Village of Forest Park Village Council met July 25.

Here are the minutes provided by the council:

Mayor Hoskins led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Byrnes, Maxham, Voogd and Mayor Hoskins answered the Roll Call. Commissioner Nero was absent.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Byrnes and seconded by Commissioner Maxham that the minutes from the July 11, 2022, Regular Meeting of the Council be approved without reading as each member has received a copy thereof.

ROLL CALL:

AYES: Commissioners Byrnes, Maxham, Voogd

and Mayor Hoskins

NAYES: None

ABSENT: Commissioner Nero

The motion carried.

It was moved by Commissioner Maxham and seconded by Commissioner Byrnes that the minutes from the July 11, 2022, Closed Session Meeting of the Council be approved without reading as each member has received a copy thereof.

AYES: Commissioners Byrnes, Maxham, Voogd and Mayor Hoskins

NAYES: None

ABSENT: Commissioner Nero

The motion carried.

PUBLIC COMMENT

Mr. Thomas Kovac emailed comments opposing the reappointment of Tim Gillian to the Board of Fire and Police Commissioners.

COMMUNICATIONS:

None

DEPARTMENT REPORTS:

The Police Department submitted its May, 2022 Report.

APPROVAL OF BILLS:

It was moved by Commissioner Byrnes and seconded by Commissioner Maxham that the Resolution for the payment of bills be adopted. The bills totaled $919,615.09.

NAYES: None

ABSENT: Commissioner Nero

UNFINISHED BUSINESS:

NEW BUSINESS:

It was moved by Commissioner Byrnes and seconded by Commissioner Maxham that the Appropriation Ordinance of the Village of Forest Park, Cook County, Illinois for the Fiscal Year beginning May 1, 2022, and ending April 30, 2023, be adopted.

ROLL CALL:

AYES: Commissioners Byrnes, Maxham, Voogd and Mayor Hoskins

NAYES: None

ABSENT: Commissioner Nero

The motion carried.

It was moved by Commissioner Voogd and seconded by Commissioner Byrnes that the Ordinance waiving bid and authorizing the acceptance of a proposal for installation of alarm equipment and monitoring services by and between Illinois Alarm Service, Inc. and the Village of Forest Park be adopted.

ROLL CALL:

AYES: Commissioners Byrnes, Maxham, Voogd and Mayor Hoskins

NAYES: None

ABSENT: Commissioner Nero

The motion carried.

Mayor Hoskins advised that item 9c is not being addressed at tonight’s meeting and will be considered at a future meeting.

It was moved by Commissioner Byrnes and seconded by Commissioner Maxham to re-appoint Mr. Timothy Gillian to the Forest Park Board of Fire and Police Commissioners.

The motion carried.

It was moved by Commissioner Byrnes and seconded by Commissioner Maxham that the Resolution confirming the appointment of the members to the Forest Park Fire and Police Commission be adopted.

The motion carried.

It was moved by Commissioner Voogd and seconded by Commissioner Maxham that the Resolution of the Village of Forest Park, Cook County, Illinois authorizing the submission of an application for USAR Real Property Exchange for the United States Armed Forces Reserve Center located in Forest Park, Illinois be adopted.

NAYES: Commissioners Byrnes and Maxham

ABSENT: Commissioner Nero

The motion failed.

It was moved by Commissioner Voogd and seconded by Commissioner Maxham that the Resolution to approve and authorize the execution of a Professional Engineering Services Proposal for Phase II Design Engineering Services by and between Christopher B. Burke Engineering, Ltd. and the Village of Forest Park for the Wilcox Street Watermain and Resurfacing Project be adopted.

ABSENT: Commissioner Nero

The motion carried.

It was moved by Commissioner Voogd and seconded by Commissioner Maxham that the Resolution approving the specifications and authorizing the advertising of bids for the Village of Forest Park 2022 Sidewalk Improvement Project be adopted.

ABSENT: Commissioner Nero

The motion carried.

It was moved by Commissioner Voogd and seconded by Commissioner Maxham that the Resolution approving the specifications and authorizing the advertising of bids for the Village of Forest Park Van Buren Street Multi-Use Path Improvements Project be adopted.

AYES: Commissioners Byrnes, Maxham, Voogd and Mayor Hoskins

NAYES: None

ABSENT: Commissioner Nero

The motion carried.

It was moved by Commissioner Maxham and seconded by Commissioner Byrnes to approve the entertainment license application submitted by Exit Strategy Brewing Company, 7700 Madison. Both the motion and the second were withdrawn.

It was moved by Commissioner Voogd and seconded by Commissioner Maxham to approve the request from Forest Park Public Library regarding the use of the Grove for a Kids Concert Event on October 1, 2022.

The motion carried.

It was moved by Commissioner Byrnes and seconded by Commissioner Maxham to approve the request from the Knights of Columbus to conduct their annual Tootsie Roll Fundraising Drive on September 16 and September 17, 2022.

It was moved by Commissioner Voogd and seconded by Commissioner Maxham to approve the banner request submitted by the Forest Park Chamber of Commerce & Development to promote their upcoming Casket Races to be held on Saturday, October 22, 2022.

ABSENT: Commissioner Nero

The motion carried.

It was moved by Commissioner Voogd and seconded by Commissioner Maxham to approve the banner request submitted by Sarah’s Inn to help raise awareness for Domestic Violence Action Month.

The motion carried.

It was moved by Commissioner Voogd and seconded by Commissioner Maxham to approve the banner request submitted by the Forest Park Theatre to promote their upcoming performance being held in the Grove on August 5, 6, 7, 12, 13, and 14, 2022.

ADMINISTRATOR’S REPORT:

COMMISSIONER’S REPORTS:

FOREST PARK THEATRE BANNER REQUEST APPROVED BY MOTION

Commissioner Byrnes reported that the Annual No Gloves National Softball Tournament is being held at the Park District this Thursday through Sunday.

Commissioner Maxham reported that the Forest Park Arts Alliance is holding another Stoop Session at 7:00 tomorrow at 1529 Elgin.

Commissioner Voogd congratulated Community Center Director, Karen Dylewski, on a great Groovin’ in the Grove last Tuesday. The commissioner also attended the street naming ceremony honoring community volunteer Isaac Beal at Marengo and Lexington. The Public Works Department will be completing their annual parking lot clean up and will post signs at the lots indicating which day the work will be done. Last, Commissioner Voogd encouraged residents to check out the online tree inventory, which allows the public to look up the trees by address.

There being no further business to be addressed, Commissioner Byrnes moved and Commissioner Maxham seconded to adjourn. The motion carried.

Mayor Hoskins declared the meeting adjourned at 7:51 P.M.
