. Dir. Schutter, Engineer Fitzgerald

Also Present: City Administrator Paul, Police Chief Ford, City Attorney Peck, Asst. City Administrator Peterson, Recording Sec. Prokop

B. OMNIBUS AGENDA

1. Approval of the City Council Meeting Minutes of May 25, 2022.

2. The Statement of Bills submitted for payment through June 8, 2022: $231,045.86. I move to approve the minutes of the City Council Meeting of May 25, 2022, and the Statement of Bills through June 8, 2022, in the amount of $231,045.86.

A motion was made by Alderman Musillami, seconded by Alderman Von Drasek that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 6 Alderman Musillami, Alderman Frohlich, Alderman Von Drasek, Alderman Mikolyzk, Alderman Finn, Alderman Benson

C. COMMUNICATIONS FROM THE PUBLIC – NONE

D. MAYOR’S REPORT

a. Mayor McDermott sought consideration of a Block Part Request from Jennifer Kuznetzow at 5533 S. Kensington Avenue for August 16, 2022 from 5 p.m. to 10 p.m. A motion was made by Alderman Musillami, seconded by Alderman Benson that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 6 Alderman Musillami, Alderman Frohlich, Alderman Von Drasek, Alderman Mikolyzk, Alderman Finn, Alderman Benson

G. COMMITTEE AND COMMISSION REPORTS FOR DISCUSSION, CONSIDERATION AND, IF SO DETERMINED ACTION UPON:

1. ECONOMIC DEVELOPMENT COMMITTEE

a. FYI – Alderman Von Drasek thanked Carm Scarpace from Westfield Ford for supplying the City with the convertibles used in the Pet Parade. All had a good time and there was good attendance at the Parade.

2. FINANCE COMMITTEE – NO REPORT

3. HUMAN RESOURCES COMMITTEE - NO REPORT

4. INFRASTRUCTURE COMMITTEE

a. Alderman Benson sought consideration to approve the attached Water Rate Ordinance.

A motion was made by Alderman Musillami, seconded by Alderman Finn that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 6 Alderman Musillami, Alderman Frohlich, Alderman Von Drasek, Alderman Mikolyzk, Alderman Finn, Alderman Benson

Nay: 0

City Clerk Kmet declared that this will be known as ORDINANCE 22-25-O.

b. Consideration to waive the Formal Bidding Process and Accept a Bid Proposal for the Large Meter Replacement Project in the amount of $124,621 from Core & Main as the Sole Source Dealer.

A motion was made by Alderman Von Drasek, seconded by Alderman Mikolyzk that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 6 Alderman Musillami, Alderman Frohlich, Alderman Von Drasek, Alderman Mikolyzk, Alderman Finn, Alderman Benson

c. Consideration to waive the Formal Bidding Process and award a contract in the amount of $62,900 to United Meters as the lowest responsible bidder on the Commercial Meter Installation Project.

A motion was made by Alderman Finn, seconded by Alderman Frohlich that

d. Consideration of a Contract for a Space Needs Analysis for the Public Works Facility in the amount of $18,850.00 with Tria Architecture of Burr Ridge, IL.

A motion was made by Alderman Mikolyzk, seconded by Alderman Frohlich that this matter be APPROVED as presented; motion carried by the following vote:

FYI – Alderman Musillami stated that Concerts in the Park will begin June 16 featuring Second Hand Soul Band, 7-9 p.m. The food vendor is Chick-Fil-A.

7. SUSTAINABILITY COMMITTEE

The bees are doing great; the hives have been serviced; they are in great shape.

1. Police Chief Ford

a. Chief Ford sought to waive the formal bid process to purchase the Apex Office Virtual Reality Training Simulator from Sole Source Manufacturer and Provider Govred Technology, Inc., in the amount of $67,500.00.

A motion was made by Alderman Benson, seconded by Alderman Musillami that this matter be APPROVED as presented; motion carried by the following vote:

Aye: 6 Alderman Musillami, Alderman Frohlich, Alderman Von Drasek, Alderman Mikolyzk, Alderman Finn, Alderman Benson

2. City Engineer Fitzgerald (absent)

a. Asst. Administrator Ms. Peterson sought Consideration of Engineer’s Pay estimate #6 in the amount of $448,218.41 to Unique Plumbing of Brookfield, IL for the Joliet Road and East Avenue Water Main Project.

A motion was made by Alderman Finn, seconded by Alderman Mikolyzk that this matter be APPROVED as presented; motion carried by the following vote:
