Village of Western Springs Properties and Recreation Committee met June 7.

Approval of Minutes:

The Committee minutes from the 5/6/2022 Properties and Recreation meeting were approved with no corrections.

Public Comment:

Cheryl Hanson - 1413 Willow Ave. - cherylhanson@gmail.com

Cheryl expressed concern regarding the funds that the Village distributes to the Western Springs Park District. She asked why the Park District can use the money how they please instead of using the money to fund the programs that bring it in. Explanation regarding the Park District being a separate governmental entity was given and that the village has no control over how the money is allocated.

ORDINANCE AMENDING TITLE 5 (PUBLIC HEALTH AND SAFETY), CHAPTER 5 (TREES AND SHRUBS) OF THE WESTERN SPRINGS MUNICIPAL CODE RELATIVE TO THE DEVELOPMENT AND IMPLEMENTATION OF AN URBAN FOREST MANAGEMENT PLAN FOR GUIDANCE ON URBAN FORESTRY ISSUES AND THE APPEALS PROCESS FOR ENFORCEMENT ACTIONS TAKEN UNDER THE URBAN FOREST MANAGEMENT PLAN:

Staff has coordinated with Village Attorney Jurusik following approval of the Urban Forestry Management Plan by the Village Board last month. To facilitate the Urban Forestry Management Plan, Attorney Jurusik aimed to add clarifications and new information in the Village Code to reflect the Urban Forestry Management Plan. Updates to the permitting process were also added, clarifying that permits should be submitted to Community Development.

Trustee Chen moves to bring the Ordinance Amendments to the village Board. Seconded by trustee Fink. Historic Tower Stairs Improvement:

The first and second floor are in need of repair; a full replacement was recommended by 845 Design Group following a review of the stairs. Additionally, the current handrails need to be updated to ADA

compliance. Design costs fell approximately $10,000 under the budgeted $50,000. Staff anticipates bidding the project this summer and for work to be complete b the end of this year.

Recreation Update:

Summer Tennis session just began this week. Camps and Safety Village begin on 6/13. The Safety Village Program Is completely full. The Tower Trot was a success with over 700 registered runners. A full report will be given once all the invoices have been received and paid. The newly hired Recreation Administrative Coordinator Ryan started on 5/23. Attorney Jurusik is currently negotiating with a group that is interested in taking over the Grand Avenue Preschool and Daycare. Over 50 summer staff have been hired and on-boarded.

Capital Summary Report:

Wolf Road Bike Path

No substantial update since the previous committee meeting. The Village received a verbal update from Cook County regarding the planting of the trees along the path.

West Underpass Construction

Work has continued along; today Staff learned that Local 150 Union has gone on strike. This will likely impact all construction projects across Northern Illinois.

East Train Platform

The amendment to the contract for completion was accepted and Staff is waiting to receive physical documentation of this. The project is substantially complete.

Historic Water Tower Stairs and Tuckpointing

No updates as these projects are still in the preliminary planning stage.

Other:

Electric Pricing agreement has been executed with AEP Energy. The updated pricing will be going to the Village Board this month.

Regarding the July committee meeting, to avoid schedule conflicts around 7/4, the committee meeting is tentatively moved to Thursday 7/7.
